Technological change and social change are viewed as interdependent in this paper. At the same time technology's push is seen as outpacing the capability of social institutions to respond. Consequently, America risks losing its competitive edge economically and, further, is rapidly evolving toward a two-tiered occupational and social structure. This paper examines the relationship between technological and social change, the nature and significance of technological innovation and dissemination, and impacts on organizational life. The UK Parliament passed the Freedom of Information Act (FOIA) in November 2000 after 3 years of government White Papers, consultation papers, and various Bills. The author served as special adviser to the House of Commons Select Committee on Public Administration which oversaw the Government proposals for legislation and the progress of the Bill into the House of Commons. The FOIA introduced pro-active publication of information via Publication Schemes, which were introduced on a staggered basis across the public sector and on January 1, 2005, rights of individual access were granted to individuals. The Act covers well over 100,000 public authorities in the UK and includes both Houses of Parliament. There is a power to add private bodies to the Act's coverage. The Act covers UK, English, Welsh, and Northern Irish public authorities. Scotland has its own FOIA which was enacted by the Scottish Parliament in 2002. The paper will examine the operation of the UK legislation and the role of the Information Commissioner and the Information Tribunal which deal with complaints of refusal and appeals respectively. The jurisprudence has been voluminous and now the English courts are beginning to hear appeals from the tribunal. The article will examine the major trends of the legislation and the problems presented by the legislation. The Government has already issued vetoes under the Act overriding the Commissioner's decision to grant access to the Cabinet papers relating to the Cabinet discussion on entering into war with Iraq and then on devolution of power to Scotland, Northern Ireland, and Wales. The decisions to open up the files on MPs expenses have caused one of the major constitutional crises in the UK in the last 75 years. As well as examining the way the Act has been interpreted, the author will essay some preliminary analyses of the impact of the Act on the realization of government objectives in passing the Act. The FOIA does sit alongside other legislation allowing access to personal files and access to environmental information and the whole information debate is set in the context of heightened sensitivity and secrecy in time of the war on terror and the state's increasing capacity to demand, store, and share information. In recent years, there has been a strong push to transform STEM education at K-12 and collegiate levels to help students learn to think like scientists. One aspect of this transformation involves redesigning instruction and curricula around fundamental scientific ideas that serve as conceptual scaffolds students can use to build cohesive knowledge structures. In this study, we investigated how students use mass balance reasoning as a conceptual scaffold to gain a deeper understanding of how matter moves through biological systems. Our aim was to lay the groundwork for a mass balance learning progression in physiology. We drew on a general models framework from biology and a covariational reasoning framework from math education to interpret students' mass balance ideas. We used a constant comparative method to identify students' reasoning patterns from 73 interviews conducted with undergraduate biology students. We helped validate the reasoning patterns identified with >8000 written responses collected from students at multiple institutions. From our analyses, we identified two related progress variables that describe key elements of students' performances: the first describes how students identify and use matter flows in biology phenomena; the second characterizes how students use net rate-of-change to predict how matter accumulates in, or disperses from, a compartment. We also present a case study of how we used our emerging mass balance learning progression to inform instructional practices to support students' mass balance reasoning. Our progress variables describe one way students engage in three dimensional learning by showing how student performances associated with the practice of mathematical thinking reveal their understanding of the core concept of matter flows as governed by the crosscutting concept of matter conservation. Though our work is situated in physiology, it extends previous work in climate change education and is applicable to other scientific fields, such as physics, engineering, and geochemistry. 相似文献

Data-sharing is an essential tool for replication, validation and extension of empirical results. Using a hand-collected data set describing the data-sharing behaviour of 488 randomly selected empirical researchers, we provide evidence that most researchers in economics and management do not share their data voluntarily. We derive testable hypotheses based on the theoretical literature on information-sharing and relate data-sharing to observable characteristics of researchers. We find empirical support for the hypotheses that voluntary data-sharing significantly increases with (a) academic tenure, (b) the quality of researchers, (c) the share of published articles subject to a mandatory data-disclosure policy of journals, and (d) personal attitudes towards “open science” principles. On the basis of our empirical evidence, we discuss a set of policy recommendations. 相似文献

Current trends in swimming biomechanics are focused on accurate measurements. Nowadays, reliable calibration methods have been proposed to reach an accuracy of about 1 mm on rigid structure. But the question remains about the final accuracy for three-dimensional hand kinematics measurement during the underwater phase of front crawl swimming. Furthermore, most research is based on manual tracking with two or more cameras. In this paper we propose a protocol to acquire three-dimensional hand kinematics when swimming in a specific pool with a motion analysis system behind windows. Results highlight the benefits of using such a system in terms of accuracy and feasibility: the time allowed for post-processing is ten times lower and the quantified improved accuracy is better than with manual tracking. 相似文献

AbstractAnticipatory postural adjustments (APAs), i.e. preparatory positioning of the head, the trunk and the foot, are essential to initiate cutting manoeuvres during football games. The aim of the present study was to determine how APA strategies during cutting manoeuvres are influenced by a reduction of the time available to prepare the movement.Thirteen football players performed different cutting tasks, with directions of cutting either known prior to the task or indicated by a light signal occurring 850, 600 or 500 ms before ground contact.With less time available to prepare the cutting manoeuvre, the head was less orientated towards the cutting direction (P = 0.033) and the trunk was even more rotated in the opposite direction (P = 0.002), while the foot placement was not significantly influenced. Moreover, the induced higher lateral trunk flexion correlated with the increased knee abduction moment (r = 0.41; P = 0.009).Increasing lateral trunk flexion is the main strategy used to successfully perform a cutting manoeuvre when less time is available to prepare the movement. However, higher lateral trunk flexion was associated with an increased knee abduction moment and therefore an increased knee injury risk. Reducing lateral trunk flexion during cutting manoeuvres should be part of training programs seeking the optimisation of APAs. 相似文献
