Parental dissatisfaction with special education services is a national problem. This article presents two districts that have undergone systemwide changes to decrease the dissatisfaction of families who have children with disabilities. Using qualitative inquiry, the authors analyzed documents and observed and interviewed 24 informants about the system problems and changes. Data analysis revealed three themes within the systems problems category: (a) lack of leadership, (b) not keeping up with the law, and (c) parents excluded. Systemwide changes were organized into seven themes: (a) new leadership, (b) partnerships, (c) creative use of resources, (d) updated educational practices, (e) relationship building, (f) teacher and parent support, and (g) alternative dispute resolution. ABSTRACTDecades of research identify the need to improve the individualized education program (IEP) meeting process. The purpose of this study was to explore the experiences of parents, advocates, educators, and facilitators who have utilized an emerging alternative IEP procedure known as a facilitated IEP (FIEP) meeting. This new process is used as an alternative dispute resolution practice in special education. FIEP meetings use a collaborative approach to encourage family and professionals to develop a meaningful educational program designed to best address student needs. Using qualitative interview methodology, 32 participants described their experiences with IEP and FIEP meetings. Data analysis identified the FIEP as a promising collaborative practice that can be used to restructure IEP meetings with the intent to prevent and resolve conflict through encouraging active parent participation through consensus building and maintaining focus on the student. As community colleges face increasingly tight budgets and calls for a renewed focus on improving student outcomes in the form of graduation rates, colleges must address the concept of access. How much access to higher education can they continue to provide low-skilled students in adult education and similar programs? One way to ensure access to these students is through formalized transition to college programs. This study utilized original survey data and a national sample of community college baccalaureate (CCB) institutions to examine how offering baccalaureate programs impacts these colleges and the students they serve. An increasing number of these colleges plan to offer their baccalaureate programs online, and programs in technology are projected to experience the greatest growth. The data suggest that student needs, and not institutional revenue or prestige, are the primary motivation for offering bachelor's degrees. The challenges experienced when establishing the CCB programs were more likely to come from external than internal factors. Collectively, thousands of students have already graduated from these programs. Results from this study can be used by policymakers and college administrators to make data-driven decisions regarding baccalaureate programming at the community college. 相似文献

Crafting policies about controversial values: How wording disputes manage a group dilemma 总被引:1,自引:0,他引:1
Over a six-month time period a school board and its community discussed their district's strategic plan goals about diversity. This article analyzes that discussion within the practical theory frame articulated by Craig. Meeting talk and documents were analyzed to determine how the group's policy deliberation became an argument over what words to have (or avoid) in the strategic plan document. Proposals about document language were framed as technical editing, as inadvertent changing of a policy, and as wordsmithing. In addition to each frame being used, each was also challenged as to its being used to advance some group members' interests at the expense of others. Moving back and forth between using and resisting wording proposal frames, we suggest, is a reasonable way for groups to manage a dilemma they face in crafting policies about controversial, abstract issues. The paper concludes by identifying implications for dilemma theorizing and future study of groups. 相似文献

In 2001, The University of Southern Mississippi (USM) Libraries cataloging and acquisition units merged to become a larger totally integrated department, renamed Bibliographic Services. Historically, acquisitions and cataloging functions were managed separately, although initial pre-order cataloging procedures were in place since late 1993. Prior to the merger in 2001, cataloging staff selected and exported MARC records in advance of the ordering functions performed exclusively by acquisitions staff. Library administrative personnel, concerned with the persistent lag time from receipt of the order card to actual receipt of the item, mandated change. After implementing new procedures and streamlining workflow, a sample analysis of productivity and fill rates for two fiscal years, before change and after, demonstrated significantly that cataloging at point of order is desirable in providing faster delivery of new materials. 相似文献
