制度变迁视角下的技术性贸易壁垒演化分析

引入基础-派生制度分析框架,在该框架内分析有关技术性贸易壁垒的国际协议与国内技术法规、标准、合格评定程序等制度结构体系,认为在技术经济环境变动而导致的制度变迁利益驱动以及基础性制度对派生性制度的约束不足双重因素的作用下,使得技术性贸易壁垒派生性制度处于持续的非均衡状态之中,从而导致了各国技术性贸易壁垒的不断演化升级.     

Exploring atmospheric free-radical chemistry in China: the self-cleansing capacity and the formation of secondary air pollution

Since 1971, it has been known that the atmospheric free radicals play a pivotal role in maintaining the oxidizing power of the troposphere. The existence of the oxidizing power is an important feature of the troposphere to remove primary air pollutants emitted from human beings as well as those from the biosphere. Nevertheless, serious secondary air-pollution incidents can take place due to fast oxidation of the primary pollutants. Elucidating the atmospheric free-radical chemistry is a demanding task in the field of atmospheric chemistry worldwide, which includes two kinds of work: first, the setup of reliable radical detection systems; second, integrated field studies that enable closure studies on the sources and sinks of targeted radicals such as OH and NO₃. In this review, we try to review the Chinese efforts to explore the atmospheric free-radical chemistry in such chemical complex environments and the possible link of this fast gas-phase oxidation with the fast formation of secondary air pollution in the city-cluster areas in China.

An intelligent propagation distance estimation algorithm based on fundamental frequency energy distribution for periodic vibration localization

Earth surface vibrations generated by passing vehicles, excavation equipment, footsteps, etc., attract increasing attentions in the research community due to their wide applications. In this paper, we investigate the periodic vibration source localization problem, which has recently shown significance in excavation device detection and localization for urban underground pipeline network protection. An intelligent propagation distance estimation algorithm based on a novel fundamental frequency energy distribution (FBED) feature is developed for periodic vibration signal localization. Contributions of the paper lie in three aspects: 1) a novel frequency band energy distribution (FBED) feature is developed to characterize the property of vibrations at different propagation distances; 2) an intelligent propagation distance estimation model built on the FBED feature with machine learning algorithms is proposed, where for comparisons, the support vector machine (SVM) for regression and regularized extreme learning machine (RELM) are used; 3) a localization algorithm based on the distance-of-arrival (DisOA) estimation using three piezoelectric transducer sensors is given for source position estimation. To testify the effectiveness of the proposed algorithms, case studies on real collected periodic vibration signals generated by two electric hammers with different fundamental frequencies are presented in the paper. The transmission medium is the cement road and experiments on vibration signals recorded at different propagation distances are conducted.     

战略性新兴产业人才生态环境定量评价研究

良好的人才生态环境对战略性新兴产业内企业获得高质量人才至关重要,构建评价体系是了解和改善人才生态环境的前提。本文聚焦于企业内部层面,在已有研究基础上设计出企业内部人才生态环境评价体系框架。随后基于战略性新兴产业企业内部人才生态环境需求特征,通过文献研究与重要性指标筛选方法遴选出各级评价指标,并运用Delphi法和AHP计算出各级指标权重,构建出包含三个层级、五个维度的定量评价体系。最后,本文运用评价体系对云计算行业及一真实企业进行分析,证实了评价体系的可行性。     

基于索洛余值法的西安科技进步贡献率测算研究

本文阐述了科技进步贡献率的意义内涵,利用索洛余值法对西安1992-2005年的科技进步贡献率进行了测算,根据测算结果对西安科技进步基本状况进行了简要分析。     

绿色关联数据:概念、要求与工程

采用定量统计方法,对Linked Open Data(LOD)中关联数据集的现状进行分析,认为现有的关联数据存在一定的问题,需要进一步绿色化。在界定绿色关联数据概念的基础上,将其要求分为内在质量、数据描述、数据关联、数据访问、数据生存5种类型,并描述每种类型所包含的具体要求。提出用工程化方法来生产和维护绿色关联数据,涉及数据需求分析、数据设计、数据测试、数据维护和数据工程管理等关键步骤。认为可建立数据更新通知机制和数据评价机制来进一步提高关联数据的绿化水平。     

中美虚拟咨询企业知识服务中的运作机制比较——以InnoCentive公司和疑客中国为例

从市场定位、服务流程、信任机制、风险防范机制和收益分配机制5个方面对中美两家典型虚拟咨询企业知识服务中的运作机制进行比较;在对比分析的基础上,为我国虚拟咨询企业提出4点建议,以期能够找到虚拟咨询业适合的发展道路,促使其积极参与到国际竞争中,争当行业规范、模式的制定者。     

论知名形象商品化的滑稽模仿及其立法规制——利益平衡机制的分析

从版权法的角度来说,滑稽模仿具有其合理性。然而,知名人物的商品化权应当受到保护。商品化的滑稽模仿成为挑战现行立法的问题,通过利益平衡机制分析应当将商品化的滑稽模仿予以立法规制。
