文秘人员的素质直接影响档案的收集、整理、保存、管理等各个环节,只有增强文秘人员的档案意识、业务能力,激发他们的工作热情,才能全面提高档案工作的质量和水平。     

Introduction to this Special Issue

In 2001, for the first time in the history of the International Association for Counselling, International Conference was held in a developing Asian country–India, with the theme Families in Transition–Counselling in Transition–Meeting the Challenges Ahead. This special issue contains some of the presentations made by Indian participants during this conference which best reflect the challenges and diversities of counseling efforts with families in India. The first article was specially written for this issue in order to give an international relationship of this journal an in depth contextual understanding of Indian families in transition and the challenges they pose to the contemporary Indian counselor. Two articles are reflected to counseling families affected by socio-politial and economic changes. Five authors have written on counseling related to physical and mental disability/addiction and last two articles are reflected to authors experiences as family counselors.

经受科学的考验和洗礼，锻造出过硬的科技素质，是埋头进新时代的党员干部面临的新课题。实施党员干部科技素质继续教育，在科学知识学习和实用科技能力培训的同时，还庆注重从强化基层党员干部的科技意识、提升共产主义品格的科技含量、加固共产党人的科学精神诸方面，刷新广大基层党员干部的精神文化风貌。     

Kinetics study on biomass pyrolysis for fuel gas production

Kinetic knowledge is of great importance in achieving good control of the pyrolysis and gasification process and optimising system design. An overall kinetic pyrolysis scheme is therefore addressed here. The kinetic modelling incorporates the following basic steps: the degradation of the virgin biomass materials into primary products (tar, gas and semi-char), the decomposition of primary tar into secondary products and the continuous interaction between primary gas and char. The last step is disregarded completely by models in the literature. Analysis and comparison of predicted results from different kinetic schemes and experimental data on our fixed bed pyrolyser yielded very positive evidence to support our kinetic scheme. 教育事业的发展需要教育政策的支持,树立科学的教育发展观,首要任务是制定科学的教育政策,这是由教育政策的基本属性决定的:一方面,科学的教育政策以科学发展观为价值取向,受教育发展规律的指导,具有教育理论的特征;另一方面,科学的教育政策作为教育践行科学发展观的支柱,促进教育事业的全面、协调和可持续发展,又具有教育实践的特征。科学的教育政策是将教育理论通过复杂、合理的构建,并系统地作用于教育实践的桥梁。教育理论与教育实践发生作用的过程也是科学的教育政策系统运行的过程、完善的过程、发展的过程。     

从构建和谐社会的要素看教育作为

构建和谐社会的要素包括主体、文化、物利、关系、制度和环境六个层面, 它们各具作用,又相互关联。教育之于它们的良性互动有着特殊的功用。和谐社会需要和谐的教育。教育在构建和谐社会中的作为表现在:促进人、社会关系、人与社会、人与自然以及教育自身的和谐发展,开展理性教育和敬人教育,推进社会均衡协调发展,致力于建设民主社会和民主政治等方面。
