信息论的“缺陷”——埃德加·莫兰对申农之批判

法国当代著名思想家埃德加·莫兰的信息理论 ,是建立在对申农信息论的批判上 ,他对申农有关噪音、比特、冗余等概念提出质疑 :申农把信息定位在纪录信息的符号或运载信息的信号中 ,是犯了本体性错误 ;申农的信息始终是反生成的。自传播源到接收源 ,信息量只会不断减少 ,收到的信息量永远比传出的信息量小。另外 ,申农的信息始终是预生成的。它一出现便像雅典娜一样从头武装到脚。人们不知道它如何出生 ,也无法理解它如何成长。莫兰认为信息应该有其生成与流通过程。     

The turning point in 1985. The history of appraisal and disposal of records in Iceland

The article sets off with a brief summary of the history of appraisal and disposal of records as processed at the National Archives of Iceland (NAI) since its establishment in 1882 to present times. Rules on appraisal and disposal of records introduced in 1900, 1911, and 1916 were ignored and all records were kept. Status quo remained until 1985 when a new National Archives Act was passed. The appraisal and disposal process adopted then is described and explained. It included the publication of instructions on records management as well as forms relating to records management. The influence of acts of law on the appraisal and disposal process is explained. Finally the experience with the arrangement of organised appraisal in Iceland is described.     

新世纪体育院校(系)健美操专修课程中学生能力素质培养的实践研究

采用文献资料、调研、访谈、实验、归纳分析等方法,对我国体育院校健美操专业课程中学生能力素质培养进行实践研究。结果显示:增加学生能力培养的内容,从体制上解决了“教与学”分离的弊端;能力培养的内容和途径具有创新精神,为我国体育院校(系)的健美操专业课程教学提供了可借鉴的经验。     

中国男子篮球职业联赛的现状与发展对策

对我国男子篮球职业联赛(CBA)的现状研究发现，目前CBA主要存在产权、管理体制、运行机制、人才培养、赛制等亟待解决的问题。提出了弱化篮管中心的管制职能，建立CBA联盟体制，健全CBA专门的职业体育法规，加强对职业经营人才的培养等发展对策。
