UK scientific advice on the possible health risks of mobile phones has embraced (or seems to be embracing) broader engagement with interested non-experts. This paper explains the context of lost credibility that made such a development necessary, and the implications of greater engagement for the construction (and expert control) of public concern. I narrate how scientific advice matured from an approach based on compliance with guidelines to a style of public science in which issues such as trust and democracy were intertwined with scientific risk assessment. This paper develops existing conceptions of the public understanding of science with an explanation based around the co-production of scientific and social order. Using a narrative drawn from a series of in-depth interviews with scientists and policymakers, I explain how expert reformulation of the state of scientific uncertainty within a public controversy reveals constructions of The Public, and the desired extent of their engagement. Constructions of the public changed at the same time as a construction of uncertainty as solely an expert concern was molded into a state of politically workable public uncertainty. This paper demonstrates how publics can be constructed as instruments of credible policymaking, and suggests the potential for public alienation if nonexperts feel they have not been fairly represented.  相似文献

Holding teachers accountable for other people's (students) behavior is inappropriate policy that results in ineffective teaching, diminished enthusiasm for learning, and lower levels of achievement. There are both legal and psychological reasons for this. Making teachers responsible for students' behavior absolves students of responsibility for their own actions and develops an externalized locus of control in students that leads to teacher control and student dependence. Because every person is accountable for his or her own behavior but not for what other people do, teachers must be held accountable for what they do as teachers but not for what their students do as learners. In the first weeks of 1980, Public Broadcasting Service affiliates across the United States aired Free to Choose, a television series featuring the economist Milton Friedman. This article focuses on the production team, which brought Friedman’s small-government, market-focused perspective via privatizing the production of public television. Specifically, executive producer Robert Chitester’s success in bringing the series to air stemmed from two factors: first, he expressed social imaginaries that helped coordinate funding relationships with underwriters; and second, he drew on his institutional knowledge of public television production to navigate zones of regulatory ambiguity without running afoul of broadcast rules and regulations.  相似文献

This study investigated preservice and inservice teachers' perceptions of appropriateness of teacher self-disclosure. A sample of 180 preservice teachers and 135 preK-12 teachers participated in the study. Results showed statistically significant differences between the groups of teachers in their perceptions of appropriateness of teacher self-disclosure in the three dimensions: Uncommon Topics, Uncommon Purposes, and Consideration of Students. No significant differences were found in the two dimensions: Common Topics and Common Purposes. This study makes an excellent contribution to the theoretical framework of the study of teacher self-disclosure and also provides implications for teaching and teacher education.  相似文献

The objectives of this study were to determine the percentage of students who felt they were weak in an academic skill and who took a college assistance program designed to correct that deficiency and to identify the reasons given by students weak in an academic skill for not using a college support service from which they could benefit. Analyses of survey data obtained from 268 instructors and 6,428 of their students enrolled in a cross section of courses in a large multicampus urban community college district showed the following: (1) of those students who did not feel confident in a skill, less than 30% took advantage of a support program designed to assist them in that skill; (2) more than 40% of the faculty felt that the primary reason students did not take advantage of a needed support service was that they were not willing to devote the extra time or effort required to avail themselves of the service; and (3) the main reasons most academically underprepared students gave for not using a support service were that they did not feel a need for the service or had no time for the service. Implications of these findings for educational policy are discussed.  相似文献
