行政文是行政机关人员在管理国家事务、社会事务和自身内部事务的过程中所形成的行政价值观、行政心理、行政传统、行政原则等思想意识形态的总和。它渗透于行政管理的各项活动之中，是行政组织、行政人员的精神支柱。行政文化先进与否直接影响到行政目标的实现程度和行政管理效率的高低。因此，在行政体制改革不断深化的关键时期，正确分析和把握行政文化对行政机关工作人员的影响作用，引导行政文化尽力发挥其积极的正面影响，抑制、消除其负面影响。对于激发行政人员的积极进取精神，加强廉政建设，推动政府机构改革，提高行政效率，实行行政管理现代化、科学化、民主化具有重要现实意义。

司法解释如何在罪刑法定原则的指导下对立法者原意进行解读,一直以来就存在很大争议,新出台的贪污贿赂司法解释也不例外。《解释》对于贪腐类犯罪情节加数额的规定体现了罪刑法定原则对于合理性和合法性的要求,明确了刑法修改之后的一些争议问题。但从体系解释的角度上来说,贪污贿赂一章的犯罪内部以及贪污贿赂与其他财产犯罪之间都存在对接上的障碍。另外,模糊性用语的出现,也给司法解释的适用带来了很大的难题。

Endophytes from medicinal plants and their potential for producing indole acetic acid,improving seed germination and mitigating oxidative stress

Medicinal plants have been used by marginal communities to treat various ailments. However, the potential of endophytes within these bio-prospective medicinal plants remains unknown. The present study elucidates the endophytic diversity of medicinal plants (Caralluma acutangula, Rhazya stricta, and Moringa peregrina) and the endophyte role in seed growth and oxidative stress. Various organs of medicinal plants yielded ten endophytes, which were identified as Phoma sp. (6 isolates), Alternaria sp. (2), Bipolaris sp. (1), and Cladosporium sp. (1) based on 18S rDNA sequencing and phylogenetic analysis. The culture filtrates (CFs; 25%, 50%, and 100% concentrations) from these endophytes were tested against the growth of normal and dwarf mutant rice lines. Endophytic CF exhibited dose-dependent growth stimulation and suppression effects. CF (100%) of Phoma sp. significantly increased rice seed germination and growth compared to controls and other endophytes. This growth-promoting effect was due to the presence of indole acetic acid in endophytic CF. The gas chromatography/mass spectrometry (GC/MS) analysis showed the highest indole acetic acid content ((54.31±0.21) μmol/L) in Bipolaris sp. In addition, the isolate of Bipolaris sp. exhibited significantly higher radical scavenging and anti-lipid peroxidation activity than the other isolates. Bipolaris sp. and Phoma sp. also exhibited significantly higher flavonoid and phenolic contents. The medicinal plants exhibited the presence of bio-prospective endophytic strains, which could be used for the improvement of crop growth and the mitigation of oxidative stresses.     

Study on the effect of doxorubicin on expressions of genes encoding myocardial sarcoplasmic reticulum Ca<Superscript>2+</Superscript> transport proteins and the effect of taurine on myocardial protection in rabbits

To investigate the effect of doxorubicin(DOX) on gene expression of the myocardial sarcoplasmic reticulum (SR) Ca²⁺ transport proteins and the mechanism of taurine(Tau) protecting cardiac muscle cells, 9 rabbits were injected with DOX, 8 rabbits with DOX and Tau, and 9 rabbits with normal saline. Cardiac function, concentration of calcium in cardiomycocytes (Myo [Ca²⁺] _i ), activity of SR Ca²⁺-ATPase (SERCA2a), level of SERCA2a mRNA and Ca²⁺ released channels (RYR2) mRNA were detected. The left ventricle tissues were observed by electron microscopy. The results showed that cardiac index, left ventricular systolic pressure, activity of SR Ca²⁺-ATPase and level of SERCA2a mRNA decreased, while Myo[Ca²⁺] _i increased in DOX-treated rabbits. DOX could not affect the level of RYR2 mRNA. Tau intervention could alleviate the increase of left ventricular diastolic pressure, Myo[Ca²⁺] _i and the decrease of SERCA2a mRNA induced by doxorubicin. The results suggested that downregulation of SERCA2a gene expression was an important mechanism of DOX-induced cardiomyopathy and that Tau could partially improve the heart function by reducing calcium overload and alleviating downregulation of SERCA2a mRNA.
