Copyright complicance in the electronic age: Conceptual issues

This article focuses on several conceptual and structural issues that are central to copyright compliance in the electronic age. It presumes the development of a national electronic network for storing, organizing, accessing, managing, and charging for information. The article first discusses the implications of constructing a comprehensive electronic “highway,” or Digital Library System (DLS), which would link information to the widespread community of users. It then presents the ramifications of a highly decentralized set of subsystems serving rights holders and users, linked by protocols established by the DLS. A discussion of the implications of digital interchangeability for copyright follows. The article ends with an analysis of alternatives to existing intellectual property rights conveyance systems, and concludes that current ownership structures, and systems for conveying rights and royalties, will remain the foundation for copyright in the electronic world. Academic libraries and university presses

In recent years university presses have undergone some significant changes, such as expansion of their scope to include materials that may have appeal beyond the scholarly market. This article investigates, through the use of a survey of university libraries, the acquisition of university press products by libraries. In general, recent years have been changes in the relationship between university presses and libraries that have resulted in fewer items being purchased by the libraries.     

Collaborative Research: Policy and the Management of Knowledge Creation in UK Universities

Collaboration in research activity is now the rule not the exception. It is encouraged by government, funding bodies and research councils. However, the concept of collaboration is difficult to define. It occurs at many different levels, driven by a complex research system-policy dynamic. Three different models of collaboration – inter-personal, team and corporate – are identified, each with their own rationale, structure, benefits and costs. The paper examines the institutional implications of these models. It argues that institutions and individual researchers conceptualise and operationalise research collaboration in different ways. Although vital to institutional mission, collaborative research is rarely mapped by senior managers with any precision. In general, institutional approaches to the management of collaborative research lag behind the policy rhetoric. The paper concludes with an overview of the key dilemmas for institutional strategists and policy makers posed by the shift towards more collaborative approaches to research.     

Creating a Binary Policy in Austria

In 1993, the Government of Austria passed legislation establishing a 'binary policy' in higher education. A new accrediting body the Fachhochschulrat was created, empowered to accredit vocationally oriented courses in any institution seeking to offer them. Institutions meeting certain conditions will be entitled to seek designation as Fachhochschulen. The policy marks an important departure from the traditionally highly regulated and centralized system of policymaking in Austria. The article offers an analysis of the factors leading to the policy and analyses the implications for the future. It draws on the author's experience as a member of a team of examiners from the Organization for Economic Co-operation and Development (OECD) undertaking a policy review of Austrian higher education, and points to lessons for Austria from the United Kingdom's experience over the last 25 years.

This article discusses the changing relationships of authors and publishers, the current trends and challenges they face, and the direction of these relationships in the future. As the STM publishing industry finds itself in the midst of significant technological and economic changes, this article provides background to these changes and looks at the key elements, including open access business development, institutional repository trends, and emerging public financing policies in the future.
