The Merging of the PCFC and the UFC: Probable,Desirable or Inevitable?

Post-war growth of higher education has attracted the interest of national governments. They are properly concerned with higher education's contribution to economic success and equity, and the efficient and effective use of public funds. They can intervene by means of legislation (which is unwieldy), exhortation (which is ineffective), or funding incentives. Funding councils must operate within a social and political context which determines the balance between planning and the market, central and local direction, public and private funding. They have only four strategies to choose from: deficiency-, formula-, contract-, and core-funding. The first was nearly fatal; the last is the preferred option for the future.
There are two issues: the merging of the two funding councils (PCFC and UFC), and the ending of the binary system. The first could produce a welcome single guiding intelligence for UK higher education, and economies of scale. The second raises the question of the funding of fundamental research. The merging of PCFC and UFC and the reorganisation of research-funding is a two-headed nettle. It must be grasped soon.     

Exporting the American (information) revolution: the international impact of the National Library of Medicine

The National Library of Medicine has had an enormous impact on health information services all over the world. Although NLM is primarily a national institution, it has become an important international resource by responding to requests from the international community. NLM has been influential in three major ways. First, NLM has provided a model for other national and regional health information services. Second, it has been a catalyst, in that MEDLARS and other services it provides formed the nucleus of many regional networks. NLM helped such networks get started by giving advice on how to set up services and build collections and by "training the trainers" on the MEDLARS system. Third, NLM has supported national and regional operations by providing the additional training and materials needed for day-to-day service.     

Measures of excellence: the search for the gold standard.

Questions concerning some of the values we hold as librarians and the goals, standards, and other evaluation tools we derive from them are discussed in the context of the history of our profession and the present period of rapid change. The concepts of stable and changing paradigms and of "scientific communities" provide the foundation for consideration of how a changing conceptual framework can affect values and their application in the evaluation process. One of many possible scenarios for the future is briefly outlined to demonstrate how some traditional values may fare.     

Review of criteria used to measure library effectiveness

This article reports the results of a survey of literature on measures of library effectiveness. This survey led to the formulation of six criterion concepts (accessibility, cost, user satisfaction, response time, cost/benefit ratio, and use). The advantages and disadvantages of each method of measurement are discussed. Several points which became clear during the analysis are discussed. First, there is a relative lack of concern with the rationale behind the evaluation process, although the results invariably lead to a confused interpretation when there is no clear understanding of the purpose of an evaluation. Second, the total library system is rarely considered; instead, each evaluation criterion is taken in isolation rather than as part of the whole. Third, the library's preservation function has not been considered at all.
