The planning of higher education in the German Democratic Republic

The points of departure, objectives and methods of higher education planning are subsumed within the total context of the social, scientific, technical and cultural development of a country and dependent upon that country's social order. In the socialist countries, all deliberations on educational planning involve the all-round development of the socialist personality. Economic goals and factors also play an important role, but they must be seen as a means to the end of a superordinate goal. In the German Democratic Republic educational planning has to guarantee the realisation of several constitutional mandates: admission to universities and colleges in accordance with the principle of achievement, with the requirements of society, and with reference to the social composition of the people and equality of the sexes; the right to work and the social security of the graduates. In terms of the number of students admitted to and graduating from higher education, the GDR has arrived at a high level. The planning of higher education takes place in accordance with the principles of democratic centralism, with broad participation of people inside and outside of universities.Paper originally presented to the 17th International Seminar, The University Today, Dubrovnik, September 5th, 1972, under the title Zur Planung der Hochschulbildung in der Deutschen Demokratischen Republik.     

AutoFocus – Ein Werkzeugprototyp zur Entwicklung eingebetteter Systeme

Der Beitrag stellt AutoFocus vor, einen Werkzeugprototyp zur Entwicklung verteilter, eingebetteter Systeme auf der Grundlage formaler Techniken. AutoFocus unterstützt die Systementwicklung mit integrierten, im wesentlichen graphischen Beschreibungstechniken, mit deren Hilfe sowohl unterschiedliche Sichten als auch verschiedene Abstraktionsebenen eines Systems beschrieben werden. Um konsistente und vollst?ndige Beschreibungen sicherzustellen, bietet AutoFocus die M?glichkeit, Konsistenzbedingungen zu formulieren und Systembeschreibungen daraufhin zu überprüfen. Aus ausführbaren Spezifikationen k?nnen Prototypen des entwickelten Systems erzeugt werden und in einer Simulationsumgebung ausgeführt und visualisiert werden. Zur formalen Verifikation von Systemeigenschaften verfügt AutoFocusüber Anbindungen an Modellprüfungswerkzeuge wie -cke oder SMV.     

Geheimnisvoller Transfer?

The term “transfer” in the context of learning and the application of research results should help us understand and support processes of applying this knowledge better. The article analyzes prerequisites and conditions for the transfer of educational knowledge and evidence to educational practice, which seem reasonable, but are often neglected. Model programs with empirically tested innovations serve as examples for the discussion of fruitful conditions in the evaluation research itself as well as in the context of application. Examples of “best” practice, finally, are used to sketch challenges and approaches for an educational research focused on transfer.

In Abkehr von ihrer Einrichtung als auf demokratischer Partizipation basie- render Bundesdienststellen, nach UOG, wurden die staatlichen Universitäten ab dem UOG 1993 zunehmend in Richtung eigenverantwortlicher "Bildungsbetriebe" umge- baut. Diese auf Deregulierung und Dezentralisierung universitärer Handlungspara- meter abstellende Entwicklung fand ihren vorläufigen Höhepunkt in der Umwandlung der Universitäten in vollrechtsfähige juristische Personen, durch das UG (2002). Die aufrechte Funktion des Staates als Erhalter und insb Financier der Universitäten hat zu einem auf universitäre Leistung und Verantwortung gegründeten Beziehungs- system zwischen Staat, Gesellschaft und Universitäten geführt, das auch mit Rechts- unsicherheiten und Friktionen behaftet ist. Der bisher letzte Schritt in Richtung des intendierten umfassenden "Kulturwandels" der Universitäten wurde mit dem Universitätsrechts-Änderungsgesetz 2009 getan, das eine umfassende Novellierung der bisher geltenden Rechtslage beinhaltet.     

The conflict between on-task and off-task actions in the classroom and its consequences for motivation and achievement

The relations between students’ value orientations, decisions in conflicts between on-task and off-task actions in the classroom, and experiences of motivational interference following these conflicts were investigated. It was expected that well-being value orientation was positively linked and achievement value orientation was negatively linked to decision for off-task behavior in such conflicts and that the higher students’ well-being value orientation, the higher their motivational impairment when deciding for the on-task behavior and the lower when deciding for the off-task behavior. For achievement orientation, the relationships were predicted to be reversed. The experience of motivational interference while performing on-task behavior was, in turn, expected to be related to worse grades. Data from 817 students (mean age 13.44) from 35 classrooms were collected using self-report questionnaires and analyzed in a series of hierarchical linear models. Analyses showed the relationships as predicted. All relationships found were comparable to the relationships found for a conflict between school and leisure actions after class. Results point out that even if students resist the off-task temptation in class, the mere possibility of off-task behavior can impair motivation and achievement.
