Millions of Canadians residing in Canada's northern, isolated, rural, and remote communities do not have broadband Internet access. This situation has led to a national “broadband divide.” That is, the deployment of wireline broadband is very limited in Canada's northern, isolated, rural, and remote areas because of the significant expense of installation and maintenance of the wired infrastructure needed to reach dwellings in these locations.Terrestrial broadband wireless technology, on the other hand, does not entail the same kind of physical infrastructure. As a result, there are dramatic changes in how spatial considerations affect the provision of broadband Internet services (BIS) to areas beyond the urban zone. In particular, the spatial question is now focused on assessing the capacity for different technological solutions to reach profitable population bases, and brings to the forefront organizations that are developing non-line-of-sight (NLOS) technologies that would permit wireless Internet access over much greater distances than current solutions.We begin this paper by establishing the importance of broadband connectivity to Canada's northern, isolated, rural, and remote communities. This discussion comments on the role of the Government of Canada in the provision of broadband connectivity to residents of these communities, and outlines the current regulatory issues that govern wireless services and policy formulation.The second part of the paper illustrates the use of geographic information system (GIS) approaches in the study of wireless broadband planning and deployment. Case study findings suggest that GIS applications can make a significant contribution to the analysis of wireless deployment planning, to the understanding of the relationships between wireless signal sources and consumers, and to the spatial configuration of terrestrial wireless broadband networks. We conclude the paper by discussing how the GIS approach employed could be used to inform the public policy process with regard to increasing access to broadband Internet services in all regions of the country, and thereby providing the opportunity for all Canadians, regardless of location, to fully participate in the Information Society. 相似文献

behaviour of previous searchers to personalize future result-lists according to the implied preferences of a community of
like-minded individuals. This technique is implemented in the I-SPY meta-search engine and we present the results of a live-user
trial which indicates that I-SPY can offer improved search performance when compared to a benchmark search engine, across
a variety of performance metrics. In addition, I-SPY achieves its level of personalization while preserving the anonymity

In this paper are presented the results of a study of synchronous motor oscillations resulting from sudden application of mechanical load. By means of the Differential Analyzer at the Moore School of Electrical Engineering of the University of Pennsylvania, theoretical synchronous machine equations were solved for conditions of suddenly applied load, and the effect on the resulting oscillations of variations in field excitation was determined for the most practical cases. The analyzer results were checked by a number of experimental observations, and it was found that the magnitude and duration of the oscillations could be greatly decreased by using the proper type of excitation variation. 相似文献

AbstractThe renaissance of Asian martial arts is a conspicuous example of cultural hybridity in a global setting. Globalization brings these arts under the dual sway of cinema and sport to a degree unprecedented in their history. This pull, which I describe in terms from Deleuze and Guattari as deterritorialization, creates new challenges for Asian martial arts practice. This study highlights the longitudinal changes in educational attitudes of students during the freshman year of college, with the prime focus on comparisons between students in a living-learning program (N=95) and students in the regular curriculum (N=89) at the University of California, Davis. The Student Orientations Survey was used in a pre-post design, and major results were (1) students who selected the experimental program held somewhat different attitudes from their peers in the regular curriculum prior to the start of the academic year and (2) compared to changes in attitudes of their peers, the experimental-program students, by the end of the academic year, had significantly decreased their desire for lectures and formalized education, expressed greater interest in self-directed independent study, desired a more significant role in educational decision-making, and viewed education more as a way of exploring various academic areas rather than solely preparing for a vocational future. In December 2002, the Foundation for People with Learning Disabilities' Committee of Inquiry into the mental health needs of young people with learning disabilities produced its report.
Barry Carpenter, Chief Executive at Sunfield and Chair of the committee, and Hazel Morgan, head of the Foundation for People with Learning Disabilities, take this opportunity to share some insights into the workings of the committee and summarise the key findings. The committee drew evidence from a range of sources, but placed the voices and experiences of young people with learning disabilities at the centre of their proceedings. The committee's findings and recommendations were wide ranging and will have far-reaching implications, but there are immediate messages that schools and colleges should hear. We investigated differences between field-study classrooms and traditional science classrooms in terms of the learning environment and students’ attitudes to science, as well as the differential effectiveness of field-study classrooms for students differing in sex and English proficiency. A modified version of selected scales from the What Is Happening In this Class? questionnaire was used to assess the learning environment, whereas students’ attitudes were assessed with a shortened version of a scale from the Test of Science Related Attitudes. A sample of 765 grade 5 students from 17 schools responded to the learning environment and attitude scales in terms of both their traditional science classrooms and classrooms at a field-study centre in Florida. Large effect sizes supported the effectiveness of the field-studies classroom in terms of both the learning environment and student attitudes. Relative to the home school science class, the field-study class was considerably more effective for students with limited English proficiency than for native English speakers. 相似文献
