Creating public value is a key goal of public administrations, both in their daily business and in the growing field of smart government and smart cities, which focuses on IT-enabled innovations in the public sphere. However, many public administrations still struggle with such innovations due to complex technologies, high investments, and the numerous stakeholders involved. To address this issue, some local governments in continental Europe have turned to collaborative innovation approaches, partnering with (semi-)public utility companies in the hope that their additional innovation assets will boost innovativeness. Nevertheless, it remains unclear how exactly such collaborations should be governed to ensure that the focus remains on creating public value, as utility companies may have their own agendas. To explore this question, we conducted a comparative case study in the context of smart city initiatives with four cases in Swiss local governments. Drawing on agency and stewardship theory, we then propose a model of public-value-focused collaborative innovation, enabling us to explore various collaboration characteristics and their effects on public value creation. Our findings suggest that both agency- and stewardship-based collaborations increase innovativeness. However, while agency collaborations tend to produce smart city innovations that mainly serve the utility companies' business interests, stewardship relationships lead to innovations that are focused more on public value creation. As such, our study extends the literature on the effects of collaborative innovation on public value, and it provides practical recommendations on how such collaborative innovation should be designed.  相似文献

Searching for names, e.g. author names or company names, is still an open problem. This paper reviews known similarity measures. These measures deal with phonetic similarity, typing errors and plain string similarity. It is shown experimentally that all three approaches lead to significantly higher retrieval quality than plain identity. Further improvements are possible by combining different methods; a probabilistic interpretation of string similarity is developed that leads to better results than an ad-hoc approach.  相似文献

This study attempts to examine the relationships between several dimensions of organizational climate and faculty job satisfaction in university departments which offer Ph.D. degrees. The three dimensions of organizational climate examined are: power perception, the perceived organizational goals, and the assessment of rewards. The major findings of the study are:(1) Nonresearch perceived organizational goals are by and large weakly related to job satisfaction in both the physical and social sciences. (2) Power perception is a strong determinant of job satisfaction in the social sciences and considerably less dominant in the physical sciences. (3) The assessment of rewards is the strongest predictor of faculty job satisfaction in both the physical and social sciences. The major conclusion of the study is that the organizational climate is one of the keys to understanding faculty job satisfaction. The policy implications of these findings are discussed.  相似文献

This paper examines students’ achievement and interest and the extent to which they are predicted by teacher knowledge and motivation. Student achievement and interest are both considered desirable outcomes of school instruction. Teacher pedagogical content knowledge has been identified a major predictor of student achievement in previous research, whereas teacher motivation is considered a decisive factor influencing students’ interest. So far, however, most research either focused on knowledge or motivation (both on the students’ as well as the teachers’ side), rarely investigating them together or examining the instructional mechanisms through which the supposed effects of teacher knowledge and motivation are facilitated. In the present study, N = 77 physics teachers and their classes in Germany and Switzerland are investigated utilizing a multi‐method approach in combining data obtained from test‐instruments (teacher pedagogical content knowledge, student achievement) and questionnaires (teacher motivation, student interest, student perceived enthusiastic teaching) as well as videotaped instruction (cognitive activation rated by observers). Multi‐level structural equation modeling was used to support the assumptions that teacher pedagogical content knowledge positively predicted students’ achievement; the effect was mediated by cognitive activation. Teachers’ motivation predicted students’ interest which was mediated by enthusiastic teaching as perceived by students. Neither did teacher pedagogical content knowledge predict students’ interest, nor teacher motivation students’ achievement. This implies that in order to improve students’ cognitive as well as affective outcomes, both teachers’ knowledge but also their motivation need to be considered. © 2016 The Authors. Measuring gifted and talented (GT) students’ perceptions of their GT label might seem to be a relatively straightforward affair. Most of this research uses survey methods that ask GT students to complete Likert scale or open-ended response questionnaires about their perceptions of the label and then presents results in clear and quantifiable terms, such as “X % of students hold positive perceptions of the GT label.” However, our qualitative study of GT students in two middle school social studies classrooms presents findings that not only trouble, but prompt questions about simple proclamations regarding GT students’ perceptions of the GT label. What we found was that given the opportunity to share their thoughts at length, this group of GT students expressed a range of often contradictory perceptions about their GT label. Students expressed multiple interpretations and perceptions of the GT label, as well as both embraced the label and rejected the label.  相似文献

ABSTRACT

This paper presents a revised learning progression for the energy concept and initial findings on diverse progressions among subgroups of sample students. The revised learning progression describes how students progress towards an understanding of the energy concept along two progress variables identified from previous studies – key ideas about energy and levels of conceptual development. To assess students understanding with respect to the revised learning progression, we created a specific instrument, the Energy Concept Progression Assessment (ECPA) based on previous work on assessing students’ understanding of energy. After iteratively refining the instrument in two pilot studies, the ECPA was administered to a total of 4550 students (Grades 8–12) from schools in two districts in a major city in Mainland China. Rasch analysis was used to examine the validity of the revised learning progression and explore factors explaining different progressions. Our results confirm the validity of the four conceptual development levels. In addition, we found that although following a similar progression pattern, students’ progression rate was significantly influenced by environmental factors such as school type. In the discussion of our findings, we address the non-linear and complex nature of students’ progression in understanding energy. We conclude with illuminating our research's implication for curriculum design and energy teaching.  相似文献

Since a major purpose of critical pedagogy is to change society by changing schools, critical pedagogy must gain an increased presence within K-12 schools. For this to happen, however, critical educators must begin to more fully recognize and appreciate the structural obstacles that schools present to critical educational change. This paper examines three of these obstacles: schools’ nature as public institutions, the fact that schools change reform efforts, and the relationship between ‘first-order’ and ‘second-order’ change and the types of changes for which criticalists often advocate. The paper ends by encouraging a smaller, more practical critical pedagogy that is focused on tangible and meaningful effect.  相似文献

Abstract

Left-handed performers seem to enjoy an advantage in interactive sports. Researchers suggest this is predominantly due to the relative scarcity of left-handers compared with right-handers. Such negative frequency-dependent advantages are likely to appear in inefficient game-play behaviour against left-handed opponents such as reduced ability to correctly anticipate left-handers' action intentions. We used a pre–post retention design to test whether such negative frequency-dependent perceptual effects can be reversed via effective training. In a video-based test, 30 handball novices anticipated the shot outcome of temporally occluded handball penalties thrown by right- and left-handed players. Between the pre- and post-tests, participants underwent a perceptual training programme to improve prediction accuracy, followed by an unfilled retention test one week later. Participants were divided into two hand-specific training groups (i.e. only right- or left-handed shots were presented during training) and a mixed group (i.e. both right- and left-handed shots were presented). Our results support the negative frequency-dependent advantage hypothesis, as hand-specific perceptual training led to side-specific improvement of anticipation skills. Similarly, findings provide experimental evidence to support the contention that negatively frequency-dependent selection mechanisms contributed to the maintenance of the handedness polymorphism.  相似文献

The purpose of this study is to identify perceptual differences between hierarchical levels in organizations in general and in university departments in particular, and to analyze their consequences on the relationships between the need for change, the implementation of change, and the assessment of the success of change.Three different models are developed and tested. The first model examines the amount of change in the various aspects of change at different types of departments. The second model examines the factor structure of the various actors in the system. The third model tests separately for each perceiver the magnitude of relationship between the different aspects of change and the success of change.The implications of the models and their empirical tests to future studies of organizational change are discussed and elaborated.  相似文献

Research on the use of ‘no opinion’-filters suggeststhat respondents are the less likely to offer a substantiveresponse the more strongly the filter question is worded. Aseries of experiments is reported that demonstrates that filterquestions influence respondents' perception of their task: themore strongly the filter question is worded, the more respondentsassume that they will have to answer difficult questions, andthat they may not have the required knowledge. Accordingly,filter questions discourage respondents from offering globalopinions that they may hold. In line with this assumption, allrespondents who reported not having an opinion in response toa filter question, subsequently provided substantive responseson a global opinion question—presumably because the globalquestion asked was less demanding than expected on the basisof the filter. Analyses of these substantive responses indicatedthat respondents who initially reported not having an opiniondiffered from respondents who reported having one. Methodologicalimplications of these findings for the use of filter questionsand for research on the nature of ‘floating’ arediscussed.  相似文献
