While many studies have discussed the impacts of electronic government (e-government) on public libraries, little research has considered the extent to which the current federal government's implementation of e-government relies on the public technology access, training, and support provided by public libraries. A range of data and policy materials are drawn upon in order to illuminate the co-evolution of public libraries and e-government. Beginning with a discussion of the development of e-government and its impacts in public libraries, the access, goals, and challenges of e-government are detailed as they relate to libraries, and the areas in which current implementations of e-government would not be possible without public libraries. Based on the explorations of the co-evolution of e-government and public libraries, key policy issues are offered that require reconceptualization in order to better support the interrelationship between e-government and public libraries.  相似文献

This article discusses the results of a large-scale Internet survey (with 1156 respondents) that investigated the cues and factors that could positively influence Dutch Internet users' trust in government organizations in terms of their usage and processing of citizens' personal data. Confidence in online privacy statements, as indicated by the results of this study, significantly influences trust in government organizations among Dutch Internet users with and without previous e-government experience. Among those with e-government experience, the quality of their online government transaction experience and a positive government organizational reputation can also increase their trust in government organizations, specifically in terms of how they process and use citizens' personal data.  相似文献

Official publications are aimed towards editing and spreading the messages created by governments and other bodies of the public domain. At the beginning, the aim of this activity is twofold: on the one hand, fulfilling the principle of publicity of the norms, as it constitutes a basis for the efficiency of those, and, on the other hand, fulfilling a general function of information about the activities of public authorities. This paper discusses the contribution of the 2003 ‘Declaration on the Importance and Value of Universal Museums’ to the debate on repatriation. The ‘Universalist’ approach taken by the Declaration is first considered, noting the implications of its emphasis on art, the heritage of museums and objects, along with its focus on the sculpture of ancient Greece and the enlightenment origin of museums such as the British Museum. It is argued that it reveals an essentialist approach that derives from a particular Western perspective, rather than being truly ‘universal’, and then considers whether a similar problem underlies many of the arguments advocating repatriation. The second part of the paper explores the opportunities offered by an approach which emphasises the ‘biography of objects’. This demonstrates how the tangled histories of objects and their many meanings can be considered. Repatriation is shown to be able to result in an increase in knowledge and understanding, rather than its destruction, and so meets the declared aim of the Declaration to ‘foster knowledge by a continuous process of reinterpretation’.  相似文献

Aspiring museums professionals often have to volunteer outside of formal study programmes in order to gain paid work in the UK museums sector. Volunteering for work experience however, has been largely ignored by previous studies of museum volunteers. This paper aims to provide an insight into the extent of volunteering for work experience and the experiences of these would-be museum workers. The paper presents the result of a postal questionnaire and interviews with both volunteers and managers. A key problem for museums is the resources needed to provide meaningful work experience. For volunteers, a worthwhile work experience placement appears to be almost entirely due to luck and finding a mentor. Voluntary experience therefore seems to be more about developing contacts than learning museum-specific skills. Recommendations are made for improving the volunteers’ experience.  相似文献

During the last two decades, median instructional spending per full-time equivalent (FTE) student at American 4-year colleges and universities has grown at a slower rate than median spending per FTE student in a number of other expenditure categories, including academic support, student services and research. Our paper uses institutional level panel data and a variety of econometric approaches, including unconditional quantile regression methods, to analyze whether these non-instructional expenditure categories influence graduation and first-year persistence rates of undergraduate students.  相似文献

Personalization can be addressed by adaptability and adaptivity, which have different advantages and disadvantages. This study investigates how digital library (DL) users react to these two techniques. More specifically, we develop a personalized DL to suit the needs of different cognitive styles based on the findings of our previous work [Frias-Martinez, E., Chen, S. Y., & Liu, X. (2008) Investigation of behavior and perception of digital library users: A cognitive style perspective. International Journal of Information Management]. The personalized DL includes two versions: adaptive version and adaptable version. The results showed that users not only performed better in the adaptive version, but also they perceived more positively to the adaptive version. In addition, cognitive styles have great effects on users’ responses to adaptability and adaptivity. These results provide guidance for designers to select suitable techniques to develop personalized DLs.  相似文献

Collaborative filtering aims at predicting a test user’s ratings for new items by integrating other like-minded users’ rating information. The key assumption is that users sharing the same ratings on past items tend to agree on new items. Traditional collaborative filtering methods can mainly be divided into two classes: memory-based and model-based. The memory-based approaches generally suffer from two fundamental problems: sparsity and scalability, and the model-based approaches usually cost too much on establishing a model and have many parameters to be tuned.  相似文献
