Mandated team participation: Implications for psychologists working in the schools

Public Law 94-142, Education for All Handicapped Children Act, has had a dramatic impact on the schooling of exceptional children. Yet, rather limited attention has been directed to the one section of the law that mandates a particular decision-making approach for both the diagnosis and intervention tasks. The implications for the training and practice of applied psychologists who work with school-age children could be significant. This paper examines three areas of concern that impact the psychologist's role in working with exceptional children: (a) conditions that are considered crucial for the development of teams, (b) the literature regarding psychologists' input to school-based teams, and (c) reactions of school-based team members to such an approach. Related issues of importance to both trainers and practitioners in the field of psychology are then presented.     

Does eccentric exercise stimulate sarcomerogenesis?

Eccentric exercise has been associated with an increase in serial sarcomere number in some studies,1 but not in others.2 Similarly,increasing excursion of muscles resulted in sarcomerogenesis in some studies using growing animals,3 but not in others using skeletally mature animals.4 However,chronic elongation and chronic shortening appears to be a strong regulator of sarcomere number increase5,6 and decrease,5,7 respectively,in animal models.Despite an abundance of research on the regulation of sarcomerogenesis under a variety of conditions,the mechanisms underlying in series sarcomere number adaptations in skeletal muscles remain a puzzle,especially in non-invasive human studies where measurements of sarcomerogenesis following interventions have not been possible to date.     

The Stakes in Bayh-Dole: Public Values Beyond the Pace of Innovation

Evaluation studies of the Bayh-Dole Act are generally concerned with the pace of innovation or the transgressions to the independence of research. While these concerns are important, I propose here to expand the range of public values considered in assessing Bayh-Dole and formulating future reforms. To this end, I first examine the changes in the terms of the Bayh-Dole debate and the drift in its design. Neoliberal ideas have had a definitive influence on U.S. innovation policy for the last thirty years, including legislation to strengthen patent protection. Moreover, the neoliberal policy agenda is articulated and justified in the interest of “competitiveness.” Rhetorically, this agenda equates competitiveness with economic growth and this with the public interest. Against that backdrop, I use Public Value Failure criteria to show that values such as political equality, transparency, and fairness in the distribution of the benefits of innovation, are worth considering to counter the “policy drift” of Bayh-Dole.

The article gives outlines of materials which have been published by the Scottish Film Council and which are designed for the media studies curriculum area. It also gives some speculative conclusions that arise from these productions.
