追求教育公平是基础教育发展的政策目标之一,财政政策是教育公平发展的核心政策。美国教育财政政策调整与变革中投射出理念与实践的创新,其早期教育财政诉讼强调平等,要么提高贫穷地区的教育经费,要么降低富裕地区的教育经费,或者二者兼施,随后诉讼逐步出现从公平到充足的转向,实践中,主要采用统计分析、经验观察、专业评估等模式,制定教育充足财政政策。充足财政政策是由教育结果引导的政策,基于教育标准对政策效果进行评价,同时也是教育公平发展新形势下的财政政策创新。     

Attention Demands of Precision Pistol-Shooting as a Function of Skill Level

This study provided initial validity evidence for multidimensional measures of coaching competency derived from the Coaching Competency Scale (CCS). Data were collected from intercollegiate men's (n = 8) and women's (n = 13) soccer and women's ice hockey teams (n = 11). The total number of athletes was 585. Within teams, a multidimensional internal model was retained in which motivation, game strategy, technique, and character building comprised the dimensions of coaching competency. Some redundancy among the dimensions was observed. Internal reliabilities ranged from very good to excellent. Practical recommendations for the CCS are given in the Discussion section.

Qatar's Hidden Women: Symbolic Annihilation and Documentary Media Practice

This article explores how documentary film practice and visual storytelling can be used to help portray Qatari women's narratives, even though many are prohibited by cultural norms from appearing in visual media. We investigate which communication and media practices can provide a work-around, ensuring that women's stories and testimonies are documented. We also explore whether Qatar's social and cultural restrictions result in a form of “symbolic annihilation” for Qatari women, as articulated by Gaye Tuchman, and how this impacts Qatari women's position and visibility in local society.     

A Review of: “Student Success in College: Creating Conditions that Matter”

Scholarship matters. It allows faculty to fulfill the responsibilities of their three academic citizenships--in their institutions, in their disciplines, and in higher education in general. Current standards for community college faculty scholarship, however, have excluded faculty from exercising academic citizenship outside of their institutions. The sector claim to a unique teaching mission has been used to exempt or exclude community college faculty from the scholarly obligations and responsibilities understood elsewhere in higher education. The absence of generally accepted norms for scholarly production and validation at most community colleges continues to set them apart from other institutions, including those also serving non-traditional open admissions students. By discouraging externally validated scholarship, community colleges deny their faculty an appropriate voice in higher education and deny the rest of higher education the important voice of community college faculty. By encouraging scholarship that meets the tests of external scrutiny, community colleges can provide their faculty with legitimate higher education citizenship beyond the institution.
