Congressional oversight of security classification policy

Security classification policy is generally established by the President through an executive order. Although Congress has no formally established oversight role on security classification issues, there has been fairly regular and systematic congressional oversight of security classification policy. However, the nature of the classification process makes it very difficult for Congress to monitor the way in which classification policy is applied in practice.     

A case study of scientific reasoning

Concern is increasingly being expressed about the teaching of higher order thinking skills in schools and the levels of understanding of scientific concepts by students. Metaphors for the improvement of science education have included science as exploration and science as process skills for experimentation. As a result of a series of studies on how children relate evidence to their theories or beliefs, Kuhn (1993a) has suggested that changing the metaphor to science as argument may be a fruitful way to increase the development of higher order thinking skills and understanding in science instruction. This report is of a case study into the coordination of evidence and theories by a grade 7 primary school student. This student was not able to coordinate these elements in a way that would enable her to rationally consider evidence in relation to her theories. It appeared that the thinking skills associated with science as argument were similar for her in different domains of knowledge and context. A Theoretical Model for Preparing Incarcerated Youth for Careers in an Increasingly Technological World: Computational Logic as a Vehicle for Improving Human Decision-making Skills

Most youth in juvenile delinquent systems end up incarcerated due in part to poor decision-making skills. This study describes a theoretical framework undergirding the relationships across delinquency, learning climate, decision-making, and computational logic. This framework will inform a team of educators, criminologists, and psychologists, and their peers in computer science and mathematics, instructional software design, and content experts as they build and test an innovative instructional model for youth in secure care settings. The goal of the system is to improve human decision-making skills, while preparing youth for further education potentially leading to careers in STEM fields.     

Balancing act: Government roles in an energy conservation network

Government-led interorganizational alliance networks present a sensible opportunity to overcome many societal challenges through collaborative governance. In particular, few researchers have studied alliance networks in the field of energy conservation in commercial buildings—a sector with unique barriers to greater diffusion of innovative cost-saving strategies. We applied an analytic inductive case-based method and social network analysis to study one particular alliance network: the United States Commercial Building Energy Alliances representing interests from retail, commercial real estate, and healthcare sectors. This alliance network was initiated by the United States Department of Energy, with assistance from several federally funded research laboratories in the United States, to promote the diffusion of knowledge and ultimately encourage greater deployment of energy efficiency and clean energy strategies in commercial buildings. We draw upon interview data from 28 cases of private, non-profit, and governmental organizations and complete network data from the alliance participants. We honed in on eight focal cases of governmental organizations to provide insight on how the four forms of energy and environmental data, information, and knowledge shared within an alliance network address the challenge of a vastly underutilized energy resource, namely conservation. Further, we identify and discuss the public's four roles—Commissioner, Interpreter, Marketer, and User—in providing balance to the diffusion of both private and public goods in a network.     

What is a real story? Investigating the perceptions of Key Stage One children

This small‐scale piece of research stemmed from a larger study on oral storytelling and the responses of children to stories told and read to them. In the larger study several children expressed preferences for stories from picture books, as told stories were not real stories. This concept of real stories and what constitutes a real story in the eyes of an infant child, aged between five and seven years, is what led to the basis of the research. One hundred and thirty‐five children between the ages of five and seven years old were involved in the research. The investigation was conducted in three different schools in South Wales, UK. It was hoped that the research would give some insights into the literacy habits of children today. The children were asked some basic questions about home practices relating to storytelling and story‐reading and about preferences in relation to oral stories and picture books. Finally they were asked if they thought oral tales were real stories. This essay gives an overview of some of the literacy practices of the children and deliberates on their comments as they wrestle with the concept of a real story.
