Scottish toolkit for knowledge management

BACKGROUND: Using specific examples, this paper describes the tools, methods and resources used to develop Managed Knowledge Networks (MKNs) within the NHS Scotland e-Library (http://www.elib.scot.nhs.uk). MKNs help to complete the knowledge management cycle by providing a place to share the learning and discuss the evidence for practice through combining the use of the published material (explicit knowledge) with the experience and knowledge held by individuals, communities and organizations (tacit knowledge). OBJECTIVES: First of all, this paper outlines the e-Library infrastructure, which provides an inter-operable framework to manage the published knowledge using a metadata management system; and a knowledge-sharing tool to support the development of MKNs. It then covers the various stages involved in developing an MKN: gathering and analysing information needs in a variety of ways; presenting and organizing the resources and services for the users as identified in the needs analysis; managing the tacit, personal and local knowledge. CONCLUSION: The toolkit described enables the Knowledge Services Group to take the needs of users, transcribe these into Specialist e-Libraries to provide access to the published information and to support this with accessing and sharing the knowledge of colleagues via MKNs.     

North Africa: Implications for Information Creation and Access

“Strictly an act of street violence”: intimate publicity and affective divestment in the New Orleans Mother’s Day shooting

On May 12, 2013, two men opened fire on a Mother’s Day second line parade in New Orleans’s Seventh Ward. This essay attends to discourses from public officials and news media following the shooting that reified what we describe as affective divestment from the suffering of historically marginalized bodies and communities. Specifically, public discourse characterized the shooting as an episode of “street violence” that did not warrant sustained national attention. Affective divestment is the consequence of rhetorical maneuvers that signal a pushing away from certain bodies by intimate publics—an estrangement at the symbolic level that has naturalized or rationalized the neglect of certain forms of suffering. Such estrangement, we argue, is a function of neoliberal logics that devalue and, at times, necessitate the suffering of disposable populations.     

Physical education for deaf students

An ideal physical education program would be one that focuses on aspects leading to lifelong participation in and enjoyment of physical activity accompanied by appropriate fitness levels. Often, physical education classes are the only physical activity that many children receive throughout the day, and without them, an even greater number of children, including those who are deaf, would be prone to aspects associated with sedentary lifestyles. Schools need to involve their students in daily physical education classes. The emphasis of such a program should be placed on promoting physical fitness and developing skills that lead to a lifelong enjoyment of physical activity and healthy lifestyles. This paper reviews the literature on the state of physical fitness among deaf students and describes an exemplary physical education program that was implemented at a school for deaf children.     

Extinction of a taste aversion in the absence of the consummatory response

Rats were initially conditioned to avoid saccharin presented orally and were then given 40 intravenous injections of saccharin or saline. Those injected with saccharin showed more rapid extinction of the aversion to saccharin presented orally. Results are related to studies of shock avoidance using curarized subjects.     

Framing responsibility for depression: how U.S. news media attribute causal and problem-solving responsibilities when covering a major public health problem

This paper analyzes how major U.S. print and broadcast news media framed depression causal and problem-solving responsibilities at individual and societal levels over the past three decades. Results from the content analysis showed that the media placed more causal and problem-solving responsibilities on individuals than the society. However, references to societal solutions increased moderately over time. Organizational differences emerged in news attribution of responsibilities, as print media presented more individual-level causes while broadcast media focused more on solutions at both individual and societal levels. Additionally, local newspapers put more problem-solving responsibilities on individuals than national newspapers, while a cable news channel allocated more time to the discussion of overall depression responsibilities than network TV. Findings are discussed in the context of cultural orientations, organizational constraints, changing practice and trends in health news reporting, and the broader political/social environment in which the news media operate. Practical implications for health journalism, mental health communication and advocacy, and public health policy-making are discussed.
