This paper demonstrates the application of module arithmetic for controlling the level of information security by a new technique referred as integer splitting. The basic definitions and concepts of the method are provided. The mathematical function of arising transformation is described in detail; its properties were studied and the basic theorems were proven that justify the use of splitting in practical applications. Despite the lack of a clear definition of the concept, “cultural diversity” has remained a core issue for more than a decade
(WTO, UNESCO, etc.). The aim of this paper is to begin to fill this gap. We argue that cultural diversity is a multi-dimensional
concept and that accurate metrics must rely on three criteria: variety, balance and disparity. We also stress that supplied
and consumed diversity have to be distinguished. We apply this set of multiple measures of diversity to publishing data for
France over the period 1990–2003. Our main result is that the situation of the publishing industry in terms of cultural diversity
is highly dependent on the dimension considered. Hence, diversity increases when variety is the sole consideration, whereas
taking balance or disparity into account leads to the opposite conclusion. This issue raises a series of questions about the
use of diversity measures in a policy debate concerned with furthering cultural diversity.

We use prices realized for Picasso prints at auctions worldwide, as well as the 100 prints that comprise his Vollard Suite,
to test the law of one price: the proposition that identical art objects sold contemporaneously should command the same price
regardless of the auction house or geographic region where the sale takes place. Picasso is the most prolific printmaker of
the twentieth century and, from 1977 to 2004, his prints appreciated in price significantly faster than the prints of modern
masters as a whole. We find that Picasso prints sold in the United States command higher prices than in Europe. However, prices
realized at Sotheby’s in New York are no longer higher than at Christie’s in New York, nor at Kornfeld than at other auction houses. We find evidence of “irrational exuberance”
in the transitory nature of the extraordinary prices realized for the Picasso prints included in the 1997 sale of the collection
of Victor and Sally Ganz at Christie’s in New York. More generally, we find substantial noise in auction outcomes, a result
well known to savvy auction goers.

This paper reports results from a field experiment conducted to study the effect of incentives offered to high school teens to motivate them to visit art museums. A vast literature exists on the design of incentives to modify the behavior of firms and consumers, but not much is known about incentives offered to adolescents and young adults to affect their cultural consumption behavior. Students in the first treatment receive a flier with basic information and opening hours of a main museum in Florence, Italy—Palazzo Vecchio. Students in the second treatment receive the flier and a short presentation conducted by an art expert about the exhibit; students in the third treatment, in addition to the flier and the presentation, receive also a non-financial reward in the form of extra-credit points toward their school grade. The analysis yields two main findings. First, non-financial reward is more effective at inducing the students to undertake the encouraged visit than either the simple presentation or the basic information with the flier. Second, over a longer time horizon the non-financial reward does not induce a significant change in behavior with respect to the simple presentation. 相似文献

The special issue aims at exploring, with an economic perspective, the interconnections between cultural participation, in all its expressions, and tourism organization and patterns with the purpose of understanding economic effects, emerging trends and policy implications. The expanding notion of the cultural consumption of tourists makes the definition of cultural tourism increasingly elusive. Empirical investigations of the relationships between cultural participation and cultural heritage and tourism offer interesting hints in many directions. This introduction briefly overviews the premise of this special issue, the literature and the several perspectives taken by the included articles. Aside from their cultural topics—general, intangible or temporary—these essays all tackle some important economic dimensions of tourism. We encourage cultural economists to invest more in these fascinating areas as more than just intellectual tourists. 相似文献

What happens when management consultants enter the academic arena and offer their services to universities? In the following article, we examine this question by drawing on findings from a qualitative study based on a series of 30 interviews with senior management consultants and academic managers in Germany. The aim of this explorative study is, first of all, to provide theoretically informed observations about the working mechanisms of management consulting in academia. A second, and related objective, is to contribute to the ongoing debate on the changing nature, role, and implications of managerial expertise and authority in higher education institutions. We begin our study by providing an overview of the literature on the changing nature of university management. Although these studies show a shift in the power constellation of universities from professional to managerial authority, we argue that they remain suspiciously vague as concerns the way academics and managers actually deal with this conflicting situation. By drawing on the insights of consulting studies, we then explore the stakes of consultancy in academic change projects and determine the analytical factors that will guide our qualitative analysis. Finally, we present and discuss the findings before concluding with more general remarks on the nature of academic management in German universities. 相似文献

This paper analyzes the effects that the 2012 VAT rise in Spain had on household’ demand for cultural goods and services. Household’ demands are modeled as a two-stage QUAIDS. After estimating price and expenditure elasticities, and the pass-through parameter associated with the reform, our results show that the individual welfare loss and the increment in the tax bill increase, but less than proportionately, with income. Consequently, the reform can be considered as regressive. Relating the effects of the VAT reform to households’ incomes also implies a low quantitative effect, because of the low proportion of total household expenditure that cultural expenditure represents. From a social perspective, the size of the induced welfare loss would positively depend on society’s inequality aversion. Regardless of the latter, it cannot be concluded whether the reform would have increased or reduced inequality in the distribution of cultural spending. The debate about whether the arts should be supported or not is far from new, and most governments support the arts in one
way or the other. The literature considers several arguments in favor of such interventions. Public education may seem to
be an action which could, in the long run, lead to possible reductions of subsidies. Surveys show that those who have been
exposed to the arts when young participate more when adult. However, the “non-market” transmission from parents to children
generates an external effect, which has to be taken into account to reach first-best situations. We construct an overlapping
generations model in which young consumers are exposed to both public education toward the arts and to non-altruistic transmission
of such a taste from their parents. We show that the first-best can be reached only if there is both public cultural education
and subsidization of arts consumption. Therefore, education cannot be considered as a substitute for subsidies to arts consumption.
However, as is often the case in European countries, government intervention is usually below the first-best level. Using
a model calibrated on French data, we show that it is then preferable to subsidize education, while consumption, especially
of the older generations, should be taxed rather than subsidized.

We conduct an analysis of 1835 pledges to 10 music production projects hosted on the largest Brazilian crowdfunding platform, namely the Catarse Web site, and we assess the relation between the fundraising accumulation period, the donor–entrepreneur distance and the propensity of donors to back projects. Our results suggest a significantly negative association between distance and the value of capital pledged to projects, which is consistent with the notion that the entrepreneur’s network of close contacts might play a central role in funding. Furthermore, our results contradict the idea that crowdfunding reduces the inhibiting effect of donor–entrepreneur distance. In addition, the results show that a long project exposure is associated with higher values of pledges. These results suggest practical implications for the study of crowdfunding as a financing platform. This study contributes to the literature on the use of crowdfunding as an alternative funding source in a major emerging market. 相似文献
