Budget constraints and difficulty raising taxes limit school districts from expanding education programming, even when research shows that additional expenditures would generate economic benefits that are greater than costs. Recently, coalitions of private investors, philanthropists, education practitioners, and government finance analysts have emerged to create opportunities to expand education services that promise high rates of social net benefits without raising taxes or reducing other expenditures. These collaborators have a strong interest in obtaining careful estimates of educational program effectiveness. We describe the use of social-impact borrowing to increase access to the Child-Parent Center preschool-to-third grade intervention for at-risk students in the Chicago Public School District. The partners include the city, school district, investors, nonprofit organizations, and a university. The key to the feasibility of social-impact borrowing is the ability to document that early intervention can reduce the need for later special-education services. With the help of private investors and nonprofit organizations, it is possible for public school districts to finance services with funds from private sources and use future cost savings to repay this debt. We discuss how social-impact borrowing is being used in Chicago and in Salt Lake County as the nation's first 2 instances of using pay-for-performance social-impact borrowing to support early education.  相似文献

Abstract

Library automation provides a comprehensive way to lessen physical labor, reduce human error and grant access to information materials anywhere and anytime. A mobile computerized system for handling the activities and services of the library helps the library staffs to process the work more accurately, and it saves time as well. This research work aimed to design and implement an Android application for the library so that libraries can use to overcome the social and other challenges that prevent them from providing services on the go. The Android application was designed and implemented using the Android Studio which contains XML (extensible mark-up language) and Java. At the back-end HTML (Hypertext mark-up language), CSS (Cascading Style Sheet), PHP (PHP Hypertext pre-processor), and MySQL database were used. The system was tested after the development and found it suitable for meeting all the requirements specified. The system can add to the integrity of the library, ease the activities of the librarian and eliminate the stress related to the current process of searching for library books and other study materials. Before the introduction of the Android OS, access to the library documents was done only by the librarian. Android applications have become more popular and it holds a maximum number of users when compared to all other platforms. The Android application retrieves the information stored in the library database through the library server, for example, checking whether the books are available in the library or borrowed without intervening anyone. Users can suggest books for the library, and they are notified about their suggestion by the librarian. This article brings a new idea of the users to access the library.  相似文献

Challenges of today's engineering education (EE) are emergent, necessitating calls for its reformation to empower future engineers function optimally as innovative leaders, in both local and international contexts. These challenges: keeping pace with technological dynamism; high attrition; and most importantly, quality teaching/learning require multifaceted approaches. But how can EE respond to the growing demand for relevant teaching? What can we do for engineering faculties to leverage on quality teaching? How do we embed quality teaching in EE? Scholarship of teaching and learning is advocated as one viable approach. It uses evidence-based teaching (EBT) strategies, and research-informed evidence to guide educational decisions regarding teaching and learning. We review the theories underpinning EBT, the scientific evidence on which it is based, and innovative instructional strategies that enhance active learning. Some of these issues have been discussed already, largely through developing countries lens. Nevertheless, linkages to equivalent global perspectives are presented here.  相似文献

This study investigates the impact of dual-screening on audiences’ perceptions of presidential candidates during the 2016 electoral campaign. The results suggest that dual-screening can exert a significant moderation role, weakening the direct effects of the televised debates on candidate perceptions. The results also imply that the role of dual-screening might be dependent on the audience’s need-to-evaluate characteristic. These findings address the pressing societal questions on ways that digital disruption is impacting the role of traditional media in political campaigns and our theoretical understanding of this process.  相似文献

Proficiency with fractions serves as a foundation for later mathematics and is critical for learning algebra, which plays a role in college success and lifetime earnings. Yet children often struggle to learn fractions. Educators have argued that a conceptual understanding of fractions involves learning that a fraction represents a magnitude different from its whole number components. However, it is not well understood whether adults represent a fraction's magnitude similarly to whole numbers. This study investigated the distance effect during a comparison task using fraction pairs that discouraged comparing a fraction's components. Accuracy improved and reaction times decreased with greater distance between fraction pairs, showing a distance effect similar to that seen with whole numbers. This study suggests that a representation of a fraction's magnitude is present in the fully developed number system.  相似文献
