In 1993, Turkey’s Higher Education Council (YOK) launched a program to sponsor thousands of students for graduate study abroad,
in the hopes of building up a base of highly qualified, foreign educated faculty for 24 newly established universities nationwide.
With an incoming new YOK administration in 1995, dramatic changes were made in the program’s selection procedures. One of
the key elements of these changes was the inclusion of a high foreign language proficiency requirement, which served both
to meet certain ideological goals of the new administration as well as presuming to reduce the high degree of student failure
abroad. In addition to assessing the overall success of the scholarship program in light of the changes made, this study provides
another look at the connection between language proficiency and academic success, with both qualitative and quantitative data
collected from 23 ‘YOK scholars’. Although finding a positive relation between language proficiency and academic success,
the study suggests that rather than having solved the scholarship program’s problems by imposing high language proficiency
requirements, the new YOK administration actually reduced even further the program’s ability to successfully supply faculty
to the new universities. Recommendations are made for the Turkish and similar foreign study programs. 相似文献

The contribution of attachment, maternal reported stress, and mother-child interaction to the prediction of teacher-reported behavior problems was examined for a French-Canadian sample of 121 school-age children. Attachment classifications were assigned on the basis of reunion behavior with mother when the children were between 5 and 7 years of age. Maternal reported stress and mother-child interaction patterns were assessed concurrent to the attachment measure, whereas behavior problems were evaluated both at ages 5 to 7 and 7 to 9 years. Security of attachment significantly predicted the likelihood of school-age behavior problems: Controlling/other children were most at risk for both externalizing and internalizing problems across both age periods. Younger ambivalent children presented clinical cut-off levels of externalizing problems, and older avoidant boys had higher internalizing scores. Patterns of maternal-reported stress and mother-child interaction differed across attachment groups and contributed to prediction of school-age behavior problems, partially mediating the relation between attachment and adaptation. Results support the importance of attachment in explaining school-age adaptation and validity of attachment coding for children of this age. 相似文献

In 2001, the Regenstrief Institute for Health Care and the Indiana University School of Medicine (IUSM) began an IAIMS planning effort to create a vision and a tactical plan for the first Integrated Advanced Information Management Systems (IAIMS) implementation to cross a large area and include unaffiliated institutions. A number of elements made this planning effort unique. Among these elements were the existence of a network infrastructure that supported the Indianapolis Network for Patient Care, the existence of a mature medical informatics program at the Regenstrief Institute, and the existence of a wide-area knowledge network fostered by the IUSM libraries. However, the leadership for a strong information technology role in the IUSM that could promote collaboration in support of education and research across the diverse Indianapolis hospital systems had been lacking. By bringing together various groups, each with a commitment to improve health care quality and public health across the Indianapolis metropolitan area, regardless of individual institutional affiliation, the strategic directions for I3-Indianapolis IAIMS Initiative have been defined and the foundations for a third generation IAIMS construct have been laid in Indianapolis, Indiana. 相似文献
