How well do governments comply with their own transparency statutes? Alarmingly, answers to this question are in short supply because of patchy comparative data. This study begins to address this gap by analyzing an exhaustive compilation of 265 transparency compliance evaluations (i.e. audits) authored by NGOs, academics, and government oversight authorities across Latin America between 2003 and 2018. Aggregating data on patterns of evaluation and public sector compliance with transparency statutes, we find modest increases in compliance over time, strikingly low compliance with passive transparency compliance (i.e. governmental responses to citizen requests) at the local versus national levels of government, and significantly higher compliance scores when government oversight agencies act as evaluators. Our data also reveal worrying gaps in evaluation efforts. Evaluators tend to focus far more on active transparency (i.e. website-based disclosure) than passive transparency, more on national level governments than subnational governments, and preponderantly on the executive as opposed to legislative or judicial branches of government. Textual analyses show that education is the most evaluated policy theme, with financial policies and social services close behind. In presenting the first large-scale cross-national assessment of transparency compliance, the current study brings to light trends in the effectiveness of transparency regimes and patterns of transparency evaluation across Latin America.  相似文献

Hypermedia learning environments (HLE) unevenly present new challenges and opportunities to learning processes and outcomes depending on learner characteristics and instructional supports. In this experimental study, we examined how one such HLE—MetaTutor, an intelligent, multi-agent tutoring system designed to scaffold cognitive and metacognitive self-regulated learning (SRL) processes—interacts with learner’s prior domain knowledge to affect their note-taking activities and subsequent learning outcomes. Sixty (N = 60) college students studied with MetaTutor for 120 min and took notes on hypermedia content of the human circulatory system. Log-files and screen recordings of learner-system interactions were used to analyze notes for several quantitative and qualitative variables. Results show that most note-taking was a verbatim copy of instructional content, which negatively related to the post-test measure of learning. There was an interaction between prior knowledge and pedagogical agent scaffolding, such that low prior knowledge students took a greater quantity of notes compared to their high prior knowledge counterparts, but only in the absence of MetaTutor SRL scaffolding; when agent SRL scaffolding was present, the note-taking activities of low prior knowledge students were statistically equivalent to the number of notes taken by their high prior knowledge counterparts. Lean six sigma is a management methodology that firms can employ to achieve substantial improvement in supply chain performance. However, few pedagogical exercises facilitate students’ use of a comprehensive set of lean six sigma principles within a supply chain context. We describe the Airplane Supply Chain Simulation that helps students understand how lean six sigma concepts may be leveraged to improve supply chain performance. The basis of this simulation is a four‐tier supply chain, consisting of suppliers (two tiers), a manufacturer, and a customer, that produces three models of paper airplanes to meet randomly distributed customer demand. In the first of three successive runs, a highly structured simulation is executed in which supply chain roles are well defined, material flows are convoluted, and a “push” production strategy is followed. The first simulation as the “current state” and, for the second and third simulation runs, challenge competing student teams to leverage lean six sigma concepts to develop a “future state” that enables the fulfillment of all customer orders at the lowest cost. Results based on statistical analyses of survey response data from 194 MBA students show that the Airplane Supply Chain Simulation is an effective participative, team‐based learning tool.  相似文献

This paper explores a theoretical and methodological basis for studying foreign immigrants' acculturation processes from a communication perspective. Communication patterns of immigrants are conceptualized on three levels — behavioral, attitudinal, and perceptual. The behavioral level of communication includes the immigrant's participation in communication channels of the host society as well as the ethnic community. The perceptual level refers to the immigrant's cognitive structure in perceiving the host society. The attitudinal level is examined by the immigrant's affective-evaluative orientation toward the host society. The three levels of communication patterns were empirically investigated in a survey of 400 randomly selected Koreans in the Chicago area. The communication variables were assessed through composite scores using questionnaire items that were tested for reliability. The results show an overall linear trend in the immigrant's interethnic communication with Americans, positive attitude toward Americans, cognitive complexity in perceiving the American society, and satisfaction level. A simultaneous increase is observed in the immigrant's interpersonal communication with Americans and with other Koreans. The immigrant's use of ethnic media rapidly decreases over the years while that of American media steadily increases. Findings are discussed in comparison to previous studies of foreign immigrants and students and to sociological theories of acculturation of minority groups.  相似文献
