Decentralising the patent system

Modern patent systems are slow, inefficient, expensive, and may result in outcomes that actively harm technological progress. This paper proposes a substantive re-think of these systems and lays a foundation upon which practical solutions can be built. Many solutions proposed in the past, such as prior-art bounties, outsourced examination, and dynamic fee setting, have gone unheeded due to the cost of administering them and the rigidity of the patent system. We explore how distributed ledger technologies (DLTs) enable these major changes by altering the way stakeholders are able to interact with the patent records system. We find that transitioning to a DLT-based patent records system can enable many previously suggested improvements to current patent systems in a flexible, scalable, and transparent manner. The case for such a transition is strengthened when jointly considering the complex but common roots of problems facing modern patent systems, rather than a balkanised set of technical solutions to address each issue independently. Noting that a DLT-based system is not a panacea, we also provide comment on the political, legal, and organisational challenges that must be overcome for such changes to be implemented at scale.

Quality Audits as a Tool for Quality Improvement in Selected European Higher Education Libraries

From the beginning of the 1990s, different types of quality management and evaluation systems have become integrated into higher education institutes throughout Europe due to the creation of the European Higher Education Area (EHEA). This has meant that the university libraries have had to learn how to evaluate their services and improve their quality. Quality audits are one tool that can be used in quality management approaches to assess how well an organization is being managed. This paper describes and benchmarks the use of external and internal auditing in three European academic libraries, i.e. the Medical Library of the University Medical Center Hamburg-Eppendorf (Germany), the Universitat Autònoma de Barcelona Library (Spain) and the University of Eastern Finland Library (Finland). The results reveal the best practices of auditing in these institutions; and recommendations are provided for the further development of library auditing and ways to improve co-operation between libraries.     

The media construction of the sports’ elite from the European perspective: an analysis of the European Symposium of Sports 2010

Since the first Olympic Games, the figure of the athlete has roused enormous passion. One may wonder if nowadays the cultural mechanisms that produce them are analogous and perform the same functions as in the past. This article aims to answer these questions. For this purpose, we have relied on the analysis of the discourse from different actors in the 2010 European Symposium of Sports “Thinking Sports, Transforming Society: The EU in favor of citizenship for the XXI Century”. The results will provide relevant information about the responsibility of the mass media in the production of a sports spectacle, the role of the big brands and the exemplarity of the sports’ elite. In this manner, the need was conveyed of producing a different view of sports, so that in the contest between humanistic values and materialistic values, those who contribute to the welfare of the citizens could achieve glory.
