May It Please the Court: Law Students and Legal Research Instruction in Prison Law Libraries

According to the administrative office of the U.S. Courts, a significant part of the present docket of federal district courts consists of prisoner litigation. This category of litigation, composed largely of habeas corpus petitions, civil rights suits, and suits related to prison conditions, is often pressed by prisoners whose only legal assistance is the resources and materials available in their prison law library. Although prisoner litigation is an essential means of ensuring that our prisons and criminal justice systems operate within the confines of the U.S. Constitution, these often poorly researched and poorly written lawsuits also present special challenges to the federal courts tasked with processing them. This article explores how establishing programs that involve law students in teaching legal research in prison law libraries could help to both ameliorate the burdens that prisoner litigation places on the federal court system and improve prison law libraries’ ability to provide prisoners with meaningful access to the courts. The article begins by discussing the history of prisoner litigation in federal courts and describes four models of legal research instruction and assistance that have been employed in prisons. Based on the lessons learned from these efforts, the article presents a proposal for a prison legal research clinic that could be established by interested law schools and their librarians, and discusses the benefits to law students, prisoners, and the courts that such a program has the potential to deliver.     

Effect of Selected Doses of Alcohol on Fatigue Parameters of the Forearm Flexor Muscles

Abstract

The purpose of the present study was to enhance knowledge of the effect of alcohol on physical performance by analyzing the effect of a small and moderate dose of alcohol on several aspects of muscular strength and endurance; in addition to the standard dosages, a large dose was given to an experimental subgroup. The parameters studied included initial strength, maximal strength, steady state or final strength, total work, fatigable work and the rate of fatigue of the forearm flexors. Male university students (N = 35) served as subjects and underwent three trials of a standardized work task consisting of intermittent maximum contractions of the forearm flexors performed at the rate of 30/min. for 6 min. Prior to each trial, each subject consumed either a control, small, or moderate dose of alcohol. The statistical analysis indicated that a small or moderate dose of alcohol had no effect on five of the parameters under investigation. The mathematical analysis of the rate of fatigue indicated rather large differences between the main rate constants, but the findings must be interpreted cautiously due to the insignificant nature of the statistical analysis. It was concluded that a small or moderate amount of alcohol had no effect on the strength and endurance variables under investigation.

If ever there were a glistening isle it is this. Of India, yet not of it. Tangled with it racially, and by the trade and wars of many centuries, yet separate. Separate in government, separate in history, separate in race. Ancient and very ancient, newly discovering its old ancientry. Bound there in the mighty growths of the jungle lies buried a whole civilization. There it rests, its location lost, attested to by early records in the Mahavansa, but still undiscovered by modern man. It awaits a new generation, a generation now rising in the youth of Ceylon.     

GUIDELINES FOR ACHIEVEMENT OF LEARNER SATISFACTION IN GERONTOLOGICAL SHORT‐TERM TRAINING

As emphasis on intensive educational training increases, effective gerontological curricula and content planning to assure learner satisfaction are becoming more important. This article considers four key variables related to learner satisfaction: class size, seating arrangement, training methods, and participant motivation. Six guidelines for increased training effectiveness are suggested: preassessed and structured environment, planned group size to serve content and objectives, seating arrangements, discussion group utilization, preassessed learner attitudes, and continuous evaluation with necessary restructuring.     

School psychology in business and industry: A possibility becomes reality

This article provides a justification for identifying alternative work settings for school psychologists and describes one school psychologist's experience practicing in a business/industrial setting. Teh relationship between the services provided in this setting and the services traditionally provided by school psychologists in schools is described.
