论竞技体育的可持续发展观

可持续发展是全人类共同关注的主题，本以可持续发展的观点审视了我国竞技体育中存在的运动员运动寿命偏短、后备人才培养动力不足、专职管理人员构成单一等短视现象，并结合我国目前进行的经济体制改革和医疗体制改革分析竞技体育可持续发展具有的广阔空间。     

Synchronization of chaotic neural networks with time delay in the leakage term and parametric uncertainties based on sampled-data control

This paper considers the synchronization problem of coupled chaotic neural networks with time delay in the leakage term and parametric uncertainties using sampled-data control. Motivated by the achievements from both the stability of neural networks with time delay in the leakage term and the synchronization issue of coupled chaotic neural networks with parametric uncertainties, Lyapunov stability theory combining with linear matrix inequalities is employed to derive sufficient criteria ensuring the coupled chaotic neural networks to be completely synchronous. This paper presents an illustrative example and uses simulated results of this example to show the feasibility and effectiveness of the proposed sampled-data controller.     

Opportunistic spectrum access in unslotted primary systems

We consider the design of opportunistic spectrum access (OSA) strategies that allow secondary users to search for and exploit spectrum opportunities in unslotted primary systems. The traffic of the primary system in each channel is modeled by a continuous time Markov process. We formulate the joint design of OSA as a constrained discrete-time partially observable Markov decision process (POMDP). A separation principle for the joint design of OSA is established under certain conditions on the probability of false alarm of the spectrum sensor. This result extends the separation principle for OSA in slotted primary systems to unslotted primary systems. Furthermore, we show that the myopic sensing policy has a simple and robust structure under certain conditions on the probability of false alarm.
