在经济危机的重创下,英国公共图书馆面临经费大幅缩减、图书馆关闭、馆员失业和服务质量大幅下降等困境。英国联合政府在拓展图书馆运营管理模式、加强与社区居民的融合、引领社会数字革新和引导馆员的角色转变四个主要方面做出努力和变革。英国的经验可为我国公共图书馆事业的健康发展提供借鉴。

Pricing principles used by scholarly open access publishers

The article processing charge (APC) is currently the primary method of funding professionally published open access (OA) peer‐reviewed journals. The pricing principles of 77 OA publishers publishing over 1,000 journals using APCs were studied and classified. The most commonly used pricing method is a single fixed fee, which can either be the same for all of a publisher's journals or individually determined for each journal. Fees are usually only levied for publication of accepted papers, but there are some journals that also charge submission fees. Instead of fixed prices, many publishers charge by the page or have multi‐tiered fees depending on the length of articles. The country of origin of the author can also influence the pricing, in order to facilitate publishing for authors from developing countries.     

The Impact of the European Standards and Guidelines in Agency Evaluations

The emergence of the European Standards and Guidelines (ESG) for Quality Assurance has been seen as an important step towards realising the European Higher Education Area by creating more transparency and accountability in the area of quality assurance. The ESG also include standards as to how quality assurance agencies should be reviewed. In a meta-analysis of the reviews undertaken of quality assurance agencies, this article explores to what extent the ESG is having an impact on the reviews.     

The effects of guided elaboration in a CSCL programme on the learning outcomes of primary school students from Dutch and immigrant families

This study examined the effects of guided elaboration on students' learning outcomes in a computer-supported collaborative learning (CSCL) environment. The programme provided students with feedback on their elaborations, and students reflected on this feedback. It was expected that students in the experimental (elaboration) programme would show better learning gains and that students from immigrant families would especially benefit. Two hundred primary school students of 9 different schools participated. The research can be characterized as a quasi-experimental study with a pre-test, post-test, control group design. In a multilevel regression analysis, no main effect of the intervention was found. However, there was a significant differential effect of the intervention; students from immigrant families in the experimental programme outperformed their counterparts in the control group. It can be concluded that guided elaboration in a CSCL programme through feedback and reflection is a promising approach.
