Virology Experts in the Boundary Zone Between Science,Policy and the Public: A Biographical Analysis

This article aims to open up the biographical black box of three experts working in the boundary zone between science, policy
and public debate. A biographical-narrative approach is used to analyse the roles played by the virologists Albert Osterhaus,
Roel Coutinho and Jaap Goudsmit in policy and public debate. These figures were among the few leading virologists visibly
active in the Netherlands during the revival of infectious diseases in the 1980s. Osterhaus and Coutinho in particular are
still the key figures today, as demonstrated during the outbreak of novel influenza A (H1N1). This article studies the various
political and communicative challenges and dilemmas encountered by these three virologists, and discusses the way in which,
strategically or not, they handled those challenges and dilemmas during the various stages of the field’s recent history.
Important in this respect is their pursuit of a public role that is both effective and credible. We will conclude with a reflection
on the H1N1 pandemic, and the historical and biographical ties between emerging governance arrangements and the experts involved

Charles Perrow used the term “normal accidents” to characterize a type of catastrophic failure that resulted when complex,
tightly coupled production systems encountered a certain kind of anomalous event. These were events in which systems failures
interacted with one another in a way that could not be anticipated, and could not be easily understood and corrected. Systems
of the production of expert knowledge are increasingly becoming tightly coupled. Unlike classical science, which operated
with a long time horizon, many current forms of expert knowledge are directed at immediate solutions to complex problems.
These are prone to breakdowns like the kind discussed by Perrow. The example of the Homestake mine experiment shows that even
in modern physics complex systems can produce knowledge failures that last for decades. The concept of knowledge risk is introduced,

It is commonplace to say that the modern economy is knowledge based but a moment’s reflection points to the vacuity of this notion. For all economies are knowledge based and could not be otherwise. The question is rather how is one kind of knowledge based economy to be distinguished from another? This essay proposes that the answer may lie in three directions: (1) in terms of the variety of knowledge that is engaged; (2) in terms of the processes by which the production of knowledge is organised, and its corollary the resources devoted to knowledge production and dissemination; and, (3) in terms of the purposes to which knowledge is put. In respect of each of these dimensions, the rise of the modern university as a custodian of knowledge in Western economy and society has been of central importance; but universities are not alone in this role, a wide range of other agencies, private firms, public research laboratories for instance play an important role in defining a knowledge economy and have done so increasingly since the turn of the nineteenth century—a first indication of the systemic dimensions of a modern knowledge economy. 相似文献

Is Inequality Among Universities Increasing? Gini Coefficients and the Elusive Rise of Elite Universities 总被引:1,自引:0,他引:1
One of the unintended consequences of the New Public Management (NPM) in universities is often feared to be a division between
elite institutions focused on research and large institutions with teaching missions. However, institutional isomorphisms
provide counter-incentives. For example, university rankings focus on certain output parameters such as publications, but
not on others (e.g., patents). In this study, we apply Gini coefficients to university rankings in order to assess whether
universities are becoming more unequal, at the level of both the world and individual nations. Our results do not support
the thesis that universities are becoming more unequal. If anything, we predominantly find homogenisation, both at the level
of the global comparisons and nationally. In a more restricted dataset (using only publications in the natural and life sciences),
we find increasing inequality for those countries, which used NPM during the 1990s, but not during the 2000s. Our findings
suggest that increased output steering from the policy side leads to a global conformation to performance standards. 相似文献

past. Oddly, culture seems to both attract and resist economic analysis. Drawing on an analysis of recent research findings
related to multi-platform strategies in the television industry, this article examines what is distinctive about economics
of culture, and it assesses the appeals but also the challenges associated with conducting scholarly research work in this

Increased activity of multiple stakeholders (e.g. agents and owners) have created new challenges for some coaches working in professional sports clubs. The purpose of this project was to draw attention to the normative or accepted practices inherent in sport work, some of the day-to-day realities of some coaches working in this context, and to understand how coaches’ perceptions of other stakeholders come to bear on their individual circumstances, career expectations/objectives and professional agency. Data were generated from semi-structured interviews with seven professional basketball coaches who worked in top-level European clubs. The analysis reveals the coach’s relationships between some owners and agents differed with respect to exercising professional agency, and, coach’s decisions and actions were tied to their professional ideals as well as understandings of what they need to undertake their work effectively and negotiation and/or adjustment strategies. Occasionally coach’s work practices could be viewed as antithetical to employment security, however, the presence of insecurity was at times embraced and used strategically to affect workers’ career decisions. Amid contemporary regional geo-political shifts, this work aids examinations of global sport settings, structures and issues that may contour sporting professionals’ lives. 相似文献

Transitioning into faculty roles can be a challenging experience. Responsibilities related to teaching, research, and service can be difficult to balance, and mismatch between personal preferences for work focus and instructional expectations can be problematic. This is particularly true of visiting assistant professors who want to work toward tenure-track positions, but whose current job focus is on teaching. Through transformative learning theory and employing the methodologies of self-study, we sought to understand the experiences of Kevin, the second author and a first-year visiting assistant professor. We draw data from Kevin's reflective journal and discussions between Kevin and his critical friend, Jim. Themes included (a) becoming an academic, (b) a hard-wired disposition toward work, and (c) influence of the VAP on emotional and personal health. Results are discussed through the lens of transformative learning theory and focus on Kevin's growth during his year as a visiting assistant professor. 相似文献

The aim of this article is to explore the experiences of female elite-level Norwegian coaches in football. More precisely, we wanted to find out the meaning of gender for these coaches’ football experiences. The results presented are based on five in-depth interviews with female elite-level coaches between 36 and 50 years of age. A feminist cultural and a gender perspective are used to understand and discuss the findings. As shown in other studies, the culture of football in Norway is very gendered. This has an impact on the female football coaches’ experiences, both in relation to how they perceive their own role, their coach education and with respect to their self-confidence and how they look upon their own chances in the job market. As a group, they represent a form of pariah femininity, and very little resistance femininity and a liberal feminist perspective, i.e. equality on the men’s premises. 相似文献

In a recent article in this Journal, Eric Moore criticized an earlier essay of mine published in this same Journal on two fronts. On the first, he criticized my criticisms of broad internalism for relying on abstract moral principles too far removed from the practice of sport to adjudicate normative conflicts in which disputants cannot agree on what is the purpose of sport. On the second front, he criticized my reliance on what he called Rorty’s “controversial” views of truth and rationality to back up my criticisms of broad internalism. I find both criticisms forceful but not persuasive. In my reply, therefore, I defend both use of Rorty’s and other similar historicist takes on rational justification and my criticisms of broad internalism principles-based approach to normative inquiry in sport. 相似文献
