Hong Kong launched the Pre-primary Education Voucher Scheme (PEVS) in 2007 to promote the “3A's” of early childhood education (ECE): affordability, accessibility, and accountability. The PEVS has three unique features: discriminating against profit kindergartens, promoting teacher professional development, and limiting parents’ choice to only non-profit schools. To understand the voucher scheme's perceived impacts, this study conducted stratified random sampling to include 10% of Hong Kong kindergartens and surveyed their parents, principals, and teachers. A total of 380 completed questionnaires were collected and analyzed, and the results indicated that (1) the majority of the respondents perceived positive impacts on the 3A's of ECE; (2) significant effects of stakeholders (parents, teachers and principals), school types (profit or non-profit), eligibility, and familiarity were found in between- and within-group comparisons; (3) the parents and especially those from non-profit/eligible kindergartens tended to perceive more positive impacts than others; and (4) the principals and teachers reported some implementation difficulties. Implications for voucher reform in others countries are discussed.  相似文献

This study investigated which social media platforms are used as information sources, and for what purposes. It also examined how user characteristics are related to the use of different platforms. A Web-based survey was used to collect data from undergraduate students. Responses from more than 800 students showed that most of the social media platforms are used as information sources, where wikis, user reviews, and media-sharing sites emerged as the top platforms. The purpose of use varied across platforms. T-test and ANOVA results also revealed individual differences. Significant differences in gender, class level, academic discipline, and Big Five personality traits were found in the frequency of information seeking using different platforms and also in the purpose of use. Study findings have implications for information literacy (IL) education and information services. Because many students are actively using social media platforms for a variety of information-seeking purposes, it is suggested that IL programs embrace social media as potential information sources and offer effective strategies for using and evaluating these increasingly popular social media sources.  相似文献

The non-binding nature of the Bologna Declaration and loose policy-making and implementation through the open method of coordination (OMC) have led to varied national responses to the Bologna Process. The OMC has allowed countries room for manoeuvre to interpret Bologna policy and attach different degrees of importance to it. Looking at the interplay between agency and structure in policy implementation, this article aims to illustrate the localised character of Bologna policy implementation driven by national priorities and political agendas, a reflection of the ‘policy as text’ metaphor (Ball, 1994). The analysis is driven by an agentic understanding of the policy process, highlighting ‘actors’ perceptions, perspectives, preferences, actions and interactions' (Trowler, 2002). Three different country reactions are examined — England, Portugal and Denmark, described as selective acquiescence, creative commitment and strategic conformity to capture the essence of the cases in question. In analysing the countries' responses, the article considers national readings of Bologna, motivations behind responses to the Process, as well as its reception and implementation at national level.  相似文献

ABSTRACT

This study explores how conceptions of learning relate to quality of university life among deaf or hard-of-hearing (DHH) and hearing university students in mainland China. The Conceptions of Learning Inventory III and the Quality of University Life Measure were administered to 200 DHH and 240 hearing students. Results showed that deep-level conceptions of learning (learning as duty) significantly and positively predicted quality of university life among DHH and hearing students, while surface-level conceptions of learning (learning as gaining information) significantly negatively predicted quality of university life among DHH students. The significance, limitations, and implications of the present research for university administrators, teachers, and students are discussed.  相似文献

This paper analyses how middle managers perform and experience their role in enacting policy in Scottish higher education institutions. The policy focus is the quality enhancement framework (QEF) for learning and teaching in higher education, which was launched in 2003. The data-set was collected between 2008 and 2010, during the evaluation of the QEF by means of focus groups with middle managers at nine Scottish institutions. The metaphor of a policy implementation staircase helps to situate middle managers’ position in enactment, and analyse their experience of the role. Despite the values of collegiality and ownership upheld by the QEF, middle managers’ accounts of their practices reveal that their position at the interface between university management and core academic activities continues to be a delicate one, marked by contradictory allegiances to institutional strategies and the concerns of academic colleagues. While emphasising middle managers’ pivotal role in the implementation of the QEF policy, the data paradoxically suggest that the systemic positioning of middle managers is more influential in shaping their role of mediation than the values of collegiality and ownership promoted by this enhancement approach to quality specific to Scotland.  相似文献

In Portugal, research productivity is nowadays essential for the positive assessment of academics, research units and study programmes. Academic inbreeding has been highlighted in the literature as one of the factors influencing research productivity. This paper tests the hypothesis that inbreeding is detrimental for research productivity, measured through the number of publications listed in Scopus. The study resorts to a database provided by the national Agency for Assessment and Accreditation of Higher Education (A3ES), which comprises all academics teaching in all Portuguese institutions in the academic year 2015/2016. The sample selected for the analysis contains all academics with a PhD in Sociology (N=289). The study uses a special regression model for the analysis: the negative binomial logit hurdle. This was necessary given the large amount of academics with no publications or citations in Scopus, which were the dependent variables to assess research performance. The analysis provides separate results for the probability of inbred academics of having no papers/citations, and for the probability of producing more papers/citations than the non-inbred. Findings suggest that academic inbreeding, defined at the institutional level, has no negative effect on research productivity, contrary to what was expected. However, when defined at the national level, academic inbreeding is detrimental for the recognition and the impact of research: academics with a foreign PhD are more likely to have citations compared to academics who obtained their PhD in Portugal. A tendency was also noted that inbreeding might be more detrimental to research productivity in faculties of Economics than in Social Sciences and Humanities.

Abstract Using a liquid approach, the authors analyze the intercultural discourse of Taiwanese students who had taken part in a short term exchange program with a Malaysian university. The four participants were graduating in Mandarin Chinese in their home institution and were following a Chinese program in multilingual Malaysia. Data were collected through focus groups held in Mandarin Chinese and focused on their experience in the host country. The authors analyze how participants talk about themselves, Malaysians, and their adaptation to the host country. The processes of essentialization and othering that occur and put in contrast the host and the home contexts are similar to those held in Asia-to-Europe mobility and very far from an “interculturality without culture” (Dervin, 2010). If we focus on the construction of discourses, this Asia-to-Asia mobility forces us to relativize the opposition of cultures as an explanation for difficulties encountered by mobile students.  相似文献

The field of special education is thought to be a stressful profession due to the complex needs of the students. The current study aimed to assess the effectiveness of a mindfulness-based smartphone application intervention for reducing burnout in special educators. We used the Copenhagen Burnout Inventory scale (with three subscales; personal, work-related and student-related) to measure burnout and the Five Facets of Mindfulness (shortened version) to assess mindfulness. Special educators (n = 29) were assigned to either the experimental group (n = 14) which used the ‘Smiling Mind’ app for guided meditations or the active control group (n = 15) which used ‘Day One’, a note-taking app, for a list-making activity. Both groups used their assigned apps for 10 days. The experimental group showed significant reductions from baseline to post-intervention on the personal burnout subscale while the control group did not, indicating that the intervention affected this domain of burnout. This was maintained at a 2-week follow-up. Mindfulness scores did not significantly increase in the experimental condition, meaning that the mechanism of this decrease in personal burnout is unknown. Further research is needed in order to add to the knowledge on preventing and treating burnout in special educators.  相似文献

This study aimed at providing explanation and prediction of principals’ inclusive education intentions and practices under the framework of the Theory of Planned Behaviour (TPB). A sample of 209 principals from Hong Kong schools was surveyed using five scales that were developed to assess the five components of TPB: attitude, subjective norm, perceived behaviour control, intention, and behaviour. Rasch analysis was utilised to examine the psychometric quality of the scales and generate principals’ measures, which were subsequently subjected to path analysis to investigate the relationships among the five components. The results revealed a good model–data fit. Principals’ attitude and perceived subjective norm were strong and significant predictors of their intention to implement inclusive education. The predictive power of perceived behaviour control on intention was not significant. Intention and perceived behaviour control were found to have significant predictive power for principals’ reported inclusive practice. The implications of the findings are discussed.  相似文献
