This article describes a half-day preconference that focused on the library as publisher. It examined how the movement from print to online publication has impacted the roles of libraries and their ability to take on new roles as publishers. The session explored the benefits of libraries becoming publishers, and discussed Open Access, what it is and is not and its importance to libraries and scholarly communication. A detailed case study of the publishing operations of the University Library System at the University of Pittsburgh was presented as an example of a successful library publishing program. This article is an elaboration on the use of the binomial test of model fit value, which in this article will be referred to as the binomial index of model fit value, to gauge the degree that the data fit a path analytic or structural equation model. In addition, this article responds to the criticisms and comments made by Hsu (this issue), Drezner and Drezner (this issue), and Raykov and Penev (this issue) regarding the use of this approach to measuring the degree of model fit. One wrong assumption about reality is sufficient to ensure the failure of education policy. For a variety of reasons, too many people have ignored realities in policies such as the No Child Left Behind Act. Individuals who are serious about reforming or improving education, general or special, must confront realities in at least the following areas: measurement, statistical distributions, measurement error, labels, special services, teacher responsibilities, and teacher training. The present study aims to explore the use of assessment in mathematics content courses for future elementary school teachers.
Analysis of self assessment data on mathematical understanding and peer assessment data on oral mathematical presentation
showed that pre-service teachers had a balanced understanding of procedural knowledge and problem solving. Conceptual understanding
was not in the structure of pre-service teachers’ mathematical knowledge. Understandings of conceptual knowledge, procedural
knowledge, and problem solving had no meaningful effects on gains in mathematics performance. Aspects of oral mathematical
presentation were associated with improved understanding of procedural knowledge and in particular conceptual knowledge. The
result of the study calls for a conceptual approach to mathematical knowledge and sufficient mathematical problem solving
in college-level mathematics content courses and in particular the infusion of assessment into college-level mathematics education

This study utilized a constructive-developmental approach to accomplish 3 purposes: to create a developmental stage profile for a population of students attending a single community college, to analyze variations within and between subpopulations, and to explore the implications for administrators and planners seeking to provide supportive environments for different populations of students. The resulting profile indicated a wide range of variation within the overall population and significant variations between traditional and non-traditional age students.
