From unbundling to market making: reimagining,reassembling and reinventing the public university

ABSTRACT

In Britain and New Zealand the neoliberal assault on universities has shifted from new public management and funding models to the special status of the public university. The project aims to complete neoliberal business initiated 25 years ago by more fully marketising and financialising universities, starting with ‘unbundling’ and outsourcing and culminating in new forms of privatisation, rent-extraction and rebundling. This paper analyses two documents commissioned beyond government to create political momentum for this project: Avalanche is Coming and The University of the Future. These both capture the zeitgeist of reform while simultaneously creating the university futures that they portend. We examine the market-making work they perform in reimagining and reinventing universities ahead of policy reform. We argue that claims made to support fundamental restructuring of public universities lack substance or evidence. Rather, each is underpinned by different configurations of ideology and self-interest that together envelope universities in new agendas of marketisation, financialisation and privatisation. We suggest that in this latest restructuring of public universities critics should pay more attention to the work of consultancies and think tanks alongside the micro-details of market making. By doing so, they too might reimagine public universities, but for a different political project.     

Developing Culturally Competent Preservice Teachers

An unfortunate, yet persistent, truth in U.S. public schools is the large achievement gap existing between children from culturally and linguistically diverse backgrounds and their White, middle-class counterparts. The potential for cultural dissonance between contemporary teachers and their students necessitates that educators must persistently seek culturally responsive practices. Much has been written regarding strategies for culturally responsive pedagogy; therefore, this article moves beyond a review of culturally responsive pedagogy. Rather than providing teacher candidates with more suggestions for culturally responsive teaching activities, the authors provide teacher educators with specific resources for facilitating the development of cultural competence among preservice teachers.     

Showing and telling: The Difference that makes a Difference

In this article I attempt to clarify an essential difference between the ways in which pictures and words convey meaning. Despite the fact that the distinction between showing and telling is widely understood and clearly marked in ordinary language, it is often ignored when writers and researchers provide accounts of how children’s picturebooks work. As a result, such accounts are often unrealistic, providing distorted images of picturebook text. I briefly examine one such attempt to differentiate and characterise various types of picturebook and then conclude by showing how Anthony Browne exploits the distinction between showing and telling to create the atmosphere of uncertainty and mystery in his classic book Gorilla.     

Ten Years of Puzzling about Audience Awareness

The decisions evaluators make regarding how to work with teachers through the annual evaluation process can have a positive impact on teacher growth and student learning. In this article, the author examines the quality of feedback and how administrators use and provide this feedback to teachers through the evaluation process. What constitutes quality feedback? How does quality feedback support teachers' instruction? How can the supervision and evaluation process offer both teachers and administrators an opportunity to work together to improve student learning? The evaluation process should support the goal of maintaining a high level of quality instruction. In the end, the goal is to increase student learning by improving the effectiveness of teaching.     

Factors Influencing M.S.W. Students' Interest in Clinical Practice

This study utilizes linear and log‐linear stochastic models to examine the impact that a variety of variables (including graduate education) have on M.S.W. students' desires to work in clinical practice. Data was collected biannually (between 1992 and 1998) from a complete population sample of all students entering and exiting accredited graduate programs of social work in California (n = 5,793). The influences of past practice experiences, professional motivations, socio‐demographic characteristics, ideological affiliations, and education and training experiences while a graduate students were all examined. Findings suggest that there is tremendous commonality in the variability of interest toward doing clinical practice among all student groups both before and after the completion of graduate studies. Male and female students, students of varied ethnic, social class and political identifications/affiliations, along with students of varied ages did not differ in their desire or interest to engage in clinical practice. The desire to prepare for private practice had the strongest influence—that was maintained over the course of their education—on students' interests in clinical social work. Desires to work with the poor were not associated with students' desires to be clinicians who wish to apply their trade across a wide variety of problems and populations.     

Health literacy and consumer health information

The rigours of the past few years have demonstrated the importance of good health literacy levels with the imperative of being able to obtain and interpret information to maintain and improve one's health never more apparent. With this in mind, this issue is focused on consumer health information, the gender and population group differences that exist in information seeking behaviour, the challenges of understanding medical explanations and terminology, and existing criteria to assess and ultimately produce better consumer health information.     

Stress Reactivity and Self-Recognition

This study examined longitudinally whether early differences in reactivity to stress are related to self-recognition at 18 months of age. Adrenocortical and behavioral to Stress responses to routine inoculation at 2, and 4 months and at 6 and 18 months were obtained. Previous finding indicated a development shift in adrenocortical functioning by 6 months of age that included the emergence of stable individual differences in cortisol response from this point in development. Self-recognition was related to greater cortisol response and less rapid quieting at 6 to 18 months, whereas 2- to 4-month cortisol and quieting response did not differentiate self-recognizers and non-self-recognizators. These findings indicate a role for temperament differences in facilitating the emergence of self-recognition.
