On the problem of determining a citation index of publications by Kazakh scientists

This paper discusses the evaluation of scientific activity with the help of some scientometric indices, in particular, a citation index. The information massif of the bibliographic database of citations to domestic publications of Kazakh authors is statistically described.     

Key issues of the development of the information infrastructure and information support of innovation activities

We consider some issues of the development of the national information infrastructure in the field of innovation, including a national system of accounting for the results of scientific and technical activities (RSTA) and a national new-generation research computer network (NNGRCN). The current state of the national system of scientific and technical information and its resources for information support of innovation processes are analyzed. In the context of further development of the Commonwealth of Independent States (CIS), we propose a Conception of scientific and technical support for programs and projects of NIS member-states in the field of innovation, making it possible to incorporate the existing innovation-oriented information resources into a joint distributed integrated information system as well as to create new information resources and technologies.     

学位论文资源的跨系统共享与集成服务的推进

学位论文资源作为一种重要的知识资源,其有效开发和利用不仅关系到我国学位教育的发展,而且关系到论文知识创新成果的社会利用。本文针对我国学位论文资源系统建设与分散服务的局限性,以需求为导向,在数字化环境下分析了基于资源共享的跨系统协调问题,构建了面向用户的学位论文跨系统共享模型,从管理、资源、服务和利用层面,提出了相应的组织思路与实现原则。     

排队理论在电子文献服务系统中的应用

将排队论的方法应用到图书馆电子文献服务系统,建立相应于电子文献服务系统的多服务窗损失制的M/M/n/n排队模型。按照模型,采集某高校图书馆文献服务系统中的实际数据,进行初步的参数计算和验证分析。     

对开架图书剔旧工作的思考

开架图书剔旧标准制定的不合理与按年代划分进行开架图书剔旧移库工作,影响了开架馆藏的布局,制约了读者的借阅需求,加重了架位调整的工作量,使图书馆读者服务工作的水平和质量受到影响。浙江图书馆从分析出版热点、流通借阅量、读者层次和意见出发,在工作实践中摸索出一些有针对性的措施：闭架借阅和开架借阅必须紧密协调;文献采购调研工作必须做在前面;加强文献资源的共享等,值得借鉴。

OPAC是图书馆揭示馆藏的重要途径,是读者从图书馆获取信息的最基本、最直接的手段,因此,能否使用一个良好的OPAC系统关系到图书馆的服务效果。从OPAC与读秀知识库两者之间的相同与不同之处进行分析,并结合网络环境下读者对OPAC的要求,应从如下方面改进OPAC的功能：丰富书目信息;增加书目链接,整合多种信息资源,提供一站式服务;为读者提供图书交流平台;结合OPAC与读秀知识库的优点为读者服务。
