Information literacy in South-East Europe: Formulating strategic initiatives,making reforms and introducing best practices

South-East Europe (SEE) is one of the geographic regions in the world which is lagging behind positive global Information Literacy (IL) developments. An informed, authoritative and enlightened understanding of the state of Information Literacy conceptual understanding and best practices across the region was recently provided by two important UNESCO co-sponsored workshops that addressed specific IL challenges in this part of Europe. The first meeting, the Workshop on Information Literacy Initiatives for Central and South-East European Countries, co-organized by UNESCO, with the support of the CEI (Central European Initiatives, an arm of the EU), took place in 2006 in Ljubljana, Slovenia. The second, also co-organized by UNESCO, was held in Ankara, Turkey, as a part of a series of eleven Training-the-Trainers in Information Literacy («TTT») workshops that covered all regions of the world. This paper will review and analyse some of the main policy agreements reached by the participants at these meetings, as well as best practices shared by the participants at the two workshops, and discuss remaining Information Literacy advocacy and promotional barriers. The authors will endeavour to identify region-specific barriers to IL in the SEE region and, based on the aforementioned Ankara and Ljubljana workshop outcomes, define focal points for future local and regional IL events, meetings and other initiatives that could and should be taken.

Taking Control of Their Lives? A comparison of the experiences of unemployed young adults (18-25) in England and the new Germany

This paper explores the experiences and actions of young adults who have had difficulties in entering and sustaining a place in the labour market. The research was carried out in selected localities undergoing economic transformation in England and the new Germany, as part of the project 'Taking Control' in the ESRC's Youth Citizenship and Social Change Programme. The 18-25 age group has been newly 'targeted' for interventions through programmes such as 'New Deal' and 'JUMP'. Through a combination of questionnaire survey and group interviews the research has explored how, in different ways, choice and uncertainty can be important dimensions in young adults' biographies in the current moment. Their experiences and actions are not exclusively determined by socialising and structural influences, but also involve elements of subjectivity, choice and agency. The article discusses findings on the lives and perspectives of 300 young people affected by unemployment. The sample is drawn from a wider questionnaire survey ( n = 900) and a series of group discussions in the three cities of Derby (England), Hannover (Western Germany) and Leipzig (Eastern Germany). The research builds on and extends the authors' previous comparative research into the education and training experiences of younger age groups in the two countries.

The Development of Consciousness Through the Supervision Process

The process of supervision can be regarded as an integrative process that enables the development of consciousness, since it helps counselors become aware of problems and search for ways of solving them. In this article the processes of supervision that lead towards growth and development of the professional and personal selves of an individual are examined. The process of supervision is related to several theoretical concepts that explain development in adulthood. Special emphasis is given to wisdom as a potential, natural stage of adult development, to the systemic or ‘construct aware’ stage of reasoning and to an attitude of self-questioning.     

Supporting learning with interactive multimedia through active integration of representations

When learners explore dynamic and interactive visualisations they are often not able to interact with them in a systematic and goal-oriented way. Frequently, even supporting learners in processes of discovery learning does not lead to better learning outcomes. This can be due to missing pre-requisite knowledge such as the coherent mental integration of the pictorial and symbolic sources of information. In order to support learners in this process, we encouraged them to interactively and externally relate different static sources of information to each other before exploring dynamic and interactive visualisations. We evaluated the benefit of this instructional support in two experimental studies concerning the domains of statistics and mechanics. It revealed that the active integration of static representations before processing dynamic visualisations resulted in better performance and can provide a basis for a more systematic and goal-oriented experimentation behaviour during simulation-based discovery learning.in final form: 16 November 2004     

Human Performance Technology: An Examination of Definitions through Dependent and Independent Variables

This definitional paper provides a chronological perspective of human performance technology (HPT) definitions and an evaluation of them in terms of independent and dependent variables. The intent is to compare the definitions with the goals that have been articulated for HPT over the years and to provide one source for past definitions as researchers move forward to continue their study of HPT. The search for definitions extended back to Gilbert in the late 1970s, who provided a foundation; the search revealed an evolution of definitions from the late 1970s to the present day, with the definition currently on the Website of the International Society for Performance Improvement (ISPI). The analysis depicts a brief chronology of the field, the breadth of HPT through the definitions, and how the definitions changed as the field matured (with the increased knowledge and applications of several theory disciplines).     

Diversity and inclusivity at university: a survey of the experiences of lesbian,gay, bisexual and trans (LGBT) students in the UK

The extent to which UK universities are ‘gay friendly’ has received some attention in the press. Whilst there are a number of published studies exploring campus climate for lesbian, gay, bisexual and trans (LGBT) students and/or staff, these are primarily localised studies undertaken in State Universities and Baccalaureate Colleges in the US. The present study is a nationwide UK study of campus climate, based on survey data collected from a sample of 291 LGBT students from 42 universities across the UK. The findings show that despite the increased implementation of an equality agenda (e.g. equal access; widening participation) in UK Higher Education, homophobia on campus is still a significant problem and therefore universities are not perceived nor experienced by LGBT students as ‘safe spaces’ in which to be open about sexual orientation/gender identity. The implications of the findings for university policy and practice in relation to LGBT (and indeed all) students is also explored.
