Fairness in access to HE is unarguably a subject of paramount importance. Wherever a student’s secondary school scores are relevant for access to HE, grade inflation practices may jeopardize fair access. Pressures for high grading are common in the context of educational consumerism and competition between schools and students. However, they are not equally distributed across different types of schools, given that they have distinct relationships with the State and the market, and work with distinct populations. Specifically, the schools that are more subject to market pressures (namely private schools) are, in principle at least, the ones with more incentives to inflate their students’ grades. This paper presents an empirical study based on a large, 11 years database on scores in upper secondary education in Portugal, probing for systematic differences in grade inflation practices by four types of schools: public schools, government-dependent private schools, independent (fee-paying) private schools, and specially funded public schools in disadvantaged areas (TEIP schools). More than 3 million valid cases were analysed. Our results clearly show that independent private schools inflate their students’ scores when compared to the other types of schools. They also show that this discrepancy is higher where scores matter most in competition for HE access. This means that—usually wealthier—students from private independent schools benefit from an unfair advantage in the competition for the scarce places available in public higher education. We conclude discussing possible solutions to deal with such an important issue.  相似文献

The main topic of this article is to consider the role of the State in providing higher education in Portugal, paying attention to the fact that the privatisation of higher education has been in place since the eighties (Amaral 1999) and also that it is difficult for students and their families to find the monetary resources needed for attendance at university (Cabrito 1999). The discussion focuses on the funding of higher education in a quasi-market situation (Le Grand et al. 1993), as Portugal hasn't escaped the universal trend towards privatisation of education (Whitty et al. 1998). In the last decade, the relationship between State, universities and students has been changing rapidly (Acherman et al. 1989; Barr et al. 1993; Williams 1990; Henkel et al. 1999), and some arguments are presented that equity in access to higher education must be guaranteed (Mora 1997; UNESCO 1998; Williams 1992). In this connection, the need is argued for free attendance on higher education and State subsidies to students to cover the costs of education. Firstly, the economic and social condition of university students is presented. Using data from two periods, one academic year from the 60s and one from the 90s, the increase in the degree of equity that the university system had known in recent decades can be verified. According to the analysis, the Portuguese population in general is better represented in the university student body nowadays, than in the 60s. Therefore, it is possible to discuss the maintenance of a low degree of equity in the Portuguese university system. For this, the economic and social condition of university students is compared with – that of the Portuguese population in the 90s. Secondly, the expectations of the students of higher education are presented, in order to understand the value attached by them to a university degree, which explains the social demand for education. Finally, the costs of higher education, both private and public, are evaluated. From this evaluation, it is possible to conclude that the principal source of funding of higher education costs is the student and his/her family and to discuss the need for a more interventionist State in higher education financing. The aim of this study was to examine the metabolic effect of a female soccer match in elite and sub-elite teams. Blood samples were taken (24 h before, immediately after and 18 h after official soccer matches) to determine haematological, electrolytic and hormonal variables, as well as the levels of cell damage and oxidative stress in 14 elite and 14 sub-elite players. Our results show increases in white blood cell count (P < 0.001) and the percentage of neutrophils (P < 0.001), and decreases in the percentage of lymphocytes (P < 0.05), eosinophils (P < 0.001), monocytes (P < 0.001) and basophils (P < 0.05) immediately post-match. Increases were also found in lactate dehydrogenase activity (P < 0.001), uric acid (P < 0.001), albumin (P < 0.001), total antioxidant status (P < 0.001) and free testosterone levels (P < 0.01). Creatine kinase activity significantly increased 18 h post-match (P < 0.01) and the concentrations of several ions, glucose and proteins were found to be altered immediately post-match. Overall, our results show that playing a soccer match exerts specific metabolic effects on female players, resulting in muscle damage, oxidative stress and biochemical and hormonal variations. On the basis of some interesting correlations, we also suggest that exercise-induced cell breakdown may enhance antioxidant capacity of the soccer players.  相似文献

We explore how risk management and design flexibility interplay in major (infrastructure) projects, using the £4.2bn Terminal 5 project to expand London's Heathrow airport. By juxtaposing these two conceptual frames, we unearth the conditions under which they can be complements for managing the tension between efficiency and effectiveness central to these projects. Building design flexibility - through modular or safeguarded integral architectures - increases adaptability to accommodate evolving requirements which is necessary to attain effectiveness. Efficiency, in turn, demands risk management to deliver the project ‘on time, within budget’. We explain variation in the interplay between the two approaches, highlighting the moderating role of the developer's relationship with the customer. Strong co-operation, particularly in a stable environment, encourages investments in design flexibility. Risk management practices prevail when co-operation breaks down. Another insight is that co-location and continuity of key project staff are themselves inadequate conditions to sustain co-operation.  相似文献

This study sheds light on polycentric forms of organizing and corresponding performance implications. Organizations with a polycentric architecture supplement their internal hierarchical decision-making structures with egalitarian, local structures in order to encourage collaboration with legally independent stakeholders. We ground our study on the planning stage for four capital-intensive infrastructure development projects (megaprojects) in the UK. We first establish that megaproject planning is carried on by polycentric organizations. We show that in this form of organizing the promoter has decision-making authority over the high-order choices, but shares the authority over the local choices with groups of autonomous stakeholders. We also show how this organizational architecture addresses local disputes and pressures to relax performance targets. Our main contribution is a contingency model that proposes four conditions linking performance to polycentric organizing, whether or not: i) the institutional environment empowers an ‘umpire’ to referee disputes; and ii) the system leader can mobilize substantial slack resources to reconcile conflicting interests. We argue that the four conditions reveal very different classes of managerial problems, and draw implications for practice and policy including but not limited to megaprojects.  相似文献

ABSTRACT

It is widely known that people with Down syndrome have difficulties transitioning from a basic understanding of counting and cardinality to more advanced arithmetic skills. This is commonly addressed by resorting to the mechanical use of algorithms, which hinders the acquisition of mathematical concepts. For this reason some authors have recently proposed a shift in the focus of learning from arithmetic to more fertile fields, in terms of understanding. In this paper we claim geometry fits this profile, especially suited for initiating children with Down syndrome into mathematics. To support this we resort to historical, epistemological, and cognitive reasons: the work of Séguin and his intuition on the central role of geometry in the development of abstract thinking in the so-called idiot children, the ideas of René Thom about the role of continuum intuition in the emergence of conscious thinking, and finally the two strengths people with Down syndrome display: visual learning abilities and interest in abstract symbols. To support these ideas we present the main findings of qualitative research on elementary mathematics teaching to a group of seven children (3–8) with Down syndrome in Spain. The didactic method used, naturally enhance their naïve geometrical conceptions.  相似文献
