高校信息化建设中的IT外包应用分析

高校信息化建设中,IT外包可以使学校专注于教学、科研以及社会服务,避免聘用大量IT人员,降低IT的总体拥有成本,还可吸收其他高校的先进管理经验。文章分析了高校IT外包的内涵、动因及可能存在的风险,给出了高校IT外包规避风险的措施,强调高校在应用IT外包推进信息化建设时应扬长避短,注重风险管理,提高外包服务质量和成功率。     

A method for measuring investment risk based on a relative risk - excess revenue model

This paper identifies the shortcomings of variance and semi-variance methods in investment risk measurement and introduces a new model, namely RR-ER (relative risk and excess revenue) model, which takes account of the revenue over expectation problem. Properties of RR-ER model and the consistency between RR-ER model and traditional risk measure model with regard to continuous random variables are discussed. Case analysis is presented to prove the practicality and efficiency of this new method.

撒哈拉以南非洲中等教育改革分析

随着"非洲千年计划"的实施,撒哈拉以南非洲地区的基础教育得到了迅速发展,其发展的重点逐渐由小学教育转向相对薄弱的中等教育。为了加快非洲全民教育目标与千年发展目标的进程,世界银行和撒哈拉以南非洲各国政府对该地区的中等教育的体制和机制进行了改革,在教育经费、教学质量、课程和学校权力下放等方面推行了一系列的改革政策。经过几年的努力,改革虽然取得了一些成效,但是仍然存在很多制约实现改革目标的因素。     

Closed Loop Recycling of Chlorine for Sustainable Development of Polyurethane Industry

Increasing demand is fueling the booming polyurethane industry worldwide. An impeding issue for polyurethane industry is how to handle the large quantity of hydrogen chloride byproduct generated from the synthesis of intermediates, i.e., isocyanates. In the meantime, the traditional chloro-alkaline process suffers both from the high energy intensity of electrolysis method and the disparity in the chlorine and caustic soda market. To solve these problems, the state-of-the-art chlorine recycling technologies are reviewed and compared. Approaches for cost-effective utilization of chlorine in polyurethane industry are investigated. Chinese academies and enterprises’ on-going effort on the development of a novel hydrogen chloride oxidation process for the synthesis of chlorine is presented. With this process, the closed loop recycling of chlorine can be realized. Tremendous economic, environmental and social benefits can be expected. A wide adoption of this technology will significantly advance the sustainable development of polyurethane industry.

针对开放教育的特点，提出了自主学习的必要性和可行性。通过对开放英语Ⅰ的学习策略分析，探讨了开放教育学生在英语学习素质上的自我完善，从而培养学生自主学习的能力，促进开放教育可持续发展。     

一种改进的小写金额到大写金额的转换算法

结合实际应用,阐述了将小写金额转换成大写金额的必要性和重要性,给出了采用分段处理的改进算法,并用PowerBuilder实现了该算法．     

海南省乡村城镇化建设问题研究

海南省城镇化建设的重点应当是加快乡村城镇化的建设。目前海南省在乡村城镇化建设中存在许多问题,如:城镇缺乏内在发展动力,城镇化水平的质量不高;城镇人员素质不高,城镇化水平的稳固性低;城镇经济规模小,发展基础薄弱;等等。对此,作者提出了“稳定数量,提高质量,壮大实力,强化功能,适度发展”的指导方针,以及六个方面的具体改进措施。     

大学英语自主阅读教学模式的理论与实践

大学英语教学的主要目的是使学生达到较高的英语素质,因此,在教学中培养学生的自主学习能力尤为重要。针对当前大学英语阅读教学中存在的弊端,文章以自主学习理论为指导,提出自主阅读教学模式,并进行了实践探索。
