The Impact of School Development Plans in Primary Schools∗

In the U.K., in common with a growing number of countries, school development planning has been embraced with enthusiasm by practitioners and policy makers. Both groups have responded to the potential benefits of an improvement process which can integrate educational, financial and human resource needs and set and monitor the achievement of measurable goals. This paper describes the outcomes of a thirty‐two month research project funded by the Economic and Social Research Council which studied the impact of development planning in nine primary schools. It draws out the implications for practitioners and policy makers and explores some methodological issues arising from the study. The paper concludes by identifying further research priorities.

     

Comparing Methods for Addressing Missingness in Longitudinal Modeling of Panel Data

Respondent attrition is a common problem in national longitudinal panel surveys. To make full use of the data, weights are provided to account for attrition. Weight adjustments are based on sampling design information and data from the base year; information from subsequent waves is typically not utilized. Alternative methods to address bias from nonresponse are full information maximum likelihood (FIML) or multiple imputation (MI). The effects on bias of growth parameter estimates from using these methods are compared via a simulation study. The results indicate that caution needs to be taken when utilizing panel weights when there is missing data, and to consider methods like FIML and MI, which are not as susceptible to the omission of important auxiliary variables.

Condorcet's education: haunted by the ghost of Rousseau

The Marquis de Condorcet was a man of talent and vision. He was the youngest of the ‘philosophes’ who centred their activities on 18th‐century Paris. His age kept him clear of actual confrontation with the renegade philosopher of the era: Jean‐Jacques Rousseau. This situation would change, however, as the Jacobin party posthumously adopted Rousseau to be the ideologue of their bloody power‐lust. As educational spokesman for the Girondin party Condorcet proposed a wholesale restructuring of French schools and colleges. His initiatives could be labelled as progressive even in our own era, particularly with regard to his provisions for lifelong learning. However, Condorcet was thwarted by the spectre of Rousseau's paradoxical ideas; selected by the Jacobins more for their offensive value than for general enlightenment.     

Emptiness and the Education of the Emotions

This article argues that Buddhist philosophy offers a plausible theory of the education of the emotions. Emotions are analyzed as cognitive feeling events in which the subject is passive. The education of the emotions is possible if and only if it is possible to evaluate one’s emotional life (the normative condition) and it is possible to satisfy the normative condition through learning (the pedagogical condition). Drawing on the Four Noble Truths of Buddhism, as well as the concepts of conditioned arising, emptiness and anattā, the article presents a view of the education of the emotions that rejects craving for permanence.
