The role and continued relevance of state telecommunications regulators have been challenged by the development of competition, the introduction of new technologies, and the increasing dominance of federal authority. An important role that state utility commissions can play in the current telecommunications environment is to provide consumer education and information about consumer protection, competition, and universal service. Commissions can use their Web sites as effective tools in educating and informing consumers. This study analyzes the consumer-related telecommunications information included on the Web sites of the commissions in the 50 states and the District of Columbia to determine whether, and how well, state commissions are using their Web sites to educate and inform. 相似文献

The online merchant of an e-marketplace consists of an intermediary, providing the market infrastructure, and the community of sellers conducting business within that infrastructure. Typically, consumers willingly buy from unknown sellers within an e-marketplace, despite the apparent risk, since they trust the institutional mechanisms furnished by the relatively well-known intermediary. Consumers’ trust in one component of the e-marketplace merchant may not only affect their trust in the other, but also influence the way consumers make online purchases. This paper explores the impact of trust on consumer behavior in e-marketplaces. An empirical study has been conducted to accomplish our research objectives, using a questionnaire survey of 222 active e-marketplace shoppers in Korea. The results reveal that consumer trust in an intermediary has a strong influence upon both attitudinal loyalty and purchase intentions, although consumer trust in the community of sellers has no significant effect on the two constructs representing consumer behavior. In addition, it was found that trust is transferred from an intermediary to the community of sellers, implying that the trustworthiness of the intermediary plays a critical role in determining the extent to which consumers trust and accept the sellers in the e-marketplace. The great contemporary organizational challenge for enterprises is to create a conceptual and methodological framework allows the management of knowledge by means of networks designed for social interaction. This statement is based on the premise that the competitive drive and sustainable success of the company depend on the introduction of new forms of production innovative processes, which can only be ensured through integrated approaches to knowledge management and the incorporation information technologies (IT). This is a reality that has already been accepted by the Brazilian Agricultural Research Corporation (Embrapa, its acronym in Portuguese), a Brazilian research, development, and innovation (RD&I) institution supporting agricultural sector. For some years now, Embrapa has been incorporating what it has learned about knowledge management into its strategic planning process. In this paper, we present a new approach to managing knowledge and information, and we analyze the need for research institutions to administer the knowledge they produce through an RD&I management model based multi- and inter-disciplinary teams, and multi-institutional research networks. 相似文献

Although often downplayed and instrumental, there is evidence that communication in projects is essential in achieving value creation. Our main interest in this paper is on temporary continuity, a situation where the temporary becomes a permanent condition in social systems. The question that we have address is: What characterizes project communication in a situation with temporary continuity?We argue for the need to transform communication processes into communication capabilities. In a situation with temporary continuity, there is a need to connect to a large number of value-creating processes, and communicating capabilities need to be a part of a communication system, where the aim is to bind together value-creating processes and communication capabilities. We construct a viable system consisting of five sub-systems. To become a viable system, projects in the form of temporary continuity, must handle the potential conflict between a culture of performance and a culture of innovation. This involves developing social mechanisms for coordination and interaction, with a focus on developing communication capabilities, in parallel with focusing on all of the five value-creation processes. 相似文献

In this paper, we examine the challenges faced by faith-based institutions in a low-income, predominantly Black community seeking to take advantage of grants provided through the White House Office of Community and Faith-Based Initiatives (FBCI). FBCI is an e-Government program that assists nonprofit organizations in competing for Federal dollars with fewer bureaucratic barriers. Informed by the design-actuality framework, we interviewed clergy at seven faith-based organizations. The intent of this analysis is to juxtapose the design intentions of the government officials with the actualities expressed by the intended benefactors of the initiative. Our findings suggest that this e-Government initiative may unwittingly exacerbate existing disparities in the strategic use of information and communication technologies (ICT). 相似文献

This research has as its objective the discovery of the critical factors that enable citizens to adopt e-Government (e-Gov) at different stages of service maturity. To accomplish the objective, this research has explained the related concepts and theories and developed a research framework grounded on a strong theoretical and literature review background. The empirical study was conducted in Canada, which is a leader in providing mature e-Gov services. From our results, we have observed two ontological differences from the present literature in the adoption behavior of e-Gov where organizational and financial perspectives have distinct implications over parsimonious technology adoption behavior. First, technology adoption model (TAM), diffusion of innovation theory (DOI), and theory of planned behavior (TPB) cannot capture and specify the complete essence of e-Gov adoption behavior of citizens. Second, e-Gov adoption behavior also differs based on service maturity levels, i.e., when functional characteristics of organizational, technological, economical, and social perspectives of e-Gov differ. Our findings indicate the critical factors that enable citizens to adopt e-Gov at different stages of service maturity. Public administrators and policy-makers have potential implications from the findings of the adoption behavior of e-Gov at different maturity levels. 相似文献
