[目的/意义] 大数据时代的来临改变了科技情报的数据来源与应用架构，循证决策成为科技数据资源建设与应用的理论基础之一。通过分析SciREX计划，为支撑循证决策的科技情报数据资源建设与应用提供借鉴。[方法/过程] 介绍SciREX计划的基本情况、数据资源建设过程和支撑决策过程。[结果/结论] SciREX计划的特点包括以服务国家政策制定为导向、数据来源多元广泛且加工处理细致和重视数据资源之间的协同关联分析。SciREX计划数据资源建设与应用带来的启示为：政策目标导向和循证决策理念是数据资源建设的理论基础、数据搜集能力和共享机制是其建设保障，大规模数据集成分析是其未来应用方向。     

A sampled-data control problem of neural-network-based systems using an improved free-matrix-based inequality

In this work, a sampled-data control problem for neural-network-based systems with an optimal guaranteed cost is investigated. By constructing suitable time-dependent functionals and utilizing an improved free-matrix-based integral inequality, a sampled-data stability criterion for neural-network-based systems is derived. Based on a first result, a sampled-data controller design method for neural-network-based systems that meets the maximum sampling period and minimum guaranteed cost performance is proposed. The superiority and validity of the results will be verified by comparing with the existing results in a numerical example.     

Affine matched parameterization approach to sampled-data stabilization criteria for T-S fuzzy systems with variable sampling

This paper presents new parameterized sampled-data stabilization criteria using affine transformed membership functions for T-S fuzzy systems. To deal with the sampled control input having aperiodic sampling intervals, the proposed method adopts new looped functionals, and employs a modified free weighting matrix inequality. A relaxed condition for the controller design is derived by formulating the constraint conditions of the membership functions in the proposed controller with affinely matched weighting parameter vectors. Based on a newly devised lemma for handling affinely matched vectors, the stabilization and guaranteed cost performance criteria are given in terms of linear matrix inequalities (LMIs). The superiority of the presented method is demonstrated via significantly improved results in numerical examples.     

Optofluidic in situ maskless lithography of charge selective nanoporous hydrogel for DNA preconcentration

An optofluidic maskless photopolymerization process was developed for in situ negatively charged nanoporous hydrogel [poly-AMPS (2-acrylamido-2-methyl-1-propanesulfonic acid)] fabrication. The optofluidic maskless lithography system, which combines a high power UV source and digital mirror device, enables fast polymerization of arbitrary shaped hydrogels in a microfluidic device. The poly-AMPS hydrogel structures were positioned near the intersections of two microchannels, and were used as a cation-selective filter for biological sample preconcentration. Preconcentration dynamics as well as the fabricated polymer shape were analyzed in three-dimensions using fluorescein sample and a confocal microscope. Finally, single-stranded DNA preconcentration was demonstrated for polymerase chain reaction-free signal enhancement.     

The note of discord: Examining educational perspectives between teachers and Korean parents in the U. S.

This study examined and compared the educational perspectives of Korean parents of elementary school students and their teachers. 430 parents and 143 teachers in the New York metropolitan area participated in the survey and 16 teachers, administrators, and parents were interviewed. The findings indicated that the teachers not only misunderstood the parents' perspectives on the goals of schooling, but also underestimated the parents' ways of supporting their children's education. Regarding the current school/teacher practices, the two groups also expressed different perspectives. We discussed the urgency of educators' critical reflection on diverse cultures and the considerations for increasing parents' school involvement.     

Enhanced stability criteria of neural networks with time-varying delays via a generalized free-weighting matrix integral inequality

This paper deals with the problem of delay-dependent stability analysis for neural networks with time-varying delays. First, by constructing an augmented Lyapunov–Krasovskii functional and utilizing a generalized free-weighting matrix integral inequality, an improved stability criterion for the concerned network is derived in terms of linear matrix inequalities. Second, by considering a marginal augmented vector and modifying a Lyapunov–Krasovsii functional, a further enhanced stability criterion is presented. Third, a less conservative stability condition in which a relaxed inequality related to activation functions is added is introduced. Finally, three numerical examples are included to illustrate the advantage and validity of the proposed criteria.
