This paper identifies individuals’ accumulated history with Information and Communication Technologies (ICTs) as a replacement for the contested and outdated term ‘digital divide.’ We propose that an individual’s ability to benefit from their technological history consists of four factors: awareness, knowledge, access, and technological capacity of the user’s social collective. Together, these factors make up the individual’s level or amount of Technological Capital. The development of this construct was based on empirical research conducted in Soweto, South Africa, and through an analysis of the literature on assessing individuals’ accumulated histories. The concept of technological capital has the potential for application in fields in which ICTs are used for communication, capacity building, and identifying barriers to adoption of new technologies. The use of the concept may have implications for policy decisions, resource allocation, and future research into differences among individuals’ and communities’ ability to benefit from the introduction of new technologies.  相似文献

This paper explores the information nature of culture. It is represented as an extragenetic and nonorganizational information process and system. Information is regarded as a universal property of matter that is essentially associated with development processes and realizes various forms and ways of storage and circulation at various development stages of global evolution. The socio-cultural principle of exogenous accumulation, transmission, and transformation of information is analyzed in the context of the continuing growth of the information content of material systems on the superhighway of global-universal evolution. The issues related to funding of public research organizations are explored. The history of scientometric information systems is outlined. The advantages and disadvantages of a bibliometric approach to financing of research organizations are analyzed. The link between the assessment of the scientific and technological potential of an institution and the optimal allocation of funds is investigated. History and case study are two diachronic research strategies commonly used to study political discourse as it relates to public libraries. Though suitable for some studies, these strategies are inexhaustive. A new, blended research strategy is therefore needed to accomplish what history and case study alone cannot. This hybrid strategy, historical case study, must analyze cases from the distant past to the present, using eclectic data sources, in order to produce both idiographic and nomothetic knowledge. To develop historical case study, the universal components of diachronic analysis are first identified. A general research design for historical case study is then introduced. Finally, historical case study is tested in an actual research project. Findings from this project reveal that historical case study is a successful diachronic research strategy. Historical case study is a new and valuable research design suitable for addressing questions related to change, continuity, development, and evolution.  相似文献

The information practices of collaborative interdisciplinary researchers, especially in distributed environments, remain understudied. Embracing the naturalistic paradigm, this qualitative case study relies upon semi-structured interviews, snowball sampling, and grounded analysis. Based on interviews with 53 participants from 11 Digging Into Data 3 (DID3, 2014-2016) projects, this study examines the working practices of scholars (library and information science professionals, humanists, and computer scientists) engaging in collaborative, international, data-intensive, publicly-funded interdisciplinary research. Benefits of such work include avoiding redundancy, exploding disciplinary silos, and more ambitious, larger-scale outputs. Challenges and lessons learned center on innovation, flexibility, and failure, translation, intermediaries, divisions of labor and delegation of responsibilities and tasks, conflict resolution, technology, outputs and publication, and timeframe, sustainability, and infrastructure.  相似文献
