Abstract

Discussions charting the changing role of local government in education have often focused extensively on ‘concrete’ policy changes over time, but have provided less detail on the contribution to changing power relations of less tangible shifts. Drawing on Foucauldian notions of discourse and governmentality, in this paper, detailed rationalities of local third-sector and other ‘arm’s length’ actors in English education are explored, with a focus on their relationship to local authority (LA) school admissions teams. The paper aims to provide deeper understanding of tactical struggles for authority which happen within competitive local sociopolitical spaces. Data is utilised from a study of ‘Choice Advice’ (CA) in 10 LAs, within a background context where arm’s length agents deployed to deliver CA have been co-opted into central government marketisation regimes, but local state planning of schooling is arguably more equitable for vulnerable families than are logics advancing a marketisation of education. The research reveals: (1) discourses valourising ‘independence’ and ‘distance’ from local state ‘agendas’; (2) discourses separating the interests of ‘parents’ and ‘schools’, with LAs positioned as representing the latter; (3) dehumanising representations of LA officers as ‘faceless’, obstructive and requiring regulation from ‘critical friends’.  相似文献

This study represents a longitudinal follow-up to a prior investigation that identified five profiles of emergent literacy skills among children in the fall of their prekindergarten year. Here, we examined: (a) how profile patterns changed from fall to spring, (b) the extent to which children remained stable in their profile membership, and (c) possible factors that may explain children's movement in profile membership from fall to spring. Participants were 484 children enrolled in needs-based programs. Eight measures of emergent literacy, across oral language and code-related domains, were administered in both the fall and the spring of the prekindergarten year. Latent profile analysis was used to classify children into fall and spring profiles (N = 484, 369, respectively). Although there were fewer profiles identified in the spring, children's membership within the profiles was characterized by a degree of stability, especially in the extremes of performance. Among children who shifted membership from fall to spring (35%), movement to a more desirable profile was primarily associated with children's emergent literacy skills, particularly oral language, at the beginning of the prekindergarten year.  相似文献

In outlining its programme of target-setting for post-16 provision in 1997, the DfEE sought to promote the monitoring of academic progress in order to raise achievement both at institutional level and also at the individual student level. This article, based on research conducted in schools and colleges in North and West Yorkshire, focuses on the latter and examines senior staff perceptions of current monitoring systems and operational procedures. The article gives an overview of the main systems used and how these are adapted to suit the circumstances of a particular institution. The authors suggest that in general the implementation of target-setting has been viewed positively, largely due to the current flexibility for senior staff to adapt whatever system best suits their needs. It recommends that this should be seen as a strength of the current situation and that the introduction of more uniform systems should be avoided if it is at the expense of meaningful procedures adapted to local requirements.  相似文献

As in many countries, such as Germany, Turkey, the United States and Japan the history/culture wars of the past two decades have increased public interest in what is taught in schools. This has resulted in rigorous debates in the general community, encouraged and sustained through regular media coverage. Partly as a response to this, History has been designated as a separate subject in the first wave of planning and implementation of the Australian National Curriculum. Two of the reasons for this include first, to recognise the importance of teaching historical skills as a distinct subject; and second there is an ongoing bipartisan political interest in privileging history disciplinary knowledge and content to ensure that national history narratives are taught to students. To contribute meaningfully towards the development and implementation of a National Curriculum, it is important to understand past curriculum constructions, so that the disciplinary knowledge and content of history remains independent, and not subsumed within current (or future) political trends. Based on examples of national history from the Queensland Social Studies syllabus and government endorsed sourcebooks in the lead-up to the 1988 Bicentennial of British colonisation of the Australian continent, this article examines the influence and role of multiculturalism in History teaching in primary schools. Particular attention is paid to Indigenous representations and British heritages, as an example of two groups that have often been represented as binaries to each other throughout Australian history. An analysis of the curriculum materials illuminates the differences between multiculturalism and history—highlighting how the two are merged at the expense of accurate historical knowledge and concepts, particularly in the area of national history. This study will demonstrate that as a result of the infiltration of multiculturalism into history content within the Social Studies curriculum, historical knowledge becomes silenced in the school curriculum – resulting in vague and sometimes historically inaccurate information being presented to students; and the privileging of certain types of multiculturalism.  相似文献

Stage-matched interventions can only be more effective than “one-size-fits-all” interventions if they target participants' specific needs. Therefore, individuals must be allocated to a stage that truly reflects their mindsets. Various criteria for stage allocation exist. This study's objective was to demonstrate the impact of different classification criteria on stage allocation, and which criterion yields the best reflection of individuals' mindsets. The sample consists of 569 internet users. Physical activity, intention to change, and four stages of change (Non-Intender, Intender, Maintaining Actor, and Changing Actor) were assessed. Staging was based on two criteria: individual criteria and externally imposed criteria (30 min of physical activity on at least 4 days of the week). Hypotheses were tested by multivariate analyses and validity tests. As predicted, the different criteria affected stage allocation, and staging based on the individual criterion seemed to reflect individuals' intention to change and behavior better than staging based on the external standard.  相似文献

Various authors have highlighted the potential contribution of the internet to enhance the interactivity, transparency, and openness of public sector entities and to promote new forms of accountability. The search for new styles of governance which promote higher levels of transparency and the engagement of citizens is viewed as a way of improving citizens' trust in governments. As the social media are becoming ubiquitous, both academics and practitioners need some initial and reliable background data about the deployment of this kind of technology at all levels. The aim of this work is to provide an overall view about the use of Web 2.0 and social media tools in EU local governments in order to determine whether local governments are using these technologies to increase transparency and e-participation, opening a real corporate dialog. In addition, the paper tries to identify which factors promote the level of development of these tools at local level. Our results show that most local governments are using Web 2.0 and social media tools to enhance transparency but, in general, the concept of corporate dialog and the use of Web 2.0 to promote e-participation are still in their infancy at the local level.  相似文献

According to the dominant historiographical narrative, the social reconstructionists were a homogeneous group with a shared social, political, economic, and educational agenda. However, the pages of the journal The Social Frontier are replete with evidence that they were not in agreement on significant issues, especially when it came to the proper role of teachers in reform efforts. In fact, a close look reveals that the social reconstructionists presented multiple, overlapping, and often conflicting theories and strategies to advance the reconstruction of society, while explicating different roles for teachers therein. When teachers are placed at the center of the investigation, their factionalism, which has been discussed previously by C.A. Bowers and James Giarelli in their studies of the journal, is conspicuously apparent. Analysis of the different conceptions of teachers presented in The Social Frontier (subsequently titled Frontiers of Democracy) reveals that collectively, the social reconstructionists engaged in “more than one struggle”; and individually, they held views that were influenced by personal priorities and responses to the Depression, the spread of Communism and Fascism, the start of war in Europe and Asia, and, eventually, the involvement of the United States in World War II.  相似文献

Recent research has challenged traditional assumptions that scientific practice and knowledge are essentially individual accomplishments, highlighting instead the social nature of scientific practices, and the co‐construction of scientific knowledge. Similarly, new research paradigms for studying learning go beyond focusing on what is “in the head” of individual students, to study collective practices, distributed cognition, and emergent understandings of groups. These developments require new tools for assessing what it means to learn to “think like a scientist.” Toward this goal, the present case study analyzes the discourse of a 6th‐grade class discussing one student's explanation for seasonal variations in daylight hours. The analysis identifies discourse moves that map to disciplinary practices of the social construction of science knowledge, including (1) beginning an explanation by reviewing the community's shared assumptions; (2) referencing peers' work as warrants for an argument; and (3) building from isolated ideas, attributed to individuals, toward a coherent situation model, attributed to the community. The study then identifies discourse moves through which the proposed explanation was taken up and developed by the group, including (4) using multiple shared representations; (5) leveraging peers' language to clarify ideas; and (6) negotiating language and representations for new, shared explanations.
