Access to government information in electronic form is essential to the realization of a civil society, democratization, and a rule of law. Freedom of information issues are centrally important in countries around the world, and the Internet's World Wide Web offers the potential to provide freedom of information at low cost. Achieving a sound information policy to promote open government requires constant vigilance by those who care about the goal. The greatest threat is state sponsored monopoly. State sponsored monopolies are inimical to open government and rule of law because they open the possibility of censorship, because they raise prices and increase cost, and because they deprive the public of new technology developments. Agencies should never seek to restrict redissemination or to prescribe prices at which information may be distributed to redisseminated. Copyright law may be interpreted to exclude the possibility of copyright in basic public information. Finally, the proposed database protection treaty now pending before the World Intellectual Property Organization should be opposed, unless drafters add a compulsory license provision to mandate multiple sources and channels for public information locked up by intellectual property and database rights. 相似文献

The purpose of this study was to understand academic leadership's views of the field of school psychology. This is the first study that has attempted to incorporate the views of historically Black college and university (HBCU) Psychology Department Chairs' regarding the field of school psychology and the potential development of school psychology programs at HBCUs. The results indicated that Department Chairs at HBCUs are not recommending the field of school psychology to their students based on a variety of reasons related to their views of the field (e.g., lack of focus on Black research issues). Despite the shortage of school psychologists and ample career opportunities, Department chairs in our sample do not recommend the field of school psychology as a first option graduate school choice. The great contemporary organizational challenge for enterprises is to create a conceptual and methodological framework allows the management of knowledge by means of networks designed for social interaction. This statement is based on the premise that the competitive drive and sustainable success of the company depend on the introduction of new forms of production innovative processes, which can only be ensured through integrated approaches to knowledge management and the incorporation information technologies (IT). This is a reality that has already been accepted by the Brazilian Agricultural Research Corporation (Embrapa, its acronym in Portuguese), a Brazilian research, development, and innovation (RD&I) institution supporting agricultural sector. For some years now, Embrapa has been incorporating what it has learned about knowledge management into its strategic planning process. Nigeria is one of few countries that reports having translated national policies on school-based comprehensive sexuality education (CSE) into near-nationwide implementation. We analysed data using the World Health Organization-ExpandNet framework, which provides a systematic structure for planning and managing the scaling up of health innovations. We examined how Nigeria's nationwide programme was designed and executed. Since 2002, Nigeria has developed a well thought through strategy to scale up CSE. Crucial attributes that facilitated the scaling up included technical consensus about the innovation and clarity about its components, dissection of a complex intervention into manageable components for implementation by organisations with complementary expertise, strong political leadership and championship in concert with advocacy and technical support from non-governmental organisations, proactive and energetic involvement of community stakeholders, effective programme management, and improvements to the information management system to ensure on-track implementation and mid-course corrections to keep stakeholders, including funders, informed and engaged. Challenges included programmatic values, competing priorities for available human resources and a lack of predictable funding for sustaining a rapid scale-up effort. Despite some weaknesses, implementation has largely proceeded according to plan. The lessons learned from Nigeria's experience can and should be used in other settings to achieve wide-scale coverage. 相似文献
