论内蒙古人才政策特点及未来发展趋势

内蒙古实施的"建设人才流入区"、"建立人才储备制度"、"主动为企业服务"的三大人才工作带动了全区人才工作的全面发展。十二五期间,在人才开发政策设计理念上,要坚持以人为本的科学发展观,兼顾公平和效率。在人才政策实施过程中,必须解决好机制和环境问题,形成更开放灵活的人才工作机制,创设良好的人才工作环境,并突出重点,以产业和项目吸引人才。     

Precision measurement of the Newtonian gravitational constant

The Newtonian gravitational constant G, which is one of the most important fundamental physical constants in nature, plays a significant role in the fields of theoretical physics, geophysics, astrophysics and astronomy. Although G was the first physical constant to be introduced in the history of science, it is considered to be one of the most difficult to measure accurately so far. Over the past two decades, eleven precision measurements of the gravitational constant have been performed, and the latest recommended value for G published by the Committee on Data for Science and Technology (CODATA) is (6.674 08 ± 0.000 31) × 10⁻¹¹ m³ kg⁻¹ s⁻² with a relative uncertainty of 47 parts per million. This uncertainty is the smallest compared with previous CODATA recommended values of G; however, it remains a relatively large uncertainty among other fundamental physical constants. In this paper we briefly review the history of the G measurement, and introduce eleven values of G adopted in CODATA 2014 after 2000 and our latest two values published in 2018 using two independent methods.     

余华小说《第七天》中的生与死

《第七天》是余华继《兄弟》七年之后完成的最新一部长篇小说，描绘了主人公死去后所经历的事情以及勾起的回忆，为读者展现了一个平等、和谐的死亡世界。经过分析，作品中的生死问题包括三个方面：作品中的人物对死亡没有痛苦或恐惧，能够理性地看待死亡；生与死的意义被颠倒，死亡世界接近理想中的现实世界，更加引人向往；生与死由“爱”这条纽带联系起来，让人们在冰冷中感受到温情。这部小说暴露了大量的社会现实，引人深思，也备受争议。     

基于系统动态学方法的弱信号生命周期建模与仿真

[目的/意义]为增强弱信号的内涵研究，对其全生命周期过程下的各阶段要素以及要素间的联系进行探寻，以期获得一定程度上的理论贡献，同时也为相关组织在开展弱信号管理实践时提供理论指导。[方法/过程]在对弱信号概念研究现状进行梳理的基础上，结合意义构建理论给出了弱信号概念界定。随后，通过与信息生命周期、新兴议题生命周期进行类比，提出弱信号生命周期理念。进而采用系统动态学方法开展系统思考，使用因果回路图进行系统建模，运用存量流量图进行仿真模拟。[结果/结论]弱信号生命周期包含4个阶段：侦测、关联、传递、抉择，相应的系统动态学模型所具备的现实性得到验证，且通过情景模拟确认了4个关键辅助变量：外界噪声干扰程度、弱信号分析效率、组织内相互信任程度、决策者信任程度。在整体研究的基础上，给出弱信号管理过程中可能会遇到的障碍以及应对策略。     

数据驱动的微信用户信息行为时间特征研究

[目的/意义]相对于传统的信息行为分析，数据驱动的信息行为研究更注重数据的外在性与客观性，所得的结果能够更为全面地认识用户信息行为本质特征。[方法/过程]通过自行构建的APP实现对微信用户分享和阅读行为记录的采集，并对微信用户信息行为的时间特性进行系统的分析。[结果/结论]结果表明：微信用户日常信息行为存在显著的假日效应，但是在信息行为时间间隔分布上存在明显厚尾现象和很强的阵发性，预示着微信用户信息行为具有较高的复杂性和不确定性，无法对其产生过程实现有效的预测；此外，微信用户所分享的内容具有很强的时效性，多数内容在微信中能够得到及时的传播，但传播链长度显著受分享内容主题的影响。     

Wearable skin-like optoelectronic systems with suppression of motion artifacts for cuff-less continuous blood pressure monitor

According to the statistics of the World Health Organization, an estimated 17.9 million people die from cardiovascular diseases each year, representing 31% of all global deaths. Continuous non-invasive arterial pressure (CNAP) is essential for the management of cardiovascular diseases. However, it is difficult to achieve long-term CNAP monitoring with the daily use of current devices due to irritation of the skin as well as the lack of motion artifacts suppression. Here, we report a high-performance skin-like optoelectronic system integrated with ultra-thin flexible circuits to monitor CNAP. We introduce a theoretical model via the virtual work principle for predicting the precise blood pressure and suppressing motion artifacts, and propose optical difference in the frequency domain for stable optical measurements in terms of skin-like devices. We compare the results with the blood pressure acquired by invasive (intra-arterial) blood pressure monitoring for >1500 min in total on 44 subjects in an intensive care unit. The maximum absolute errors of diastolic and systolic blood pressure were ±7/±10 mm Hg, respectively, in immobilized, and ±10/±14 mm Hg, respectively, in walking scenarios. These strategies provide advanced blood pressure monitoring techniques, which would directly address an unmet clinical need or daily use for a highly vulnerable population.     

信息技术在工科远程教育中的应用研究

本文在文献分析和对我国网络教育精品课程案例调研的基础上,对工科远程教育中的可用技术进行了综合分析,从网络技术和移动通信技术两个主要方面介绍了它们的相关应用,包括一些典型的项目、实验及其研究成果,对进一步推动和提升信息技术在我国工科远程教育的应用研究具有参照意义。     

论生育权

本否证了生育权视为一种夫妻之间的身份权的观点，并指出其本质归属应为人格权之构成部分。认为生育权的权能构成应该包括生育请求权、生育决权、生育方式选择权，以此为基础提出了完整的生育权体系的观点。最后，章对生育权的侵权损害赔偿责任认定以及法律上的必要限制也作了阐释。     

信息技术对物理教学的辅助功能

教育部在<关于在中小学普及信息技术教育>的通知中指出:"信息技术与其他学科教学的整合,要求广大教师在其他学科中广泛应用信息技术手段并把信息技术教育融合在其他学科的学习中,积极探索信息技术教育与其他学科教学的整合,努力培养学生的创新能力和实践能力,促进中小学教学方式的根本性改变."     

从博弈论的角度看"教育减负"

在应试教育向素质教育转轨的过程中,“教育减负”是教育界和社会各界普遍关注的热点问题。从博弈论的角度来看,由于教育资源的短缺,以及个人理性和集体理性的不同一,“教育减负”呈现出一种“囚徒困境”的博弈。走出这种“囚徒困境,”还需要各博弈主体理性水平的提高和整个教育制度的创新。
