Abstract   ICT skills are critical to the success of enhancing national development in a globalised era (see World Bank 2006). Rudimentary intermediate-level ICT skills necessary to function optimally in basic computer-related environments are crucial to national competitiveness in a developing context. The supply of these skills provided predominantly by private, non-state institutions in most developing contexts is considerably under-researched (see Atchoarena and Esquieu 2002). This paper provides a rationale for the suitability of private sector intermediate-level ICT provisioning, exploring peculiarities of provisioning in the South African context. The features associated with the varied provider types and the response to the multiplicity of learner and client groups serve as crucial features of suitability. It posits the view that the capacity of the sector to respond effectively to skill needs provides the basis for national development in the South African context. The culpability of the sector in responding effectively to rapid technological developments provides the basis for its suitability to private provision forms. Lessons from this work and its impacts on national regulation of private ICT provision will provide important insights for other developing contexts.

This study was designed to investigate whether Arabic orthography differs from the Latin orthography of English texts regarding context effects among poor and normal readers. Usually, Arabic texts are presented without vowels for normal readers, and with vowels for younger and beginning readers. The Arabic vowels are mostly not alphabetic letters, but strokes above and/or below the letters. The subjects were 60 native Arab eighth graders, 20 poor readers and 40 normal readers of Arabic. Subjects were required to read vowelled and unvowelled words with and without context in Arabic. The results showed that normal as well as poor readers significantly improved their reading accuracy when they read vowelled and unvowelled words in context. Further, normal readers significantly improved their reading of vowelled and unvowelled words in context more than did the poor readers. The findings of this study illustrated the significance of cross-cultural linguistic considerations for the development of comprehensive reading theory.  相似文献

This study investigated word identification inArabic and basic cognitive processes inreading-disabled (RD) and normal readers of thesame chronological age, and in younger normalreaders at the same reading level. The studyfocused on the word identification processes ofphonological decoding and orthographicprocessing and the cognitive processes ofsyntactic and morphological awareness, workingmemory, and visual processing. RD children werecompared with normal readers on a battery oftests developed in Arabic on the basis of thoseavailable in English and Hebrew. The presentresults revealed deficiencies among the RD childrenin phonological decoding, in contrast torelative strengths in orthographic processing. These data were consistent with English-languagefindings. The analysis of basiccognitive processes indicated significantdeficiencies in morphology, working memory, andsyntactic and visual processing, with the mostsevere deficiencies observed for phonologicalawareness. The results are discussed in lightof international RD findings and the nature ofArabic orthography.  相似文献

This study aimed to develop, validate, and trial a rubric for evaluating the cloud-based learning designs (CBLD) that were developed by teachers using virtual learning environments. The rubric was developed using the technological pedagogical content knowledge (TPACK) framework, with rubric development including content and expert validation of its items and levels. The rubric was revised based on various types of input including content validity and expert review. After many iterations of rubric implementation using two raters, the final version of the rubric was found to be reliable with high and substantial inter-rater reliability. This study provides a methodological contribution by developing and validating a rubric for teachers' cloud-based learning designs. It also provides a useful tool for evaluating the quality of teachers' CBLD, and assessing training needs.  相似文献

OBJECTIVES: This cross-sectional survey was conducted to evaluate the awareness and actual professional experience of pediatricians in Kuwait regarding child maltreatment, a topic rarely explored in this part of the world. METHODS: Data were obtained from all pediatricians in public hospitals with pediatric emergency services using a structured detailed self-completed questionnaire. RESULTS: The experience of child neglect was more common than that of child abuse in the clinical practice of surveyed pediatricians. Fifty percent of 117 pediatricians (69% of all eligible) reported having encountered at least 1 case of abuse and up to 3 cases of neglect in the past year. Women and younger doctors more commonly recognized hypothetical situations as maltreatment, and believed child abuse and neglect as being common or very common in Kuwait. Other demographic or professional variables did not affect recognition of maltreatment. Participants would most likely alert social workers about suspected maltreatment cases. More than 80% did not know whether there is a legal obligation to report or which legal authorities should receive reports of suspected cases. DISCUSSION AND CONCLUSIONS: National ethical guidelines regarding reporting suspected cases of maltreatment must be established. Laws protecting maltreated children and reporting physicians must be immediately enacted. Additional training is required to help pediatricians, especially expatriates from other cultures, to diagnose with certainty cases of child maltreatment in their practice in Kuwait.  相似文献

This paper discusses a mini‐experiment; an exercise was devised to investigate the effects of repeated articulation on the acquisition of syntax. The main participants of the experiment are two Hebrew‐speaking students, one formally assessed as having reading disabilities, one female age 14 (Q) and one dyslexic male age 16 (W). Q has been learning English at school for 4 years; she is in eighth grade. She is in the group for weak learners of English and does not show signs of a reading disability. She has taken private tuition once a week for approximately 5 months. She had not previously studied the target structure in the experiment. The results are discussed in light of the literature review findings, and some applied implications and conclusions were drawn for learning disabilities (LD) teaching.  相似文献

High quality summary is the target and challenge for any automatic text summarization. In this paper, we introduce a different hybrid model for automatic text summarization problem. We exploit strengths of different techniques in building our model: we use diversity-based method to filter similar sentences and select the most diverse ones, differentiate between the more important and less important features using the swarm-based method and use fuzzy logic to make the risks, uncertainty, ambiguity and imprecise values of the text features weights flexibly tolerated. The diversity-based method focuses to reduce redundancy problems and the other two techniques concentrate on the scoring mechanism of the sentences. We presented the proposed model in two forms. In the first form of the model, diversity measures dominate the behavior of the model. In the second form, the diversity constraint is no longer imposed on the model behavior. That means the diversity-based method works same as fuzzy swarm-based method. The results showed that the proposed model in the second form performs better than the first form, the swarm model, the fuzzy swarm method and the benchmark methods. Over results show that combination of diversity measures, swarm techniques and fuzzy logic can generate good summary containing the most important parts in the document.  相似文献

This study examines the issue as to whether U.S. educational institutions need a significant change in their policy to deal with the increasing number of foreign students on U.S. campuses. Projections for the 1980s are made using Box-Jenkins and other forecasting techniques. Factors that led to the rapid growth of foreign students in the past are reviewed. The likelihood of their continuation is examined. In the light of these factors, policy implications of the projections are discussed.  相似文献

This study focused on the requirements that chemical representations should meet in textbooks in order to enhance conceptual understanding. Specifically, the purpose of this study was to evaluate the chemical representations that are present in 7 secondary Lebanese chemistry textbooks. To achieve the latter purpose, an instrument adapted from Gkitzia, Salta, and Tzougraki (Chemistry Education Research and Practice, 12, 5–14, 2011) was used. This instrument depends on 5 basic criteria: (a) type or level, (b) surface features, (c) relatedness to text, (d) existence and properties of a caption, and (e) degree of correspondence between representations comprising a multiple representation. The results of the study revealed that the chemical representations used in the selected textbooks are focused on the macro level with either implicit or ambiguous labels. Moreover, the selected textbooks use very few multiple, hybrid, or mixed representations. In addition, most chemical representations are accompanied by problematic or no captions. Recommendations for textbook writers and future research are discussed in light of these findings.  相似文献
