ABSTRACT

This article examines a particular type of public–private partnership (PPP) that is rarely studied in comparative educational policy studies: one in which a government funds privately run international schools. The aim of this PPP is to enrich and thereby improve the regular curriculum or to the quality of education in public schools. As the exponential growth of International Baccalaureate (IB) illustrates, such forms of PPP have increased significantly over the past few years. The authors show that transnational accreditation holds a special appeal for the middle class that is committed to cosmopolitanism, international mobility, and global citizenship. However, international standards schools such as IB are not alone with advancing a transnational accreditation of their educational programmes. Symbolically, Programme in International Student Assessment also provides a transnational accreditation, albeit not on individual education programmes but rather on entire educational systems. The article examines the reasons for the popularity of this type of PPP, analyses the interaction between the private and public education sectors, and investigates how governments explain, and what they expect from, the close cooperation with private education providers.  相似文献

Abstract

Critical pedagogy is in crisis. To address this crisis, this paper reinvents Paulo Freire’s concept of utopia in and for our age of the Anthropocene. Understood as a system, postdigital critical utopia provides us with normative foundations and returns agency from invisible data and algorithms to human beings. Understood as a process, postdigital critical utopia unmasks the myth of neutrality and adds an important element of myth, religion, ritual, and faith. Understood as an orientation, postdigital critical utopia needs to be balanced by dystopia, integrate environmental considerations, and act with a combination of epistemical curiosity and hope. Theoretical and practical attempts at introducing advanced technology to reimagine new utopias now take place in media theory, hacking, activism, and small pockets of the academia. To transcend its own crisis and remain relevant, contemporary critical pedagogy movement must urgently join these attempts. However, catching up with technological development is only the tip of a much larger iceberg. In order to take the lead in processes of modernization, critical pedagogy movement needs to actively develop utopian visions and techno-administrative systems which may support these visions.  相似文献

In The Onlife Manifesto: Being Human in a Hyperconnected Era Luciano Floridi and his associates examine various aspects of the contemporary meaning of humanity. Yet, their insights give less thought to the political economy of techno-capitalism that in large measure creates ICTs and leads to their further innovation, development and commercialization. This article responses to Floridi’s work and examines political economy of the blurred distinction between human, machine and nature in the postdigital context. Taking lessons from early history of the Internet across the Eastern and the Western Bloc, it examines ideological underpinnings of development of information and communication technologies. The paper points towards the postdigital challenge of the rising importance of biological sciences, their mutual connection with information sciences, and the society at large. It introduces the concept of bio-informational capitalism, and closely examines the relationships between biology and information. Based on authors’ previous works the chapter introduces the concepts of homo economicus and homo collaborans, and claims that their mutual differences do not make a case for a dualist philosophy—instead, the two concepts should be understood as opposite poles of a continuum. However, it shows that the biological challenge is not a mere continuation of our existing (research) questions, and that it introduces new postdigital ways of understanding our reality. In conclusion, the chapter calls for developing a new, postdigital language of inquiry, which reinvents the digital challenge and invents its relationship to biology.  相似文献

Both participation in dialog and exposure to others from different cultures have been theorized to increase the ability of an individual to be creative. This study focused on the multicultural student-to-student dialog that took place in one graduate level course. The purpose of this study was to explore how participation in this dialog might influence student creativity, specifically how the students generated creative ideas for their final course papers. No connection was found between participation in the multicultural student-to-student dialog and the generation of creative ideas for their final papers. However, insight was gained into the creative process used by students in generating their final paper ideas.  相似文献

This paper presents a benchmark proposal for the Open Government and its application from the open data perspective using data available on the U.S. government's open data portal (data.gov). The benchmark is developed over the adopted Open Government conceptual model, which describes Open Government through data openness, transparency, participation and collaboration. Resulting in two measures, that is, one known as the e-government openness index (eGovOI) and the other Maturity, the benchmark indicates the progress of government over time, the efficiency of recognizing and implementing new concepts and the willingness of the government to recognize and embrace innovative ideas.  相似文献

Dual-task effect on postural control in high-level competitive dancers   总被引:1,自引:0,他引:1  
We investigated balance in 33 competitive dancers (17 females, 16 males) and 22 controls (17 females, 5 males) (age 16-27 years) on a force plate in two conditions: single task (quiet stance) and dual task (with a concurrent mental task). Balance was evaluated using centre-of-pressure shift (sway) variability, mean speed, frequency, and sample entropy. The effect of the dual task in the medio-lateral plane was comparable in both groups, decreasing sway variability (P < 0.05) and increasing mean speed (P < 0.001), frequency, and sample entropy (P < 0.001), showing that the participants effectively increased the level of automaticity. In the antero-posterior plane, the dual task also increased sway frequency and sample entropy (P < 0.01) in dancers without affecting their standing performance. In contrast, postural control in non-dancers was vulnerable to reduced cognitive investment, which adversely interfered with baseline performance. There were very high correlations between sway sample entropy and frequency in each group, plane, and task (r = 0.92-0.98, P < 0.001), indicating that both parameters may measure the same characteristic of postural control and that higher sway frequency may play an important role in protecting stability in dual tasking. The postural control of dancers and non-dancers appears to be similar, although dancing seems to facilitate the increased level of automatic control in the antero-posterior plane.  相似文献
