Clinical discourses from the domains of medicine and psychology exert a powerful influence on theory and practice in special education. These discourses first define disability as ‘an individual human condition’ and locate ‘the problem’ in the physiological and psychological characteristics of the individual. Second, they privilege the role of experts and exclude the perspectives of disabled people themselves. In spite of considerable criticism, psycho-medical definitions of and responses to disability have been incorporated into educational legislation in Ireland and continue to dominate policy development in special education. The real danger of failing to address these deep structures in special education is that exclusion and marginalization will be reproduced even in well-intentioned and well-supported programmes.  相似文献

Objective

We examined (1) the prevalence of childhood sexual abuse (CSA) experiences as a function of cohort and gender, (2) the prevalence of factors associated with CSA as a function of cohort and whether the association of these factors with CSA remained the same irrespective of cohort, and (3) whether any cohort differences could be explainable by cohort differences in reporting bias.

Method

We used the responses of 4,561 men (M = 29, SD = 7 years) and 8,361 female (M = 29, SD = 7 years) Finnish participants who responded to the Childhood Trauma Questionnaire-Short Form as well as questions regarding family structure.

Results

The prevalence of CSA experiences varied between 0.7-4.6% for men and 1.8-7.5% for women depending on the item. Younger cohorts reported less CSA as well as less of the risk factors (physical neglect and abuse, emotional neglect and abuse, parental substances abuse, not growing up with both biological parents) that were positively associated with the likelihood of CSA. The effects of these risk factors did not vary as a function of the cohort. Also, the declining trend was not explainable by social desirability being higher in the younger cohorts.

Conclusions

The results suggest that there is a real decline in the prevalence of CSA and it is associated with a simultaneous decline in factors associated with CSA.  相似文献

University‐based teacher‐education programmes in the USA confront mounting pressure to demonstrate that graduates will have a significant and positive impact on student achievement. Such pressure has forced teacher educators to wrestle with the question of what constitutes compelling evidence that teacher candidates will indeed have such an impact. This paper presents the deliberations and resulting investigation of a team of university faculty members seeking to account for preservice elementary‐school teachers’ learning and development. It offers a preliminary articulation of a trajectory of learning, and a critique of the tasks and the programmatic experiences from which this trajectory is constructed.  相似文献

文章旨在通过对OCW和MOOC所采用的教学方式的对比,探索开放在线课程在由"重资源"向"重服务"变革的过程中,其教学方法所发生的适应性变化。文章通过四个常用的开放在线课程搜索引擎,随机抽样出51门OCW课程和51门MOOC课程作为研究样本,并从课程说明中获取课程周数、建议学时、学习方式、教学手段等信息。结果表明:与OCW相比,MOOC建议以较短的周数、每周投入较多的时间来完成课程,以提高课程完成率;少量课程采用了基于项目、基于研究和基于团队的学习方式,但MOOC环境下的在线协作学习仍存在难度;在线论坛和讲座视频是MOOC中使用较多、发展较成熟的教学手段;社会媒体和位置地图等则是OCW中未出现而在MOOC中发展形成的。最后,文章根据研究结果提出了相应的教学建议。  相似文献

Technological change and social change are viewed as interdependent in this paper. At the same time technology's push is seen as outpacing the capability of social institutions to respond. Consequently, America risks losing its competitive edge economically and, further, is rapidly evolving toward a two-tiered occupational and social structure. This paper examines the relationship between technological and social change, the nature and significance of technological innovation and dissemination, and impacts on organizational life. Finally, the paper explores the role of higher education as well as strategies the university must adopt if it is to participate effectively in addressing the changes that are emerging as society moves from being production-and-material based to an information-based system.  相似文献

The UK Parliament passed the Freedom of Information Act (FOIA) in November 2000 after 3 years of government White Papers, consultation papers, and various Bills. The author served as special adviser to the House of Commons Select Committee on Public Administration which oversaw the Government proposals for legislation and the progress of the Bill into the House of Commons. The FOIA introduced pro-active publication of information via Publication Schemes, which were introduced on a staggered basis across the public sector and on January 1, 2005, rights of individual access were granted to individuals. The Act covers well over 100,000 public authorities in the UK and includes both Houses of Parliament. There is a power to add private bodies to the Act's coverage. The Act covers UK, English, Welsh, and Northern Irish public authorities. Scotland has its own FOIA which was enacted by the Scottish Parliament in 2002. The paper will examine the operation of the UK legislation and the role of the Information Commissioner and the Information Tribunal which deal with complaints of refusal and appeals respectively. The jurisprudence has been voluminous and now the English courts are beginning to hear appeals from the tribunal. The article will examine the major trends of the legislation and the problems presented by the legislation. The Government has already issued vetoes under the Act overriding the Commissioner's decision to grant access to the Cabinet papers relating to the Cabinet discussion on entering into war with Iraq and then on devolution of power to Scotland, Northern Ireland, and Wales. The decisions to open up the files on MPs expenses have caused one of the major constitutional crises in the UK in the last 75 years. As well as examining the way the Act has been interpreted, the author will essay some preliminary analyses of the impact of the Act on the realization of government objectives in passing the Act. The FOIA does sit alongside other legislation allowing access to personal files and access to environmental information and the whole information debate is set in the context of heightened sensitivity and secrecy in time of the war on terror and the state's increasing capacity to demand, store, and share information. This paper explores the concept of matching the activities of higher education institutions to the needs of a wider society. The author recognises that universities and polytechnics have absolute loyalties beyond the market-place.
