Perceptions and experiences of annual report preparers

Between 1986 and 1993, tertiary education institutions, [TEIs] in New Zealand have transformed their annual reports from being uninformative, untimely and unobtainable documents, to ones that are well-presented, comprehensive and readily available in a timely fashion (Coy, Tower & Dixon, 1994). This paper reports a study of the events and experiences according to report preparers in bringing about this change, including the incentives and difficulties that they have been facing.The study uses data collected from 48 staff involved in report preparation at 15 of the 37 TEIs that are in New Zealand. These data are qualitative, and are analysed from a realist perspective mixing causal analysis and interpretive understanding (Silverman 1985).The study suggests that the mandated changes to reporting are seen as one facet of several recent public sector reforms in New Zealand. Interviewees felt that the changes to reporting were driven externally by legislation, and internally by the stances taken by some chief executive officers and by the professional ardour of some accountants. Moreover, the Audit Office was seen as a prominent agent of change.The general reactions of preparers of reports to the reforms range from strong support to resentment and scepticism. A major concern voiced was the potential for data reported by TEIs to be used for political purposes. On the other hand, improved staff motivation was noted in many institutions as well as greater cost consciousness and awareness of student, needs. However, these positive attributes were probably derived from the reforms in general, and not just from the changes to reporting.     

Defending the Boundaries: Identifying and Countering Threats in a Usenet Newsgroup

This article is an account of a Usenet newsgroup whose participants, in response to a perceived 'invasion' of 'barbarians,' explored and articulated the value of the group, the nature of the crisis facing it, and the strategies available to meet the crisis. The newsgroup facilitated political and personal support for some gay, lesbian, or bisexual men and women. The primary threat to the group was the increasing number of newcomers who were oblivious to established norms, who tended to view access to the group as a commodity, and who attempted to impose 'outside' paradigms on the operations of the group. Defensive strategies involved calling on rhetorical devices (such as flaming or ostracism) or structural resources (such as employers, network operators, or lawsuits). All strategies had the potential to backfire, but rhetorical strategies were less risky, more available, and more community affirming than strategies requiring access to structural resources. Through this account, the article addresses the mutual linkages and dependencies between the social and technical organization of computer-mediated communication (CMC) networks, the community-building activities taking place through those networks, and the social, legal, and economic structures in which those networks are embedded.     

Development of an exchange format for the European Environmental Chemical Data and Information Network (ECDIN)

Increasing concern about the release of potentially harmful chemicals into the environment has led to efforts to collect data on such chemicals with a view to identifying and minimising the associated hazards. The collection and storage of such data requires cooperation and communication (both national and international) between partners in a general environmental data network. A format is described for the exchange of data between these network partners. This format is of general applicability. It is shown that a hierarchical tree structure best describes the situation. Rules are derived to identify and process the nodes in the tree such that information is neither lost nor degraded upon transfer between the network partners.     

MEDIA COVERAGE AND THE FLOW OF VOTERS IN MULTIPARTY SYSTEMS: THE 1994 NATIONAL ELECTIONS IN HOLLAND AND GERMANY

Positive news is advantageous for a party, but the effects ofnegative news are less obvious, especially in a multiparty system.One possibility is an indecisionmodel in which negative informationwould push voters to the undecided category. An alternativeis a proportional model in which voters would move to otherparties in proportion to their share of the vote. A third scenariowould correspond to a proximity model in which the shift wouldbe to parties holding viewpoints similar to those of the criticizedparty. The three models were tested using the ideodynamic modelor the 1994 elections in the Netherlands and Germany. The explanatoryvariables were content analysis data obtained daily for majorprint and electronic news media. The dependent variable wasweekly survey data of party preferences of voters. The analysisshowed the proportional model to be the least plausible withthe proximity model being promising. Campaign strategists startingfrom the proximity model will both promote negative news aboutother parties and adopt their issue positions.     

Literacy Assessment and Student Diversity: An Australian case study

This article describes the reported practices in literacy assessment, recording, and reporting in 12 Australian schools characterised by populations of diverse learners. The findings indicate the problems and challenges teachers face in providing socially just and inclusive literacy assessment in heterogeneous classrooms. We make a number of suggestions related to enhancing assessment, recording, and reporting at the classroom level and argue for systemic support for teachers.
