Social media use by government: From the routine to the critical   总被引:1,自引:0,他引:1  
Social media and online services with user-generated content (e.g., Twitter, Facebook, Flickr, YouTube) have made a staggering amount of information (and misinformation) available. Government officials seek to leverage these resources to improve services and communication with citizens. Significant potential exists to identify issues in real time, so emergency managers can monitor and respond to issues concerning public safety. Yet, the sheer volume of social data streams generates substantial noise that must be filtered in order to detect meaningful patterns and trends. Important events can then be identified as spikes in activity, while event meaning and consequences can be deciphered by tracking changes in content and public sentiment. This paper presents findings from a exploratory study we conducted between June and December 2010 with government officials in Arlington, VA (and the greater National Capitol Region around Washington, D.C.), with the broad goal of understanding social media use by government officials as well as community organizations, businesses, and the public at large. A key objective was also to understand social media use specifically for managing crisis situations from the routine (e.g., traffic, weather crises) to the critical (e.g., earthquakes, floods).  相似文献

For public libraries, as with most organizations, effective strategic planning is critical to longevity, facilitating cohesive and coordinated responses to ever present and ever changing political, economic, social, and technological (PEST) forces which shape and influence direction. Strategic planning is widely recognized as a challenging activity, however, which can be both time consuming and unproductive, and there exists limited guidance regarding how to evaluate documented and disseminated strategic plans, particularly within the not-for-profit sector. In response, this research proposes and tests an inspection-based approach to the evaluation of strategic plans, based upon a rubric specifying the key attributes of each of the core components of a plan, combined with an appropriate assessment scale. The rubric provides a method to identify and assess completeness of strategic plan, extending to qualitative assessment of communication aspects such as specification and terminology, and synergistic aspects such as cohesion and integration. In the most comprehensive study of its kind to date, the method is successfully trialed across the devolved Scottish public library sector, with the strategic plans of 28 of the 32 regional networks evaluated. Of the 28 plans, 17, or 61%, were found to be incomplete and/or to contain contradictory or uncoordinated components. It is recommended that Scottish public libraries improve not only completeness of plans, but also their precision, specificity, explicitness, coordination, and consistency, and overall mapping to library services. Recommendations are made for further widespread application of the rubric.  相似文献

This study exploits a unique policy environment and a large panel dataset to evaluate the impact of school crowding on student achievement in Wake County, NC. We also estimate the effects of two education policy initiatives that are often used to address crowding: multi-track year-round calendars and mobile classrooms. We estimate a multi-level fixed effects model to identify effects that are not confounded by other school, family, and individual characteristics. Results suggest that severely crowded schools have a negative impact on reading achievement but have no discernable impact on math achievement. Both mobile classrooms and year-round calendars are found to have a small negative impact on achievement in the absence of crowding, but a positive impact in crowded schools, though these policies are only able to partially offset the negative impact of crowding.  相似文献

Although girls disclose to friends about problems more than boys, little is known about processes underlying this sex difference. Four studies (Ns = 526, 567, 769, 154) tested whether middle childhood to mid-adolescent girls and boys (ranging from 8 to 17 years old) differ in how they expect that talking about problems would make them feel. Girls endorsed positive expectations (e.g., expecting to feel cared for, understood) more strongly than boys. Despite common perceptions, boys did not endorse negative expectations such as feeling embarrassed or worried about being made fun of more than girls. Instead, boys were more likely than girls to expect to feel "weird" and like they were wasting time. Sex differences in outcome expectations did help to account for girls' greater disclosure to friends.  相似文献

There is a substantial gap between those people in the United States who identify as being favorable toward organ donation (~90%) and those registered as donors (~30%). A growing body of evidence suggests Department of Motor Vehicles (DMV) offices are effective sites for facilitating higher organ donor registration rates on a national scale. The goal of the current study was to determine the utility and sustainability of a message immediacy approach, which draws from theoretical concepts such as priming and cues to action. Message immediacy requires individuals be: (a) exposed to a message that prompts an action, (b) in an environment where a prescribed action or behavior can be enacted, and (c) favorable toward the promoted behavior or action. Thirty-four Michigan counties, divided into three implementation groups, received campaigns in October (Group 1), November (Group 2), and December (Group 3) of 2009. Registration rates for three to six months after campaign implementation indicate that the on-site message prompts almost doubled registration rates in DMV offices. Additionally, preliminary cost-effectiveness evidence suggests message immediacy offers a relatively inexpensive campaign strategy.  相似文献

As attention to the recruitment function of campus employment screening interviews increases, the impact of recruiter communication on applicant decisions has come under scrutiny. Unfortunately, the extant research on applicants’ reactions to recruiters is inconclusive because of conceptual and methodological shortcomings. The present investigation addresses the problem by examining the extent to which applicants’ satisfaction with the communication that takes place during interviews predicts their intent to accept second interview offers, and by studying the influence of recruiter communication style on applicant satisfaction. Using the modified Interpersonal Communication Satisfaction Inventory and the Communicator Style Measure, data gathered from students and recruiters participating in interviews showed that communication satisfaction significantly predicts intent to accept second interview offers, and that recruiter communication style is a moderate predictor of applicant communication satisfaction. Implications for research and practice are explored in the concluding section of the paper.  相似文献

This paper describes the use of a Web-based Computer Algebra System (CAS) called LiveMath in a computer supported collaborative learning environment for Differential Calculus. The instructional design incorporated a Reform Calculus notion of Calculus and a constructivist philosophy of learning. Based on interviews with students, independent observations in the classroom, and observations by the teacher, this paper provides insight for students, instructional designers and classroom educators into the issues raised in this environment. The study was exploratory in nature, concerning itself with testing and revising both the materials and the setting in which they were used. The intent was to discover interaction between characteristics of students and the environment which warrant future study. For example, the use of LiveMath seemed in some cases to cause cognitive overload. In addition, student epistemological beliefs, prior knowledge of symbolic representations of functions and propensity for self-directed learning interacted with the ability of students to use LiveMath inserts to attain conceptual understanding. While students appear to have learned some concepts more deeply, and others more rapidly than anticipated, they reported that they judged that they were working harder than friends in other sections. Further, being in a student centred learning environment was unsettling for both the students and the instructor.  相似文献

Two experiments with human participants were used to investigate recovery of an extinguished learned response after a context change using ABC designs. In an ABC design, the context changes over the three successive stages of acquisition (context A), extinction (context B), and test (context C). In both experiments, we found reduced recovery in groups that had extinction in multiple contexts, and that the extinction contexts acquired inhibitory strength. These results confirm those of previous investigations, that multiple-context extinction can produce less response recovery than single-context extinction, and they also provide new evidence for the involvement of contextual inhibitory processes in extinction in humans. The foregoing results are broadly in line with a protection-from-extinction account of response recovery. Yet, despite the fact that we detected contextual inhibition, predictions based on protection-from-extinction were not fully reliable for the single- and multiple-context group differences that we observed in (1) rates of extinction and (2) the strength of context inhibition. Thus, although evidence was obtained for a protection-from-extinction account of response recovery, this account can not explain all of the data.  相似文献

The CMA Infobase is a free Web-based resource that contains evidence-based clinical practice guidelines. The database is maintained by the Canadian Medical Association (CMA) and is available on its Web site. The CMA Infobase currently contains 1,200-plus clinical practice guidelines either developed or endorsed by an authoritative health care organization located in Canada. It is an alternative source of free clinical practice guidelines to the National Guideline Clearinghouse.
