高校后勤管理体制改革是高校教育管理过程中的一个重要内容,对于高校发展而言,有十分重要的意义。高校后勤管理体制的改革有助于规范高校的发展。本文对高校后勤管理体制改革存在的问题进行分析,并且提出相应的策略。

A Conditional Joint Modeling Approach for Locally Dependent Item Responses and Response Times

The assumption of conditional independence between the responses and the response times (RTs) for a given person is common in RT modeling. However, when the speed of a test taker is not constant, this assumption will be violated. In this article we propose a conditional joint model for item responses and RTs, which incorporates a covariance structure to explain the local dependency between speed and accuracy. To obtain information about the population of test takers, the new model was embedded in the hierarchical framework proposed by van der Linden ( 2007 ). A fully Bayesian approach using a straightforward Markov chain Monte Carlo (MCMC) sampler was developed to estimate all parameters in the model. The deviance information criterion (DIC) and the Bayes factor (BF) were employed to compare the goodness of fit between the models with two different parameter structures. The Bayesian residual analysis method was also employed to evaluate the fit of the RT model. Based on the simulations, we conclude that (1) the new model noticeably improves the parameter recovery for both the item parameters and the examinees’ latent traits when the assumptions of conditional independence between the item responses and the RTs are relaxed and (2) the proposed MCMC sampler adequately estimates the model parameters. The applicability of our approach is illustrated with an empirical example, and the model fit indices indicated a preference for the new model.     

You can lead a horse to water but you cannot make him learn: Smartphone use in higher education

Smartphone technology is penetrating world markets and becoming ubiquitous in most college settings. This study takes a naturalistic approach to explore the use of these devices to support student learning. Students that had never used a smartphone were recruited to participate and reported on their expectations of the value of smartphones to achieve their educational goals. Instrumented iPhones that logged device usage were then distributed to these students to use freely over the course of 1 year. After the study, students again reported on the actual value of their smartphones to support their educational goals. We found that students' reports changed substantially before and after the study; specifically, the utility of the smartphone to help with education was perceived as favorable prior to use, and then, by the end of the study, they viewed their phones as detrimental to their educational goals. Although students used their mobile device for informal learning and access to school resources according to the logged data, they perceived their iPhones as a distraction and a competitor to requisite learning for classroom performance.     

Promoting discussion in peer instruction: Discussion partner assignment and accountability scoring mechanisms

Peer instruction (PI) involves students answering questions and peer discussion learning activities. PI can enhance student performance and engagement in classroom instruction. However, some students do not engage in the discussions. This study proposes two mechanisms, discussion partner assignment and accountability scoring mechanisms, to form positive interdependence among students and individual accountability for each student to promote student discussions in PI. The evaluation results show that the student discussion rate with the promoting mechanisms is significantly higher than the rate without the mechanisms. The results from the questionnaire reveal that the mechanisms form positive interdependence and individual accountability to promote students to engage in the discussions.     

The construct of media and information literacy in Singapore education system: global trends and local policies

This paper discusses the representation of information literacy and media literacy in the Singapore education discourse as part of its twenty-first century competencies framework. Through examining the conceptual definitions, purposes/aims, and means of these two significant twenty-first century competencies in the global context and the Singapore education policy, the authors argue that despite both information literacy and media literacy have been widely recognized as crucial skills in the knowledge-based economy, they are perceived as separate concepts, given differentiated emphasis, and implemented using similar approaches by various governmental and educational agencies in Singapore. To facilitate the acquisition of these critical competencies, this paper argues that an overarching framework featuring the seamless integration of information and media literacy in school curricula and public education needs to be in place to clarify conceptual concerns and guide its practical implementation.
