The use of information and communication technologies in public libraries in South Africa as tools for bridging the digital divide: the case of the Kempton Park public library

ABSTRACT

The information and knowledge society has resulted in the exponential growth of information and communication technologies (ICTs), thus creating a gap between those who use ICTs and those who do not; hence the emergence of the term “digital divide” in the 1990s. One of the milestones of South Africa’s National Development Plan, a policy that charts the country’s development up until 2030, is to ensure that high-speed broadband internet is universally available at competitive prices. Notwithstanding the importance of ICTs in public libraries, the provision of such is still taking place on a limited scale in South Africa. This article investigates the use of ICTs in public libraries in South Africa as a tool in bridging the digital divide. It also examines the inequalities in access and use and suggests ways in which ICTs may be used to reduce the digital divide. A qualitative research methodology was adopted. In order for public libraries to function as an important tool in bridging the digital divide, there is a need to standardize the provision of public library services with regard to the digital divide.     

Principals Judge Teachers by Their Teaching

This quantitative study investigated the relationship between teacher dispositions, subject content knowledge, pedagogical content knowledge, and reasons that school principals recommend non-renewal of probationary teachers' contracts. Principals in the Southeastern Unites States completed an e-mailed survey. Two nonparametric tests, Kruskal-Wallis and Mann Whitney U, were used to statistically analyze group responses. Principals reported that they observed most a lack of pedagogical content knowledge from ineffective teachers and they prioritized the importance of instructional skills in deciding whether to non-renew a teacher contract. Principals identified teacher integrity, dependability, and honesty as important dispositions. The studies' findings are important for universities that prepare preservice teachers and also for the planning of professional development initiatives. The study findings suggest that principals tend to view dispositions as personality characteristics rather than as teacher competencies and that teacher expertise in both subject content and pedagogy must be woven together.     

What does mentoring mean to experienced teachers? A phenomenological interview study

Abstract

This report investigates mentoring from the perspectives of 7 experienced secondary public school teachers from four different school districts in Oklahoma. The participants' teaching experience ranged from 10 to 30years. The author reviewed the research process and data provided through the teachers' interviews and protocol writings to further explain the nature of mentoring and the benefits of mentoring experienced teachers. The experienced teachers benefited from the mentoring process and their mentoring experiences in two important areas. At the professional level, the teachers gained a sense of self as professional educators. At the personal level, these teachers identified mentoring as a process that worked in almost any situation; in addition, they recognized that conversing about concerns with a knowledgeable colleague was a workable solution for solving issues.     

‘Mind the Gap’: the influence of assessment criteria in primary school mentoring

This paper considers the signs student teachers on a PGCE Secondary Course display as evidence of a readiness to progress to a higher level of performance. It includes activity types which enable mentors to assess progress in relation to established competence areas. The arguments and proposals are founded on the outcomes of qualitative research methods conducted over a period of time with mentors and student teachers on a PGCE Secondary Modern Foreign Languages programme.     

Higher Education and Problems of Citizenship Formation

The purpose of the university should be grounded in the concept of citizenship rather than the promise of increased future earnings and research consultancy work. However, this conception of citizenship should be republican rather than liberal. British higher education institutions have suffered at the hands of mechanisms intended to promote accountability. The concept of accountability has undermined the legitimate authority of the university. As pressures from student fee increases, fiscal austerity and accountability mechanisms further undermine the ethic of scholarship, the idea of the university needs to recover its central purpose to ward off civic privatism.     

Do Individual Perceptions Matter in Pornography Effects? How Perceived General Acceptance and Influence of Pornography May Impact Agreement With Sex-Role Attitudes

Pornography use is often associated with less-progressive sex-role attitudes, such as endorsement of a sexual double standard between heterosexual partners, but the process by which this relationship occurs is still largely unexamined. The present study was conducted to examine how perceptions about pornography may play a role in the relationship between pornography use and sex-role attitudes. Perceived general acceptance and perceived influence of pornography on most people partially mediated the relationship between pornography use and sex-role attitudes. The more participants reported using pornography, the more they believed pornography was generally accepted and had a positive influence; however, conversely to what was hypothesized, the more positive they perceived pornography’s influence, the less likely they were to report sex-role attitudes that endorse a sexual double standard.
