Abstract

The aim of this study was to understand the role that agricultural consultants in New Zealand were undertaking in the Research, Development and Extension (RD&E) system—and in particular in relation to environmental extension. New Zealand does not have a public extension service and hence there is a strong reliance on consultants and regional councils for environmental management information and advice. As they are independent of the formal RD&E system there is no guarantee that RD&E outcomes are reaching farmers, nor that effective environmental extension is occurring. The study used a combination of case studies, phone interviews with informed persons and a national web survey to explore the role of the consultant. The study found that agricultural consultants are playing an important role in working with farmers to improve agricultural production. There are, however, indications that gaps have developed over time between agricultural consultants and the agricultural research sector which limit the effectiveness of the RD&E system. Agricultural consultants are playing a minimal role in proactive environmental extension because insufficient market forces are driving this role. The paper suggests that a national database of agricultural consultants could improve the flow of tailored information between research and agricultural consultants and also suggests mechanisms where consultants could be better integrated into the RD&E system and provide feedback to research programs. Market failure in the area of environmental extension could be addressed by publicly funded incentive programs.  相似文献

This study considers fitness-tracking applications as settings for communicative performances. Qualitative interviews and observations with 41 users of a cycling-focused fitness application revealed communicative themes of qualifying, social sharing, and withholding. Users also assessed other members through social-group comparing and upward comparing. This study develops theory by revealing how individuals use the technology to communicate about their physical acts, and how the context of use facilitates organizing processes. We argue that use of this fitness application extends our understanding of how communication can constitute a community of practice (CoP; Brown & Duguid, 1991; Lave & Wenger, 1991). Primarily, the hybrid online/offline nature of Strava complicates the traditional understanding of communication and CoPs.  相似文献

Governmental health policy officials increasingly seek to promote public participation in expert and technical decisions regarding health regulation. The issues of what r?le the public plays in regulatory processes, and how health policy officials orient to public opinion, matter especially in the US context, where public commentary is a requisite component of federal rule-making. This paper examines written commentary as one specific, institutionalized form of public participation. To understand the relationship between scientific evidence and public commentary in public health regulation, we examine a US Food and Drug Administration (FDA) regulation, proposed in 1995, to restrict the promotion and sale of tobacco products to minors. We use recent work on collective action frames to analyse how the FDA framed the proposed regulation as a rational, science-based policy; the discursive practices employed in the public commentary either to embrace or to contest the FDA's framing; and how the agency presented the final version of its rule as responsive to that public commentary. Our content analyses reveal a significant disparity between the FDA's emphasis on scientific evidence and the commentators' emphases on political and ideological frames, which we analyse in terms of counter-framing. An orientation to the dynamics of framing and counter-framing contributes to an understanding of the relationship between scientific evidence and public commentary in the formulation of controversial health policy regulations.  相似文献

ABSTRACT

This study examines the influence of foreign aid and local ownership in the introduction of inclusive education in Kiribati. The data reported in this paper were collected through interviews with key local stakeholders and these data are part of a larger study. Data were analysed under the major theme of ownership, and were grouped into the four sub-themes of: local responses to inclusive education initiatives; support for inclusive education principles; local attitudes regarding the contribution of Australian Aid; and, sustainability with or without aid support. The results indicate that a positive commitment towards inclusive education is emerging and that Australian Aid provided essential advocacy for children with disabilities in Kiribati through direct management of initiatives by the expatriate administered Kiribati Education Facility. Inclusive education initiatives remain dependent on Australian Aid for direction and sustainability. Sustainability of inclusive education initiatives in Kiribati will depend on continued development of local ownership including community support and commitment by the Government of Kiribati, particularly budgetary support.  相似文献

Cognitive scientists have suggested that individual differences are relatively unimportant in predicting who will become an expert in any particular domain. This stance is at variance with the admissions screening practices of graduate programs in professional psychology as well as with counseling psychology's individual differences tradition. The purpose of this article was to consider some of the issues involved on both sides of this apparent contradiction, with particular emphasis on expertise in professional psychology. I first examine some of the possible operational definitions of expertise in this domain. I then consider salient literature and conclude that there almost certainly are threshold levels of intellectual and interpersonal skills that trainees in professional psychology should have. Beyond these levels, though, it may be that motivation and persistence are the most important variables in predicting the eventual attainment of expertise in professional psychology.  相似文献

Learning physics is a complex phenomenon. In this article, we use concepts from the theory of nonlinear systems to study the development of language in classroom science in an experimental unit on chaos theory in a German 10th‐grade physics classroom. In ongoing activity, the explanations students developed for phenomena emerged through interactive stabilization and material constraints on the interpretive flexibility of material (artifacts) and discursive representations (talk). Interpretive flexibility both enables novel understandings and differences between private and common public use of these representations. © 2003 Wiley Periodicals, Inc.
