This contribution revisits the problem of allocating R&D subsidies by government agencies. Typically, the applicants’ financial constraints are private information. The literature has recommended the use of auctions in order to reduce information rents and thus improve the efficiency of how scarce public funds are allocated. We propose a new open clock auction for this procurement problem. This auction is strategically simple, as it exhibits truthtelling in dominant strategies and satisfies ex-post rationality, while observing the budget constraint. We test the auction in Monte-Carlo simulation and discuss its applicability and limitations. Moreover, we highlight connections to recent advances in computer science. 相似文献

Sample size can be chosen to achieve a specified width in a confidence interval. The probability of obtaining a narrow width given that the confidence interval includes the population parameter is defined as the power of the confidence interval, a concept unfamiliar to many practitioners. This article shows how to utilize the Statistical Analysis System (SAS) proc power procedure to determine an appropriate sample size and achieve sufficient power for a specified confidence interval. Two examples in sport and exercise science are used to illustrate sample size determination for confidence intervals in the dependent and independent t tests. The relevant SAS code and output are provided with detailed annotations. As the use of confidence intervals becomes a more integral part of studies in sport and exercise science, the reporting and analysis of their power should be considered much like that of hypothesis tests. 相似文献

The purpose of this study was to assess the power output of field-based downhill mountain biking. Seventeen trained male downhill cyclists (age 27.1 +/- 5.1 years) competing nationally performed two timed runs of a measured downhill course. An SRM powermeter was used to simultaneously record power, cadence, and speed. Values were sampled at 1-s intervals. Heart rates were recorded at 5-s intervals using a Polar S710 heart rate monitor. Peak and mean power output were 834 +/- 129 W and 75 +/- 26 W respectively. Mean power accounted for only 9% of peak values. Paradoxically, mean heart rate was 168 +/- 9 beats x min(-1) (89% of age-predicted maximum heart rate). Mean cadence (27 +/- 5 rev x min(-1)) was significantly related to speed (r = 0.51; P < 0.01). Analysis revealed an average of 38 pedal actions per run, with average pedalling periods of 5 s. Power and cadence were not significantly related to run time or any other variable. Our results support the intermittent nature of downhill mountain biking. The poor relationships between power and run time and between cadence and run time suggest they are not essential pre-requisites to downhill mountain biking performance and indicate the importance of riding dynamics to overall performance. 相似文献

The development and evaluation of science students’ metacognition, learning processes and self‐efficacy are important for improving science education. This paper reports on the development of an empirical self‐report instrument for providing a measure of students’ metacognition, self‐efficacy and constructivist science learning processes. A review of the range of literature related to metacognition, self‐regulation and constructivist learning processes resulted in the development of an initial bilingual (English and traditional Chinese) instrument composed of 72 items. This instrument was completed by 465 Hong Kong high school students. The data collected were subjected to exploratory factor analysis and Rasch analysis. The subsequent refinement process resulted in a final version of the Self‐Efficacy and Metacognition Learning Inventory—Science (SEMLI‐S) consisting of 30 items that can be used for either analysing and focusing on any or all of its dimensions or for assigning scores to individuals that enable comparison between them in relation to their metacognitive science learning orientations. 相似文献

In January 2004 President Bush authorized the DC School Choice Incentive Act, an initiative funded at $14 million that created a scholarship program providing 1,700 low-income Washington, DC, children the opportunity to attend participating K–12 nonpublic schools in the district. In addition to offering opportunities to participating children, the DC Opportunity Scholarship Program opens a door for examining the implications when more families are given the opportunity to select private schools for their children. This article reviews the results of a qualitative assessment aimed at understanding how families experienced their first year in the program. Referencing direct quotes from families that took part in focus groups, we address the following areas of participants' experience: reaction to the choice opportunity, motivation for participation, what was valued in schools, how information was received, selection of final school, reaction to new school environment, parent responses to new challenges, student–school responses to new challenges, financial policies, and overall satisfaction. Each section contains family responses juxtaposed with popular literature on school choice. This report is the first in a series that will monitor the experiences of families during the first 5 years of this program. 相似文献

ABSTRACTInterdisciplinary sustainability programs are emerging globally, but little is known about the learning in these educational contexts. This qualitative case study examined undergraduates' experience in a Sustainability Semester, using the agency/structure dialectic as a theoretical lens. Before the semester, students' models of change for sustainability focused on individual actions. After two years, students' models identified systemic and structural barriers that constrained and enabled their agency as individuals. The discussion examines the “ripple effect” model of change that emerged in early interviews and considers how educators might use the agency/structure dialectic to help undergraduates move beyond individualistic models of social change. 相似文献

The present paper studies the determinants of regional innovation in Europe through a knowledge production function approach that combines factorial analysis and regression. Our dependent variable are the patents while we used initially 21 explanatory variables that were converted—by a factor analysis—into five non-observable “hypothetical” variables reflecting five important aspects of the innovation systems: the National environment, the Regional environment, Innovating firms, Universities and the R&D done by Public Administration. Our results show that all factors have a statistically significant effect on the production of knowledge (patents), although they present very different impacts. 相似文献
