This literature review covers a wide range of publications (articles, books, reports and government publications) that provide an overview of the wider topic of partnership working. It is not a systematic review, but the authors' personal review, drawing largely on the resources available in the King's Fund Library. Partnership working is a key component of the UK government's modernization agenda, particularly in the health field. However, the principles of achieving successful partnership are generally applicable. The review therefore concentrates on literature that can provide guidance for people planning to set up a partnership, or re-evaluating an existing partnership. The sections of this review comprise: definition of partnership working; types of partnership; partnership initiatives; drivers; critical success factors; barriers; benefits; the process of partnership working; evaluation and assessment tools; demolishing the Berlin Wall: government policy on partnership working; exemplars of library information service partnerships.  相似文献

As federal agencies move toward more sophisticated e-govern- ment offerings, they must consider both policy and operational requirements for electronic authentication (e-authentication). One important consideration in designing and deploying e-authentica- tion solutions is the balance between access, security, authentication, and privacy. Public law and government-wide policy encourage e-government and e-authentication simultaneously with privacy protection, creating policy and operational tensions for e-government efforts. A review of the relevant laws and policies and analyses of the privacy implications of authentication technologies indicates that federal agencies have at least two analytic frameworks for balancing privacy concerns with e-authentication. A framework offered in the 2003 National Research Council report Who Goes There? and the privacy impact analysis requirements of the E-Government Act of 2002 provide e-government projects with the tools for navigating the path between privacy and openness, required by both e-government law and policy.  相似文献

This study investigated whether child exuberance, an aspect of temperament related to emotion regulation, moderates the well-documented association between high parenting stress and increased risk for internalizing and externalizing problems during the preschool years. At 42 months of age child exuberance was observed in 256 children (47% girls) and maternal self-reports on parenting stress were obtained. At 48 months internalizing and externalizing problems were assessed through reports from both parents. Indeed, higher maternal parenting stress increased the risk for internalizing problems, and this association was more pronounced among children with high levels of exuberance. Existent emotion regulation difficulties in highly exuberant children may further heighten the risk conveyed by an unfavorable caregiving environment for developing internalizing problems.  相似文献

Historically, child care quality research has focused primarily on typically developing children cared for in center-based programs. Findings from this research suggests that variations in quality of care have an effect on children's well-being and developmental outcomes. In this paper, we draw on child care quality research to inform our understanding of quality in early intervention services for infants and toddlers with disabilities and their families. Conceptual issues in defining quality and methodological challenges for assessing quality of early intervention services are presented. In the final sections of this paper, we discuss our efforts to design a measure of quality for early intervention programs and present some of the unresolved issues related to the assessment of quality in early intervention programs.  相似文献

This article examines the challenges faced by nontraditional college students who are coparents as a result of divorce. The need for college counseling centers to have counseling options designed to assist this special population in successfully completing their academic pursuits is presented. Critical theory provides an opportunity for exploring the interaction between individual and social change. The aim of this article is to demonstrate how the recovery movement provides an instance of critical theory in action. Drawing from critical theorists, recovery movement literature, and interview data, this article examines points of comparison between the recovery movement and critical theory. Common core assumptions, including a reliance on systems theory and social constructionism, a rejection of positivism, notions of ‘distorted’ communication and self‐reflection, and the centrality of the family in social processes, are among the similarities examined.  相似文献
